5 Overview Overview Welcome to Deltek Budgeting & Planning Version 7.0 Cumulative Update Release Notes. These release notes contain a summary of new features and software issues resolved. Compatibility and Support Deltek Budgeting & Planning Version 7.0 is only compatible with and supports Deltek Costpoint and Deltek Costpoint Required Procedure If you are installing the 7.0 Cumulative Update as part of a general upgrade, you must complete the Post Installation Setup steps prior to installing the Cumulative Update. For more information, see Post Installation Setup in the Deltek Budgeting and Planning 7.0 Installation Guide. You must also install the Costpoint Sysjar version associated with the CU release. For CU15, you are required to install CP Sysjar 21, for CU16, you are required to install CP Sysjar 22 etc. Continuous Delivery Model With this release, Budgeting & Planning has moved to a "Continuous Delivery Model" where we will release new features and enhancements incrementally on top of Budgeting & Planning 7.0 without requiring customers to upgrade to a major, minor or maintenance release as often. New enhancements will be made available through DSM after development and testing are complete. These software changes can be applied in the same way that hot fixes, cumulative updates, and regulatory updates are currently applied, through a combination of system jar and application level changes. Some features may require a new license, some may be enabled through a control/configuration setting, and others, such as an increase to a field size in the database, will be available once the changes are applied. For more information on the Costpoint Continuous Delivery model you may refer to KB article # 81289, or also see DeltekCostpoint711ContinuousDeliveryModelWhitePaper.pdf, available from DSM. Regarding Defect Workarounds The software correction descriptions in this document include workaround information. This information was included to help customers installing the correction as a hot fix determine whether to deploy the correction or use the workaround instead. Since you are receiving the correction as part of a cumulative release, all fixes are automatically installed and therefore workarounds are not an option. However, this information is included for customers who previously deployed the workarounds, both to notify them that these workarounds are no longer necessary, and to provide background information about the defect repairs. 5

6 Overview Descriptions of Software Issues You will notice that the descriptions of some software defects contain extra information, including ways to work around the defects. For the most part, these issues were addressed before this release through hot fixes, and the additional information was developed to help you decide whether or not you needed to install the hot fixes. When you install this release, you must install all fixes in the release; you cannot choose to install some and not others. Nevertheless, this additional information has been included in case you instituted some of the workarounds and can now stop using them, or you simply want more background information about the defect repairs. Known Issues The following issues exists in this version and will be resolved in the next release. Please contact Deltek Customer Care if this known issue presents a significant impact on your business. Defect Number Issue/Description Accounting and Project domain reports that contain % /percent data were not being displayed as a percentage. Instead, they are being displayed as decimals Application does not scroll to the selected record that has the context after an action completes. Help Display Issues If you use Internet Explorer and the help does not display correctly, you need to turn Off Compatibility View for the browser. Click Tools» Compatibility View Settings, and clear the Display Intranet Sites in Compatibility View check box. Then refresh the browser. You could also elect to use hosted help or the FQDN of your server in the URL (for example, server.domain) to bypass this issue. Important: Make sure you remove deltek.com (if listed) from the Websites you have added to Compatibility View list. 6

7 For Additional Information For Additional Information Customer Care Connect Site The Deltek Customer Care Connect site is a support Web site for Deltek customers who purchase an Ongoing Support Plan (OSP). The following are some of the many options that the Customer Care Connect site provides: Search for product documentation, such as release notes, install guides, technical information, online help topics, and white papers Ask questions, exchange ideas, and share knowledge with other Deltek customers through the Deltek Connect Customer Forums Access Cloud specific documents and forums Download the latest versions of your Deltek products Search Deltek s knowledge base Submit a support case and check on its progress Transfer requested files to a Customer Care analyst Subscribe to Deltek communications about your products and services Receive alerts of new Deltek releases and hot fixes Use Quick Chat to submit a question to a Customer Care analyst online For more information regarding Deltek Customer Care Connect, refer to the online help available from the Web site. Access Customer Care Connect To access the Customer Care Connect site, complete the following steps: 1. Go to 2. Enter your Customer Care Connect Username and Password. 3. Click Log In. If you forget your username or password, you can click the Account Assistance button on the login screen for help. 7

