7 HORIZON 2020 Vs. 7 th Framework Programme (KBBE) Food, Agriculture and Fisheries, and Biotechnology Building a European Knowledge Based Bio-Economy (KBBE) by bringing together science, industry and other stakeholders, to exploit new and emerging research opportunities that address social, environmental and economic challenges: the growing demand for safer, healthier, higher quality food and for sustainable use and production of renewable bioresources; the increasing risk of epizootic and zoonotic diseases and food related disorders; threats to the sustainability and security of agricultural, aquaculture and fisheries production; and the increasing demand for high quality food, taking into account animal welfare and rural and coastal context and response to specific dietary needs of consumers. EU Bioeconomy Challenge: The specific objective is to secure sufficient supplies of safe and high quality food and other bio-based products, by developing productive and resource-efficient primary production systems, fostering related ecosystem services, along side competitive and low carbon supply chains. Discovery and exploitation of terrestrial and aquatic biological resources, minimising adverse environmental impacts. Potential trade-offs between the various uses of biomass. Development of bio-based products and biologically active compounds for industries and consumers with novel qualities, functionalities and improved sustainability. Economic value of renewable resources, bio-waste and by-products will be maximised through new and resource efficient processes. Developing integrated biorefineries Bioproducts, intermediates and bioenergy/biofuels (cascade approach) Technologies and strategies will be developed to assure the raw material supply. 16 (PPPs) PUBLIC-PRIVATE PARTNERSHIPs UNDER HORIZON 2020 PPPs (public-private partnerships) are forms of cooperation between public authorities and businesses aiming at promoting R&I in specific sectors, converging industrial interest, commitment & leadership. PPPs must ensure that research activities fit industrial needs. H2020 includes scope and a clear set of criteria for setting up PPPs which shall be identified in an open and transparent way based on all of the following criteria: added value of action at Union level; impact on industrial competitiveness, sustainable growth and socio-economic issues; long-term commitment from all partners based on a shared vision and defined objectives; scale of the resources involved and the ability to leverage additional investments in research and innovation; a clear definition of roles for each of the partners & agreed key performance indicators. 16 / 61 (10/05/2013)

17 (PPPs) PUBLIC-PRIVATE PARTNERSHIPs UNDER HORIZON 2020 PPP can be based on a contractual arrangement between public and private actors and in limited cases can be institutionalised PPP (such as JTIs & other Joint Undertakings). Involvement of the Union in those partnerships may take one of the following forms: (b) entering a contractual agreement between the partners, which specifies the objectives of the partnership, respective commitments of the partners, key performance indicators, and outputs to be delivered including the identification of research and innovation activities that require support from Horizon (a) financial contributions from the Union to joint undertakings established on the basis of Article 187 TFEU under FP7; to new public-private partnerships set up on the basis of Article 187 TFEU; This form of partnerships shall only be implemented where the scope of the objectives pursued and the scale of the resources required justify it; Biobased and Renewable Industries for development and Growth in Europe 17 / 61 (10/05/2013)

18 PPPs under H SPIRE, a Contractual PPP: WHAT IS IT? What is SPIRE? - A contractual PPP proposal dedicated to innovation in resource and energy efficiency in the process industries. Objectives - To develop the enabling technologies and solutions along the value chain, required to reach long term sustainability for Europe in terms of global competitiveness, ecology & employment. - Need to improve the way industry manages resources and energy, especially when rare or finite. European Challenges addressed by SPIRE - urgency to create growth and increase the competitiveness of Europe in a global market, - need to rejuvenate the European process industry that is at the basis of the European economy in terms of turnover, employment and generation of technologies for all industrial sectors - imperative to reduce resource, energy inefficiency & environmental impact of industrial activities. 34 HORIZON EIT: European Institute of Technology The European Institute of Technology (EIT) is a body of the European Union which mission is to increase European sustainable growth and competitiveness by reinforcing the innovation capacity of the EU (transitions from idea to product, from lab to market, and from student to entrepreneur). Knowledge and Innovation Communities (KICs) are Partnership of all actors of the innovation chain working together in Collocation Centres. KICs are legally and financially structured entities of key actors from the three sides of the knowledge triangle: research, higher education, and innovation-entrepreneurship-business. It will follow a structured strategic process whereby Member States agree on a common vision and a strategic research agenda to address given societal challenges. Strategic objective: To bring together European countries to identify, prioritise and deliver the research needed for agriculture to meet the challenge of responding to the demands of growing population in terms of both food sufficiency and safety within the context of climate change. EIPs contribute to speed up the adoption of research findings and to overcome the fragmentation of research activity in Europe. Through Innovation Partnerships, the EU aims at rebuilding broken links in the chain between research and bringing innovation to the market.
