2 Labor Categories APPENDIX A The Contractor shall designate Key Personnel necessary to the successful performance of work under both the overall IDIQ contract and any Task Order assignments resulting from this contract. The Contractor agrees to assign these persons to the performance of work under this effort and shall not replace or substitute such personnel without written authorization from the Airports Authority Contracting Officer. Airports Authority reserves the right to disapprove of any successors to key personnel, both on the overall IDIQ contract and on any task orders issued pursuant to IDIQ contract award. # Labor Category Labor Category Duties Quality Skill Definition 1 Task Order Project/Program Manager Directs, oversees and controls a team of multi-disciplined personnel to accomplish the overall management of task orders issued under this service area. Works closely with the Office of Technology business applications and Office of Technology PMO personnel. Experience managing system deployments and / or operations. Project Management Professional (PMP) and Agile certifications preferred. 2 Test Engineer - Quality Assurance The Test Engineer supports development testing for ERP and COTS software systems. The candidate should have working knowledge of MS Windows and web based applications. Experience with the Linux Operating System would be beneficial. As a member of the team, the engineer is responsible for writing test plans, procedures and reports. The individual conducts tests and works with developers to resolve Experience with system test design and execution utilizing various tools and methodologies. Experience with Software Development Life Cycle (SDLC) and application development phases from design through deployment. The test engineer is also responsible for ensuring that testing conclusions and recommendations are fully supported by test results, and project managers are fully informed of testing status and application deviations from documented user requirements. The Test Engineer prepares milestone status reports and delivers presentations on system test and evaluation concepts. Under general direction, serves as senior subject matter expert associated with Enterprise Asset Management processes and interrelationships with Procure-to-Pay and Financials. Hands-on experience of how to integrate ERP with third-party systems using an integration layer. Experience in data conversion and interfaces. Ability to resolve technical gaps using standard ERP functionality. Technical background and experience delivering SOA solutions using Java/Weblogic and.net. Provides timely, consistent and comprehensive application support to assigned HCM, Payroll, and Financials business areas, including troubleshooting user issues, implements Workday Studio and methods for management of existing interfaces. Experience in cloud and other Workday full life cycle solution implementations and/or upgrades. At least 2 years experience in running business process workshops, presenting and facilitating links to technical design. Skill in the use of, Workday module configuration and functional extension design as well as knowledge of Workday Report Writer. Proficient with HCM, Payroll, Financial functionality to meet business process requirements including underlying accounting, reporting, and audit needs. 16 Application System Analyst/Developer Under general direction, serves as the technical expert on complex applications development work assignments Extensive skill in formal programming languages (ASP.net, JavaScript, PL/SQL, SQL, ETL, XML, etc.), has a foundational understanding of

16 and fixes problems caused by computer equipment capacity and limitations, operating or other existing issues. Prepares detailed specifications from which programs will be written. Conducts designing, coding, testing, debugging, and documenting those programs, typically for the entire life cycle of an application. Requires significant professional experience and training in information technology and computer programming to include analysis, design, modification, and maintenance of application programs, integrated systems, and software solutions. 17 Business Analyst Under general direction, serves as an Analyst in the Office of Technology (Office). Translates business requirements into IT solutions and provides functional support, software system quality analysis, and technical coordination services in the development, implementation, and maintenance of applications for the Airports Authority. Serving as the liaison between business areas, technical teams, and support teams while delivering database configuration and integration concepts to provide end user support. Advanced skills in standard reporting tools (SQL Server Reports, Crystal Reports, and Business Objects). Strong knowledge of, and skill in use of SOAP, RESTful, and/or JSON to build web services for a corresponding XML response is essential. Experience with HCM, Payroll, Financials, Billing, Customer Relationship, and Asset Work Order applications. Certification as a ScrumMaster (CSM) from the Scrum Alliance; certification as a Project Management Professional (PMP) from the Project Management Institute (PMI); certification as a Certified Business Analysis Professional (CBAP) from the International Institute of Business Analysis (IIBA); or certification as a Certified Data Management Professional (CDMP) from the Data

17 end products that meet business objectives on time, on budget, and within scope. 18 Project Coordinator/Technical Writer Under general direction, writes a variety of technical articles, reports, brochures, and/or manuals for documentation for a wide range of uses. Coordinates the display of graphics and the production of the document organizes, prepares, and conducts complex training and educational programs for information systems or user personnel. Assisting the project manager to make sure that the project runs smoothly by tracking project progress and timely communicating its status to management and project members, as well as making sure that project members communicate with each other. Management Association International (DAMA-I) preferred. Experience participating in projects as project coordinator or project management assistant. Ability to communicate effectively with excellent writing skills. Must be able to understand and then explain highly technical information and to be able to create detailed instructions for others to follow.

