1 Leeds Food Action Plan This is an exciting time as the Leeds Food Partnership gets ready to launch a food action plan for Leeds. What is a food action plan and why is it important? A food action plan provides a framework of actionable goals that will help to build a stronger and more sustainable local food system. For the past 18 months, the Leeds Food Partnership shadow board has been meeting to develop the foundation for the Partnership, to develop a Food Charter to set the vision and aspirations for food in the city, and to identify food assets and actions that can form the basis of the Leeds Food Action Plan. The shadow board currently consists of representatives from Leeds City Council, Leeds Food Aid Network, Feed Leeds, University of Leeds, independent food businesses and Zest Health for Life. It is now time to work with other partners across the Leeds food system to gain your support and input to the Food Action Plan. The development of both the Leeds Food Partnership and the Food Action Plan are key criteria for Leeds to achieve the nationally-recognized Bronze Sustainable Food Cities award. This recognizes and celebrates the success of cities taking a joined-up, holistic approach to food, ones that are achieving significant, positive change on a range of key food issues. The six areas of focus for the food action plan are: 1. Promoting healthy and sustainable food to the public 2. Tackling food poverty, diet-related ill health and access to affordable healthy food 3. Building community food knowledge, skills, resources and projects 4. Promoting a vibrant and diverse sustainable food economy 5. Transforming catering and food procurement 6. Reducing waste and the ecological footprint of the food system The Leeds Food Action Plan helps to evidence action against these issues from Sustainable Food Cities, and also uses the 6 principles listed in the Leeds Food Charter as a way of sectioning the Plan. The Plan will be out for consultation from Tuesday 17 th April to Tuesday 15 th May, and we encourage individuals, organizations and businesses to contribute to the plan to ensure it is a true representation of all the fantastic food work that's happening across the city, and to tell us what areas we still need to work on. Please use the action plan Consultation Questions (see web page) to share your feedback with us. 1
2 Together we can do it the Leeds way! Principle 1 - Ensure people can choose food that is appropriate for their stage of life and reduces diet-related ill health and improves well-being. SFC Criteria Healthy eating campaigns - such as breastfeeding, healthy weight, 5-a-day, Eatwell, cook from scratch, and sugar, salt and fat reduction - that aim to change public behaviour, particularly among hard to reach audiences, are being delivered. 8 Principle 2 - Support local strategies to tackle food poverty by addressing the root causes and enabling access to affordable food. 9 A multi-agency partnership - involving key public and voluntary organisations - has been established to assess and tackle the full range of issues that contribute to food poverty in a joinedup strategic way. For those in urgent need - and particularly benefit recipients facing delay or suspension in payments - relevant agencies are providing rapid referral to hardship funds and emergency food aid. 2 Delivery of 4 Food Aid Network gatherings annually, allowing a range of different food providers and other participants to come together to discuss issues associated with food poverty such as food distribution, holiday hunger and the effects of benefit changes 2 Emergency support provided by 10 foodbanks across the city alongside 20 plus other food aid providers. They will also work with work with FareShare Yorkshire and LCC to provide an emergency food parcel within 24 hours of calling the Councils welfare Support Scheme s number Leeds Food Aid Network (FAN) chaired by Unity in Poverty Action (UPA). End Hunger Leeds / UK The Leeds Food Aid Network (FAN) is comprised of the following partners: FareShare Yorkshire, Leeds City Council, Leeds North and West Foodbank, Leeds South and East Foodbank, Wetherby Foodbank, Otley Foodbank, Right Choices Foodbank, Holbeck Foodbank, St Vincents Support Centre, St George s Crypt Armley Shop, Salvation Army Central / Hunslet and Number of Food providers gathering on a regular basis Approximately 1000 people to benefit from the welfare support scheme and the number of times people have accessed foodbanks was 26,831 in 2016/17. 9
10 Health professionals, welfare advisers and/or housing/voluntary organisations are trained in food poverty issues and are able to advise clients on accessing affordable healthy food and skills training such as menu planning, food buying and cooking. 2 Slow Cookers are provided free of charge to vulnerable people who need them. 12 Principle 3 - Reduce and optimise food waste and support strategies to reduce food miles and re-distribute surplus food across Leeds SFC Criteria City-wide campaigns to raise public awareness of food waste and how to reduce it are being delivered - such as Love Food Hate Waste, Feeding the 5000, The Pig Idea and Disco Soup. 13 A food waste collection scheme for homes and/or for restaurants and other catering, retail and manufacturing businesses has been established and is redirecting this waste for composting, energy recovery (AD) or animal feed (where permitted). Producers, processors, retailers, caterers and the wider business community are better able to access training on how to reduce food packaging and waste and how to improve energy, water and other resource efficiency. 26 Principle 6 - Encourage developers and landowners to make the most of space suitable for food growing and preparation through early engagement in the planning process and providing access where feasible. 28 Retail, tourism, planning and economic development strategies, policies and services actively promote and support the development and long term success of healthy and sustainable food businesses. Farmers, growers and land managers are being provided with training, advice and support on how to adopt low ecological impact production and management techniques such as organic, permaculture and pesticide free. 28
