Investment Project Template For INV projects PCR Preparation E-PCR: Automatic calculations, fixed sections and unfrozen sections (Sections 3, 5.4, 7) Latest version in use since March 2002 (has Sections 3.13 and 3.14) For umbrella projects, main template will have aggregate pre- and post-conversion data; Annex 1 will have individual enterprise details (for more than 3 enterprises, an Excel sheet should be used based on the Annex 1 table).

13 Quality and Consistency Issues Review: 5 main areas of focus for a quality PCR 1. Use of Funds PCR shows itemized capital costs as per original approved proposal Full cost should be shown not simply reduced costs (resulting from the C.E. threshold or foreign ownership, for ex.) PCR provides all costs, including operating costs: approved and actual costs of substitute chemicals, average foam densities, average cost of compressors counterpart contribution

14 Quality and Consistency Issues 2. Production and Consumption PCR shows annual data on production of goods and consumption of ODS and alternatives for the entire duration of the project 3. Speed of Implementation Planned milestone dates and actual milestone dates are shown in the PCR Delays or elimination of any approved milestones are explained

Overall Story Specific lessons learned and comments by stakeholders are provided Anomalies in project implementation are fully explained as well as deviations from original proposal PCR contains descriptive information on project implementation and provides a good overall understanding of project implementation 5. Credibility of the Reporting PCR is consistent with other reports on the project (progress report, projects with delays, completed projects with balances)

18 Quality and Consistency Issues Consistency Starting point is complete proposed/approved info.: Always consult the data in the MP database/progress Report/Secretariat s Inventory of Approved Projects when entering baseline data for the PCR. Relevant data: Approved and actual funding; return information Approved and actual phaseout Approved completion date and actual completion date Task teams should provide assistance to ensure correct baseline data is available. If the database has incorrect information, a note must be provided in the PCR in the relevant section as well as the cover page explaining that this is the case.

19 Quality and Consistency Issues Consistency Avoiding discrepancies in the first place: Progress reporting: Phaseout is claimed only when FA /NOU has verified the phaseout (site visit, etc.) Dates of Completion: Financial vs. physical completion. Physical Completion per Dec. 28/2: No more ODS in use, baseline equipment destroyed and start-up of new production. Projects are not completed until these 3 requirements are in place.

20 Review Process and Submission WB Internal PCR Review Process (since 2004) Draft PCRs are to be sent to ENVMP Coordinator by TMs after receiving them from FA or NOU for a preliminary review according to PCR checklist. PCR automatically sent back if incomplete per checklist for completion OR if there is a significant implementation anomaly for mitigation. PCR is sent by the coordinator to PCR coordinator if checklist is complete and no apparent implementation anomalies visible. PCR coordinator reviews and/or submits PCR Comments/responses from ea. party should be within 2 weeks, if PCR has cleared the checklist

21 Review Process and Submission 13 PCRs submitted in Jan for M&E Officer s target of submitting PCRs for projects completed in 2000 or before Expected PCRs in 2004 (per planned project completions in the 2003 Progress Report): 57 Per Dec. 23/68 (i.e.,pcrs are due 6 months after physical project completion) over 80 PCRs would be due to ExCom by the first half of 2005 (figure includes balance of PCRs for projects completed thru Dec. 03). 23 Review Process and Submission As of Dec. 2003, only 79 remaining individual projects that are ongoing and will require a PCR in the future: 75% of WB work on PCR submission is done 2005 will be last year of high number of PCRs to complete and submit (provided we meet our targets) Next challenge: PCRs for sector and national ODS phaseout plans