18 RFP No C029: Revised: August 25, EVALUATION CRITERIA The Authority will select for award the proposal that is most advantageous and represents the best overall value to the Authority, based on the evaluation factors. Within the best value continuum, the Authority will employ a tradeoff analysis. The technical evaluation factors for this procurement are noted below. No other rating or qualitative value will be assigned. All factors must be acceptable or better to be considered for award. Award will be made to the responsive and responsible offeror under Best Value/Trade-Off. The Authority reserves the right to establish a competitive range of offerors based upon its initial evaluation of the technical proposals (the technical evaluation) and at subsequent points during the evaluation process. The Authority also reserves the right to conduct oral interviews with only the Offerors in the competitive range and to include the results of the interviews in its evaluation and to consider only these firms for contract award. The Authority further reserves the right to request Best and Final Offers (BAFO) if in the best interest of the Authority. If BAFOs are desired, the Contracting Officer will issue a solicitation amendment containing the BAFO request. This amendment will be issued to all Offerors still within the competitive range and will state a deadline for receipt of the best and final offers. Offerors are not required to change their technical and price proposals in response to the BAFO request, but must acknowledge the BAFO amendment even if they do not change their proposals. Once the technical evaluation is complete, those price proposals of Offerors on the final list of Offerors within the competitive range will be combined with the technical score in making the final selection for contract award. All proposals will be evaluated via the following: Criterion 1: Technical Solution The Offeror s proposal shall demonstrate an understanding of and an ability to meet the requirements of the Statement of Work (SOW), including the unique challenges, risks, and opportunities related to meeting the goals and objectives outlined in the SOW. The offeror shall describe activities, techniques, tools, and resources that will be used and how it would identify solutions to potential problems or constraints that may be encountered in performing the work. Submission Requirements The Offeror shall provide a detailed technical approach for performing and meeting the requirements of the SOW that includes the following: 01 The Offeror s proposal shall provide a credible and effective solution which demonstrates an ability to meet the management objective. 02 The Offeror s proposal shall provide a credible and effective solution which demonstrates an ability to recruit and provide personnel to meet the overall objective to support enterprise wide systems engineering implementation and integration services across a variety of business applications programs in conformance with Airports Authority and industry standard Systems Development Life Cycle best practices. 03 The Offeror s proposal shall provide a credible and effective solution which demonstrates an ability to deliver effective and efficient analysis required to present new and improved business applications to support current and emerging objectives in support of the Airports Authority s stated mission.

19 04 The Offeror s proposal shall provide a credible and effective solution which demonstrates an ability to provide support in, but not limited to the following areas: Design and Development, Systems Engineering and Integration; Implementation; Operations and Maintenance; and Service Oriented Architecture. In addition to the above, offerors must submit one (1) resumes of each personnel listed on (18) Labor Categories who have in the past supported the above listed competencies. Offeror s proposal shall detail how they intend to provide support (recruitment and retention plan; security, quality assurance etc.) in each service area outlined in the Statement of Work. Criterion 2: Past Performance The Offeror s shall provide past performance of current and previous contracts within the last three (3) years in providing enterprise wide systems engineering implementation and integration services with an emphasis on Oracle EBS, ipaas and Integration Services. Relevancy and how well the contractor performed will be assessed. Submission Requirements Offeror s response to this criterion shall detail the Offeror s providing work similar to that required by the SOW, Applications Professional Services, within the last three (3) years. 01 Must provide three (3) customer references (who are not current or former representatives of the Airports Authority) for projects similar to the services described under this SOW.