8 Cumulative Update 22 Cumulative Update 22 Released: April 28, 2017 New Features and Enhancements Utility to Populate Org Budget Labor Utilization with Project Budget Labor Users now have the option to port over all labor budgets from the project budgets (and nonbacklog), into the Org Budget Labor Utilization tab (Budget only). You can run this process more than once but keep in mind that if it is run again, all previous uploads and subsequent modifications will be overwritten by the new upload. Mark the Upload check box to choose which rows will be included in the upload. When you click Update the data is copied to the Org tables and user can view in Organization/Outlook Budgets, Labor Utilization tab. Important Prior to running this utility, it is suggested that you execute the following reports to ensure that all of your project budgets (or EACs) AND your non-backlogs have been completed Projects Project Budgeting > To Level (All Projects) Reports > Budget/EAC Status (APT1) Non-Backlog projects Project Budgeting > Proposal Budgets > Non-Backlog Budget Revenue Summary (Rev/Cost) (NPT2) Note: Access to this application should be limited by security as the function has the ability to overwrite information in the Organization Labor Utilization budgets. This new utility can be found in Accounting» Organizational Budgeting» Controls and Utilities» Update Org Labor from Project Labor. 8

9 Cumulative Update 22 Software Issues Resolved Defect Description: In NPI4, you encountered a system error when you tried to click Commit. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Defect Description: In BPIX, staff escalation was not being applied in the correct month. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Administration Defect Description: In AOM3, the system defaults for the Source Year and the Target Year was incorrect. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Documentation Defect Description: You encountered a system error when you tried to open the Help File topic for the Refresh Process application. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Project >> Budget Development Defect Description: In BPIX, when you tried to create Budgets or EACs, the Project accounts with an unallowable function code had the Revenue Box checked by default. 9

Defect Description: In BPUX, there was no query feature available for the Project ID and ERP ID fields of Map WBS and Map Resources Sheets tabs respectively. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Defect Description: In BPUX, the ERP ID did not populate when the ERP name was typed/selected in the Map Resources Sheets. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Defect Description: In BPIX, the Project Org populates Pool Org ID instead of Employee org ID. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Defect Description: In BPIX, when you tried to select a Vendor, the system does not return vendors. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. 10

Project >> Cost Analysis Defect Description: In CPA14, there was no calendar drop-down menu available for the End Date field. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Project >> Supplemental Reports Defect Description: In SPA12, the column header of the report displayed Total Hours instead of Total Cost. 11

12 Cumulative Update 21 Cumulative Update 21 Released: March 30, 2017 New Features and Enhancements Oracle Support Budgeting and Planning 7.0 now supports Oracle RDBMS. Customers will now have the option to switch from their existing Budgeting and Planning SQL Server database to Oracle. For more information, refer to Deltek Budgeting And Planning 700 Microsoft SQL Server to Oracle Migration document available through download in DSM. Ability to Add Employee Record to Other Direct Cost You can now enter employee records using the Other Direct Cost sheet in the Project Budgets/EAC screen. To add an employee record to, do the following steps: 1. Go to Projects» Project Budgeting» Budget/EAC Processing»Project Budgets/EAC. 2. Enter a valid Project ID. 3. Click Execute icon. 4. Click Other Direct Costs sheet. 5. Click New. 6. Enter the new employee record either in hours or costs. Software Issues Resolved Defect Description: In BPIX, the PAG for Labor/Non-Labor accounts for Subcontractors were not recognized. Defect Description: In BOIX, the Indirect Utilization and Direct Utilization Split subtasks were not functioning as expected. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Additional Notes: None 12

13 Cumulative Update 21 Data Import and Integration >> Costpoint Defect Description: You encountered a System Error when you tried to import a Project Budget from Excel. This happens when you do not select SAVE or SAVE & CONTINUE before selecting DONE MAPPING. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Organization >> Budget Development Defect Description: In BOP3, the data fields in the Dynamic table were too small when displayed. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Defect Description: In Organization Budget Cycle Initialization (AOM3), you could not modify cloned fiscal years. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Organization >> Cost Analysis Defect Description: In COT2, you received the following merge error message, The MERGE statement attempted to UPDATE or DELETE the same row more than once." Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. 13

