4 SCHEDULE 1 Statement of Requirements The ATSB wishes to procure a high quality, production level, digital colour printer including: a high performance print server (hardware and software) with colour management and workflow solution maintenance and support specific printing paper option. A further description and technical requirements are detailed below. Background The ATSB operates a busy print-on-demand, in-house print production and graphic arts capability. The publishing team use Apple computer publishing equipment including Adobe CS5 amongst other software and tools to produce short run publications and safety educational material. The ATSB also operates a Windows Vista Enterprise PC network, with Microsoft Office and, it is expected that ATSB central office staff would require print access to the proposed publishing capability for high volume general office printing. The current capability is provided by a Xerox 1250 and Xerox 5065 Digital Colour Printers/ Copier, with Apple Splash RPX Server/s, which are at the end of their leases, and which the ATSB wishes to trade-in against the new solution. The ATSB publishing room has limited physical space available for any proposed solution, critically total width available is limited to 5900mm. Additionally, any proposed solution must not detract from the amenity or functionality of the room for other purposes. The ATSB is seeking to enter into an agreement for a four year period, commencing from around 1 July More detail about the services required by the ATSB is set out below. Description of goods and/or services to be provided Requirement summary The requirement is for a production level high volume colour printer comprising a, production level, colour printer and high performance print server with hardware and software components. As an integrated publishing solution it must deliver a consistent high level of colour quality and production publishing capability over the life of the equipment. The solution will include all the necessary hardware and software to replace and enhance the capabilities, speed and quality of an existing ATSB in-house print production capability. 4

5 Current hardware and trade-in The current capability is provided by Xerox 1250 and Xerox 5065 Digital Colour Printers/ Copier/s, which are at end of lease, and which the ATSB wishes to trade-in against the new solution sought. Xerox 1250 installed June 2004 currently 900,000 clicks Xerox 5065 installed January 2007 currently 2 million clicks 2 x Apple Splash Print Servers one each for the above Trade-in values will be sought as pricing offsets against the procurement of the new solution. Transition to include removal of trade-in equipment and delivery and installation of new equipment at no additional cost and minimal loss of production time to the ATSB. Functional requirements The requirement is for a production level high volume colour printer comprising a, production level, colour printer and high performance print server with hardware and software components. As a networked solution this must deliver a high level of consistent colour quality output, suitable as final output for publications and graphic arts within an in-house, print-on-demand publishing capability. This solution will include all the necessary hardware and software to replace and further enhance the existing capabilities, speed and quality of an existing ATSB inhouse publishing capability. We are also seeking an option for the supply of specific paper types. Output from the publishing capability includes safety educational material and safety investigation reports. All these documents require very short production timeframes. High quality and consistent reliability together with definitive registration and colour consistency are all of a high value. Any proposed fit-for-purpose solution must have a proven reputation for life-long reliability. Functional Requirements, Capacity and Capability are outlined in further detail at Attachment A. Integration into ATSB IT Infrastructure Any solution must be networked and integrate successfully into the existing ATSB IT infrastructure and accommodate the necessary desktop applications and workflows. The Australian Transport Safety Bureau key IT services: Windows Vista Enterprise 2007, SP2 Apple Mac The proposed solution is required to function within this environment where applicable without degradation of functionality or performance. Tenderers should satisfy themselves that the departments Network is compatible. 5

6 Print drivers: Universal drivers are to be supplied Operating system compatibility: Apple Mac and Microsoft Windows Connectivity: Networked through the use of Ethernet 10/100 Base -TX Print language: PCL 5/6, PostScript 2/3 Paper types and volumes Typical paper stock specification used in current capability and volumes are as follows: Paper stock specification A4-80gsm, 60 per cent recycled, colour laser/copier compatible A3-80gsm, colour laser/copier compatible SRA3-280gsm, colour gloss coated laser/copier compatible A selection of other speciality paper types, as required. Volume assumptions Average volume 125,000+ per quarter, including but not limited to: 50,000 A4 colour 15,000 SRA3 and A3 colour 60,000 A4 B/W. Quality print samples Tenderers are requested to produce four copies of print samples supplied by the ATSB, including; 4 x bound report complete with cover, 4 x two photos and 4 x two different Altona test samples, all to be obtained from: rft- printer.aspx. The four copies of each are to be produced to the highest quality achievable on the proposed solution. Any equipment substitution is to be explained. A short explanation is to be provided to explain the production process steps used to achieve the supplied outcome. All print samples to be delivered with Tenderers response, also see Part C, Attachment 10. 6

