3 1.0 Introduction and Purpose In order to be able to compete effectively in the provision of new connections, Independent Connection Providers (ICPs) and Independent Distribution Network Operators (IDNOs) need access to the network plans and diagrams needed in order to be able to identify a point of connection to the UKPN network. A bespoke web portal (ICP emaps) has been created for this purpose, mirroring a similar portal used by contractors working for UK Power Networks. This document sets out the process by which ICPs seek and obtain authorisation to access network plans and diagrams via the ICP emaps portal. 2.0 Scope This document applies to the UK Power Networks London Power Networks (LPN) plc, UK Power Networks Eastern Power Networks (EPN) plc, UK Power Networks Southern Power Networks (SPN) plc and UK Power Networks IDNO plc distribution licence areas. The activities covered within this document consist of the following: The provision to competitor connection providers of information setting out the means by which they may seek authorisation to access the UK Power Networks emaps web portal and the criteria governing that authorisation; The receipt, logging and review of such applications; The recording and communication of the authorisation decision and start-up documentation. 3.0 Objective This document has been designed and implemented to ensure that UK Power Networks: Demonstrates a clear and consistent level of control over third parties requesting access to its network records; Provides a consistent level of customer service; Maintains robust records of all decisions made; Conducts itself in a non-discriminatory manner. 4.0 References NOP Provision of Network Plans to Third Parties 5.0 Definitions CiC Construction & Adoption Agreement emaps Competition in Connections The agreement that documents the terms by which UK Power Networks agrees to adopt the Contestable Connection Works and any assets installed by an authorised connections provider A web portal enabling users to locate, view and select network plans and diagrams and obtain pdf copies by . A third party who has been accredited by the Lloyds Register National Electricity Registration Scheme to provide electrical services and asset development for specified voltages and activities within defined geographic locations Independent Distribution Network Operator National Electricity Registration Scheme 6.0 Responsibilities UK Power Networks is committed to excellent customer service, improving the reliability of power supplies to customers and value for money. This commitment is communicated to stakeholders throughout UK Power Networks via its literature and information held on its internal and external web sites. Individual Roles & Responsibilities Role Title CiC Operations Manager Plan Provision Team Leader Responsibilities To assess requests to access ICP emaps that have been referred from Plan Provision against a specified set of criteria (see Appendix 1) To liaise with the ICP Customer Service Manager in the assessment of requests from ICPs operating in the Connections Services (Highways) arena to access ICP emaps To liaise with the ICP and IDNO representative where application of the key criteria as set out in Appendix 1 does not provide sufficient evidence to automatically allow access To advise Plan Provision as to whether each access request is authorised or refused To liaise with the ICP Customer Service Manager and the Plan Provision Team Leader to manage and review periodically the criteria for access ICP emaps To liaise with the ICP Customer Service Manager and the Plan Provision Team Leader to review periodically the list of authorised ICPs to identify any details to be updated or individuals to be removed To receive and record requests from ICPs regarding access to emaps To refer requests from ICPs regarding access to ICP emaps to the CiC Operations Manager To arrange for authorised ICPs to be set up with access to ICP emaps Page 4 of 7
5 To issue confirmation and access instructions to approved ICPs and IDNOs To manage and track ICP requests to ensure that they are processed in a timely and consistent manner and that requests are for approved purposes, namely to identify a point of connection only To maintain a register of requests authorised and refused. ICP Customer Service Manager To liaise with the CiC Operations Manager in the assessment of requests from ICPs operating in the Connections Services (Highways) arena to access ICP emaps To liaise with the CiC Operations Manager and the Plan Provision Team Leader to manage and review periodically the criteria for access ICP emaps. To liaise with the CiC Operations Manager and the Plan Provision Team Leader to review periodically the list of authorised ICPs and IDNOs and advise Plan Provision of any details to be updated or individuals to be removed. 7.0 Records A log sheet is stored in a supported shared access area. All requests will be logged at the point of receipt and updated to track progress through the authorisation process. This log sheet will be kept for a period of 7 years and will be maintained by the Plan Provision Team Leader or delegate Page 5 of 7
