3 Technology Action Plan (What Land Use has been doing) (October 2013) Conduct a Land Use Department Process Analysis to identify and review each section s processes for opportunities to improve those specific processes in the building (Inspections and Permits), safety (Code Enforcement), and planning (Engineering and Planning) sections; Identify all sections processes (identify time and steps involved) Identify opportunities for concurrency by removing stove pipe review/approval processes (NCC and State): Time in Motion Study (December 2013) Develop Technology Action Plan for FY15 Budget Establish a Land Use Technology Committee for a Technology Assessment Review current IS capacity within Land Use for Land Management (Server Based vs Web Based systems); Proposed IS systems for FY 15: Electronic Plan Review System (April 2014) Land Use Development and Building Plan Electronic Plan Review (EPR) System Request for Proposal in review with NCC Procurement Office May 2014 RFP advertised June 2014 vendor selected for a July 1, 2014 start date.

4 Hansen Process Current Hansen Diagramthe NCC Information Systems (IS) Department has built a myriad of Hansen supported Land Use reports and database capabilities which can interface with other Departments Land Use Hansen- Land Development Plans manually entered into the Hansen System. 8 WHERE DO WE GO? Proposed electronic software system which: is a web based process allowing applicants to upload plans and interface with the existing Hansen 7.7 land management system; distribute plans electronically to multiple reviewers, allow markup capabilities, and automate plan comments into electronically generated letters; provide submitted and revised plan version comparisons, interface with currently NCC financial transaction capabilities, and provide a tracking capacity annotating time and date that plans and plan comments are submitted, received, and returned by whom; and provide archiving interface capability with NCC Land Use Departments App Extender

9 Process Current-sequential process Future- Parallel / concurrent process- Synchronize the Land Use Technology implementation plan with current and proposed Land Use land development processes (i.e. Major Plan Submissions; Plan Review and Permit management and issuance; and Building Inspections). Request for Proposal- an electronic plan review software system to facilitate New Castle County land development (Majors; Minors; Subdivision; Rezonings) plan review processes and; and building plan review and approval as associated with the NCC permit review and approval process within the Land Use Departments Permits Section. 11 Technology Action Plan SUMMARY: NCC LAND USE TECHNOLOGY ENHANCEMENTS Procure off the shelf software using web technology to enhance the development and building plan review. Will move from a sequential plan review to a parallel or concurrent review reducing review time. Will provide applicants and County officials real time status of plans currently going through the Plan Review and Approval process. Will provide additional clarity as to where in the process (applicant - county - state), a plan is currently being reviewed. Estimated to cost about $360,000 the EPR systems is estimated to: Reduce mailing costs of review letters and marked up plans; Reduce vehicle trips by applicants to NCC Government Center for plan reviews Reduce plan review, comment, process, and approval time by using plan revision comparison tools which automate the plan review process in lieu of manual input Leverage technology against human capital reductions (retirements) and reduce the current 20 day review and comment time from NCC Planners (10% to 50% improvement in review times)