14 Cumulative Update 21 Project >> Budget Development Defect Description: You could not establish original budget by editing one previous period labor hours from actuals to budget. To fix this, Unlock Prior Periods needs to be removed and replaced with Last Closed Period edit. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Project >> Cost Analysis Defect Description: In All Cost Breakdown (CPA4), the Project Cost Summary function was duplicating labor by applying GL and Labor Summary entries without cross reference. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. 14

15 Cumulative Update 20 Cumulative Update 20 Released: March 7, 2017 New Features and Enhancements New Refresh Process The Budget & Planning refresh process was changed from a SQL CLR based application to a Costpoint Processing application compatible with both SQL & Oracle. Major Changes include: B&P no longer maintains Costpoint and Time & Expense database connection information. This was removed from Configuration Settings (MAM10) and Post Install Setup. Manually Start Data Refresh Process (MAM4) was changed to Refresh Process (BNP_BAPREFRESH). For Costpoint users, data is now pulled using the connection information already configured in Weblogic. No additional setup required. For Costpoint users, additional Custom Databases for Extensibility needs to be configured in Weblogic on the Costpoint system hosting B&P. These include Configure External Costpoint and Configure External Time & Expense options under the B&P System tab. As previously stated, do not perform this step until Operations has devised a common CP Transaction Database to pull data from. Step 1 - Create Refresh Job Parameters 1. Open the Refresh Process application. To do this, go to Administration» Budgeting Administration» Administration Utilities» Refresh Process. 2. Set Parameter ID to REFRESH. 3. Set Description to B&P Refresh Process. 4. Click Save & Continue. 5. Exit the Refresh Process application. Step 2 - Create Job 1. Open the Manage Jobs application. To do this, go to Administration» Job Management» Job Management Codes» Manage Jobs. 2. Set Job ID to BNPREFRESH. 3. Set Description to B&P REFRESH PROCESS. 4. On Application Failure group box, select Use Default. 5. Set Default Priority to 1. 15

16 Cumulative Update On Job Operations grid, click New. 7. Set Sequence to Set Module to BA. 9. Set Application to BNP_BAPREFRESH. 10. Set Parameter to REFRESH. 11. Set Process to BNP_BAPREFRESH_IMPORT. 12. Click Save & Continue. 13. Exit the Manage Jobs application. Step 3 - Create Job Queue 1. Open the Manage Job Queues application. To do this, go to Administration» Job Management» Job Management Codes» Manage Job Queues. 2. On the Job Queues form, click New. 3. Set Job Queue ID to BNP. 4. Click Save & Continue. 5. Exit the Manage Job Queues application. Step 4 - Create Job Server 1. Open the Start/Stop Job Server application. To do this, go to Administration» Job Management» Job Management Processing» Start/Stop Job Server. 2. On the Job Servers form, click New. 3. Set Server Name to BNPSERVER. 4. In Destination Server select Default Server or Cluster. 5. Click Save & Continue. 6. Exit the Start/Stop Job Server application. Step 5 - Add Job to Queue 1. Open Submit Job to Queue application. To do this, go to Administration» Job Management» Job Management Processing» Submit Job to Queue. 2. Do a Query All. 3. Set Locate Job to BNPREFRESH. 4. Set Queue to BNP. 5. Set Execution Option to Start Time/Date. 6. Set Start Date to Tomorrow s Date. 7. Set Start Time to Set Recurrence Frequency to

17 Cumulative Update Set Recurrence Timeframe to Days. 10. Click Submit To Queue. 11. Exit the Submit Job to Queue application. Step 6 - Assign Queue to Job Server 1. Open the Start/Stop Job Server application. To do this, go to Administration» Job Management» Job Management Processing» Start/Stop Job Server. 2. Select BNPSERVER Server 3. On the Assigned Job Queues grid, click New. 4. Set Job Queue to BNP. 5. Set Active for Server to CHECKED. 6. Click Save & Continue. 7. Click Start. 8. Exit the Start/Stop Job Server application. Software Issues Resolved Defect Description: The system was not recognizing ceiling burden when you tried to calculate burden for actual or budgeted cost. Defect Description: 'EPROJ_REV_SETUP.LAB_TM_FL' was invalid in the HAVING clause because it was not contained in either an aggregate function or the GROUP BY clause. Installation Defect Description: The Pre-Install Checklist was not included in the B&P7.0 Installation Guide. Additional Notes: The Pre-Install Checklist is now included in the B&P7.0 Installation Guide. This can be downloaded from DSM. 17