7 Technical Requirements Tenderers are required to identify in their tender the extent to which they meet the Statement of Requirements as follows: Technical Requirements: 1. Ability: The Tenders ability to provide the Equipment and Services in accordance with the Statement of Requirements, based on: a. The Tenderer s industry experience and expertise; b. The past performance of the Tenderer and any proposed subcontractors or personnel at providing similar goods and services of the scale and complexity described in the Statement of Requirements; c. The Tenderer s skills and qualifications (including those of any proposed personnel and subcontractors). 2. Capacity: The capacity of the Tenderer to provide the Equipment and Services in accordance with the Statement of Requirements within the required timeframe, including: a. The availability of the Tenderer s personnel and installation and ongoing maintenance response times; b. The capacity of the Tenderer to meet project deadlines; c. The Tenderer s capacity to provide the Equipment, Supplies and Services over the required period of 4 years. Pricing requirements Pricing information should be substantially provided in the form specified in Part C. Procurement options, complete with pricing inclusive of GST, are sought for: Outright purchase Leasing option over 48 months Other proposed purchasing options Ongoing maintenance and service charges such as a usage click charge. Costing assumptions can be based on an average print volume of 125,000 per quarter: 50,000 A4 colour; 15,000 SRA3 and A3 colour; and 60,000 A4 and A3 B/W. Pricing options submitted in response to this RFT are to include consideration of tradein value offsets offered for the current hardware below: Xerox 1250 installed June 2004 currently 900,000 clicks Xerox 5065 installed January 2007 currently 2 million clicks 2 x Apple Splash Print Servers one each for the above. 7

8 Sufficient pricing information should be provided to allow for calculation of estimated costs for higher or lower volumes. To the extent possible, pricing information should be broken down for discrete hardware, software options and/or consumables which are provided in an integrated or packaged solution. Paper supply option: Pricing information may include a non-exclusive option for the supply of paper and based on quarterly usage of: 110,000 sheets A4-80gsm colour quality 5,000 sheets SRA3-280gsm colour quality 10,000 sheets A3-80gsm colour quality Paper pricing is to be based on orders being placed as required by the ATSB, and delivered to the ATSB Canberra Office. Form of Tenderer response The Tenderer s Response should be substantially in the form of Part C Tenderers Response, of this Request for Tender. Tenderers must also include in their Tender Response an attachment which provides details of their: Financial Information (see Attachment B to this Schedule); A Transition Management Plan, addressing the commencement and completion of supply under the contract (see Attachment C to this Schedule). Draft contract The Draft Contract included with this Request for Tender (see Part A Schedule 4) will form the basis of the contractual arrangements between the ATSB and the preferred Tenderer(s). 8

9 Attachment A Functional Requirements, Capacity and Capability The ATSB is seeking a digital print publishing solution to meet the functional requirements listed below. Tenderers should respond in the format provided in Part C, Attachments, 8, 9 & 10 as to the compliance of the proposed solution. A brief response, comment on compliance, partial or non-compliant to be noted. 13 Attachment C - Transition Management Plan The Tenderer must provide the following information to explain the process it would adopt to ensure it commenced the full provision of the services on the required date. A schedule, including timelines, that details: the timelines; the transition tasks the Tenderer identifies as necessary for effecting the transition from the existing to the proposed solution; the respective roles and responsibilities the Tenderer proposes for the service provider and the client, to facilitate the transition of the project; the process to be observed for phasing in of the Tenderer s proposed solution; the proof of concept and acceptance testing; the nature of any special transition requirements the Tenderer has identified as associated with the Tenderer s proposed method of supply; the removal of trade-in and installation of new equipment; the nature or process for remedy for potential damage and make good; the nature of any transitional and familiarisation training and ongoing support. 13

14 Attachment D Print samples Tenderers should provide four (4) copies of each print quality sample obtained from their proposed solution for evaluation from; rft- printer.aspx. These printed samples are to be submitted with the tender response. Substitution of any equipment or process other than what is proposed must be clearly identified. A brief explanation of the process, stages undertaken, paper stocks used and finishing requirements used. Please supply additional information as required. The ATSB may seek supplementary materials from Tenderers. This material will be print samples. If supplementary material is requested, no material that in the opinion of the ATSB seeks to expand or modify the tender as submitted will be accepted or considered. 14

15 SCHEDULE 2 Conditions for Participation In order to participate in the procurement, Tenderers must demonstrate compliance with each of the following conditions for participation (including providing the required information specified), failing which a Tenderer will be excluded from further consideration in the assessment process.
