10 Current System BUILD COMPREHENSIVE VECTOR CONTROL The CDC-ELC grants traditionally go to/through State Health Departments. These funds are usually not available to local Districts for direct control of mosquitoes. Districts must engage with their State Health Departments to create a coordinated and consistent message. The supplemental funding in 2016 to combat Zika became available to use at the local level. This funding was vital to help slow the abundance of the vectors and reduce the risk of transmission.

12 WHAT DO YOU SAY IN YOUR MEETINGS? The nation needs a coordinated effort to combat vector borne disease like Zika, West Nile, and others. WE NEED CONGRESS TO: Support H.R Strengthening Mosquito Abatement for Safety and Health Act. Enhance the CDC-DVBD Budget to ensure that public health has the tools available when needed. Support these federal dollars going to local programs where the reduction of mosquito abundance and disease is being fought. Support the IR-4 Program to build the arsenal for public health products
13 PASS AND FUND THE SMASH ACT (H.R. 1310) STRENGTHENING MOSQUITO ABATEMENT FOR SAFETY AND HEALTH ACT Rep. Darren Soto D-Florida Talking Points 22 Cosponsors-Bipartisan Creates an avenue for federal dollars to filter through to local mosquito control districts. Can work in conjunction with existing ELC process. Original Mosquito Abatement for Safety and Health (MASH) Act of 2003 Designed to support local government mosquito control activities Passed during the first West Nile virus outbreak No funds were ever appropriated In the past 20 years we have seen the introduction of West Nile virus, Zika, and Chikungunya along with the continued impact of Dengue. In the coming years we will face other diseases introduced to our country for which mosquito control is the only viable solution. Senate version S 849 passed the Senate on 09/06/2017 House Committee on Energy and Commerce, Senate Health, Education, Labor, and Pensions Agriculture Committee
14 SUPPORT THE INCREASE OF THE CDC DVBD BUDGET The current DVBD budget for FY 18 is $49.5M AMCA sent out appropriations requests for $61.5M for FY 19 Talking Points The CDC received supplemental funding in 2016 to combat Zika. The threat is not over and this support needs to be maintained in subsequent years. The U.S. is susceptible to new and emerging diseases and vectors and a strong infrastructure is vital to protecting Public Health. Support the enhancement of the Centers for Disease Control DVBD budget for arbovirus work to support vector surveillance and reporting. Innovation and discovery of cutting edge diagnostic tools, identification of new and emerging vectors and diseases, and research and development to foster new vector control technologies Build new comprehensive vector control programs and to support existing state, county, district or municipal mosquito control programs in their operations Build infrastructure and laboratory building to support a myriad of arbovirus-related programs and activities at the federal level.
15 RESTORE FUNDING TO THE IR-4 PUBLIC HEALTH PESTICIDE PROGRAM - $350,000 The IR-4 Program was not funded in FY 2018 AMCA sent out appropriation requests to Agriculture Subcommittees for $350,000 for FY 19 Talking Points IR-4 Public Heath Pesticide Program supports vector control and maintaining public health and welfare. Regulatory support needed to bring new tools to market Expansion of allowed use patterns Protection of existing tools from regulatory challenges
16 WHAT IS THE MESSAGE? The United States has been confronted with an increasing number of unpredictable vector-borne pathogens, including West Nile, Zika, dengue, and chikungunya viruses. The emergence and rapid spread of these pathogens throughout the Western Hemisphere suggests an accelerating trend of mosquito-borne diseases introduced from other parts of the world. Most recently, the introduction of Zika virus highlighted our nation s vulnerability to threats that are not fully understood and for which the tools for responding are insufficient. -CDC DVBD February 2017