18 Cumulative Update 20 Organization >> Budget Development Defect Description: You received an error message when you tried to run Rate Analysis by Project (COR2, BOR2, POR2). Project >> Budget Development Defect Description: No query was available when you tried to map WBS and resources in Import Budget/EAC from Scheduling app (BPU1, BPU3, BPU5, NPU1). Workaround Before Fix: Scroll through the list. 18

19 Cumulative Update 19 Cumulative Update 19 Released: January 31, 2017 Software Issues Resolved Administration Defect Description: Even if the PSR Revenue Option Default box was checked on the Integration tab in Configuration Settings (MAM10), the Revenue check box was not checked by default on the Project Status (SPA5) screen. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Defect Description: The PSR Project User Revenue Display check box on the Integration tab of Configuration Settings (MAM10) was removed. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Data Import and Integration Defect Description: The Staff Hours loaded during the import process did not price the labor using the employee s labor rate. All staff hours were priced at $0.00. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Defect Description: The Revenue Setup information was not populated during the import process. You had to manually setup the information. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. 19

22 Cumulative Update 17 Cumulative Update 17 Released: November 30, 2016 Software Issues Resolved Budgeting & Planning Deltek Defect Tracking Number: Description: The B&P Version field was also displayed in MAM10. This should be removed since the application version is already displayed in the About screen. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Deltek Defect Tracking Number: Description: The system was not pulling in hours for subcontractor labor. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Deltek Defect Tracking Number: Description: The Rate was not populating for subcontractor labor. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Deltek Defect Tracking Number: Description: The Project Budget Burden report was creating double child records with inaccurate results. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Deltek Defect Tracking Number: Description: You encountered the error message Procedure SRC00_PROCESS_BUILD_EPROJ_MNGRS, Could not find stored procedure 'CREATEPROJECTSECURITY' during Refresh process. 22

Data Import and Integration Costpoint Project Deltek Defect Tracking Number: Description: In Import Budget/EAC From Scheduling App, you could not map staff hours or insert the ERP ID/ERP Name since there was no workforce established at this level. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Deltek Defect Tracking Number: Description: In XPA3, the + and signs were not expanding and collapsing the rows as expected. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Workaround Before Fix: Use the Expand All and Collapse All buttons. Deltek Defect Tracking Number: Description: In XPA4, the + and signs were not expanding and collapsing the rows of the All Cost Breakdown link when the Report type was Budget or Variance. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Workaround Before Fix: Use the Expand All or Collapse All buttons. Deltek Defect Tracking Number: Description: In XPA3, you encountered a critical system error when you tried to launch the application. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. 23

24 Cumulative Update 17 Deltek Defect Tracking Number: Description: In NPT4, you encountered a Critical System Error when you clicked the Cost Type search icon. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Budget Development Deltek Defect Tracking Number: Description: In Proj BUD/EAC Revenue Setup screen, after you clicked Override Settings and changed other revenue setup items, when you tried to save & continue, only Override Settings change was saved. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. Deltek Defect Tracking Number: Description: Inactive Accounts was displayed in budget drop-down lists. Customers Impacted: This defect affects Costpoint Budgeting and Planning customers only. 24

25 Cumulative Update 16 Cumulative Update 16 Released: November 2, 2016 Enhancements Updates to SPA5 and SPA8 Column headers and report names were updated to better explain what information is displayed in each column of the report. The following changes were made: I. Updated Column Headers Before Contract ITD Commitments Committed ITD Now Incurred ITD Pending ITD Plus Pending II. III. IV. Renamed the hyperlink at the bottom of the Project Status (SPA5) The link to Commitments Detail is now called Pending Charges Detail. The associated commitments report which was formerly called Purchase Commitment Detail (SPA8) is now called Pending Charges (SPA8). The report title/header was changed to reflect the new name Update to MAM2, BOM5, BPM5 You can now view the generic staff usage and option was added to prevent users from editing values for generic staff that are in use except for the accrual rate. 25

26 Cumulative Update 16 Software Issues Resolved Budgeting & Planning Deltek Defect Tracking Number: Description: When you tried to import, the Oracle query for SRC01_REV_ADJ_HIST, the table does not have double apostrophes around the time format. customers only. Deltek Defect Tracking Number: Description: In XOR1, XOR2, XOR3, the Combined All Top Level Orgs check box was missing. Deltek Defect Tracking Number: Description: In SPA5, when you launched the application, the subtask section was already populated. This happened even if no search criteria was entered and you have not clicked the execute button yet. Deltek Defect Tracking Number: Description: In Create Proposal or Non Backlog, as an alternate user, you were allowed to clone a Proposal that was in a non-shared status. Deltek Defect Tracking Number: Description: In CP Import process, the Unit Cost Amount was set to decimal (14, 4) when it should be decimal (25, 10). 26

27 Cumulative Update 16 Deltek Defect Tracking Number: Description: Refresh process failed during CP Import. Deltek Defect Tracking Number: Description: IN XPA9, you encountered a critical system error when you launched the report and User ID used was not CPSUPERUSER. Workaround Before Fix: Use CPSUPERUSER as User ID. Data Import and Integration Deltek Defect Tracking Number: Description: You were unable to run the manual refresh after you installed CU15. Workaround Before Fix: You can run manual refresh using SQL Server Mgmt Studio. Additional Note: None. Deltek Defect Tracking Number: Description: PO Timesheet commitments were way too high. Costpoint Deltek Defect Tracking Number: Description: The EAC upload to Costpoint was not working. 27

28 Cumulative Update 16 Organization Deltek Defect Tracking Number: Description: In Update Org Non-Labor from Project Non-Labor, when you clicked the History subtask, an error message displayed. Deltek Defect Tracking Number: Description: In the Upload subtask of the Update Org Non-Labor from Project Non- Labor form, the Non-Labor text was spelled as NonLabor. Deltek Defect Tracking Number: Description: In MAM2, you encountered a system error when you launched the application. Deltek Defect Tracking Number: Description: In MAM2, you encountered a system error after you saved a new record. Budget Development Deltek Defect Tracking Number: Description: In BOIX, when you tried to enter Generic Staff Escalation, the system also populated the same values in FTE, PTO, and utilization. 28

29 Cumulative Update 16 Workaround Before Fix: Manually correct the information input for the Generic Staff lines in all tables. Project Deltek Defect Tracking Number: Description: In XPA1, when you tried to preview a report for All Periods, the process could not completed. Deltek Defect Tracking Number: Description: In BPIX, the schedule of the employee for all the projects was not listed in the Employee Schedule of the current project where budget was being created. Workaround Before Fix: Before creating employee schedule, take note of the employee schedule with other projects. Deltek Defect Tracking Number: Description: In BPA13, you encountered a system error when you tried to launch the application. 38 Cumulative Update 14 Cumulative Update 14 Released: August 25, 2016 New Features and Enhancements Real-time visibility into unposted labor and non-labor In order to see the impact of commitments on a project s performance, the Project Status Report (SPA5) will calculate and display revenue and profit on the commitments. The PSR was also extended to show a true ITD on the project by adding columns to combine the commitments with the Contract ITD actuals (Committed ITD), and finally, compare the Committed ITD to the ITD Budget (Variance ITD). Users of CER will also have this data available for reporting in Costpoint Enterprise Reporting. Added Revenue on Commitments Project Status Report (SPA5) now calculates and displays revenue on committed costs in the commitments column. This enables users to view how existing projects are affected. Note: Revenue will only calculate if a valid record exists for the project in the EPROJ_REV_SETUP table, initially populated from Costpoint. You now have the option to select Revenue from the Details group box. Added Two New Columns in PSR Summary Detail Two new columns were added for addition information. The Committed ITD column was added to display Contract ITD plus Commitments detail while the Variance ITD column displays Committed ITD less Budget ITD information. 38
