Garden, Dkector of Operations and Facilities {Qj$JLA) SUBJECT: Quality Update - Status Report SUMMARY: quality efforts including activities of the Quality Work Group, Member Government reports on distribution system water quality and customer complaints are reported to the Board through this status report bi-monthly. Updates are also provided on operations and water quality of the C. W. Bill Young Regional Reservoir. RECOMMENDATION: Receive Status Report DISCUSSION: Member Government meetings and reported issues Staff from Bay, the Member Governments, and regulatory agencies in the region meet at least monthly to discuss water quality issues of national, regional and local concern. These discussions include regulatory compliance, research efforts, the use of chloramines, the various water supplies, and regional water quality monitoring. The monthly Quality Work Group meetings provide the typical forum for these discussions. On a quarterly basis, Pinellas County Utilities coordinates meetings with their consecutive water systems, which Bay staff also attend. Member Government System Updates Hillsborough County The Northwest distribution system converted to chloramines in November and regional water sources were made available to this system three years later in the Fall of when the regional connection at the Lake Park Treatment Plant was activated. The County reports that they have experienced no adverse water quality impacts related to chloramines or the new water resources in this system. The County performed free chlorine burns in this system in, and ; County staff determined that water quality conditions did not require this activity in and. The South Central service area is provided water through the Highview Point of Connection (activated in ), the regional interconnect at the Lithia WTP () and the South Central Hillsborough Wellfield. As in the Northwest distribution system, the County monitors various water quality constituents including bacteriological parameters, customer complaints and disinfection by-product levels in this distribution system and reports no deleterious effects from the change in disinfectant or the blended water sources.
2 June, Page Pasco County Pasco County reports no water quality problems related to the use of chloramines and the new water sources. Pasco County phased the introduction of the new supplies and chloramines (May and February ) and had no operational issues related to these changes. They are in compliance with Lead and Copper, Total Coliform and Disinfection Byproduct Rule requirements. In December, Bay began the delivery of regional water through a new interconnect at the Little Road Treatment Plant. Raw water from the Starkey Wellfield no longer is provided to Pasco County for treatment at the Little Road Facility. Pinellas County Customer complaint data for to the present has been provided by the County and is summarized in Table. The County reports that the most common customer complaints in to date are rust and odor. Rusty complaints are typically attributed to flushing while the odor complaints are linked to internal causes. County staff report no issues with their routine Lead and Copper compliance or regulated disinfection byproducts. Since the chloramine conversion, Pinellas County conducts annual free chlorine burns. Free chlorine burns were conducted in the fall of,, and. Staff report that the burn was successful. In March, the County reported that they continue to optimize their flushing efforts and are using significantly less water to flush their system. The Quality Work Group members are coordinating efforts to report on Member Governments flushing data as water conservation is an important consideration for the region and data is needed to understand this potential impact. Some Member Governments have begun to provide this data. New Port Richey Under typical conditions, the City of New Port Richey water supply is provided in total by groundwater from Starkey and North Pasco Wellfields. The West Pasco Improvements work now allows for the delivery of regional water supplies to the City. Chloramines have been used in New Port Richey since May and City staff reports no bacteriological problems and a significant reduction in odor related customer complaints. Total Coliform positive results in August were investigated by the City and attributed to sampling issues. The City typically reports one or no customer complaints each month. The use of chloramines has reduced levels of the regulated trihalomethanes and haloacetic acids for their system. The City is in compliance with the Lead and Copper Rule requirements and has qualified for future reduced monitoring for these parameters. St. Petersburg Tabulated customer complaints from the City of St. Petersburg are provided in Table. At the May Quality Work Group Meeting, City staff reported that they continue to decrease their distribution system flushing activities while maintaining distribution system water quality. The City has an extensive program for monitoring distribution system water quality and has proactively prevented the occurrence of nitrification conditions. The City has been in compliance with the Lead and Copper Rule throughout the chloramine conversion and the introduction of the new water resources. The City of reports no Total Coliform issues and very low levels of customer complaints. Complaint data is summarized in Table. The City has been using chloramines as their final system disinfectant for more than years and the typical Total Coliform compliance rates reported are at one percent positive or less each month. The City continues to report compliance with the Lead and Copper Rule and has been in compliance since rule implementation. Data Collection Each month, Bay staff requests updates of bacteriological sampling, disinfection by-product monitoring, customer complaints and other relevant distribution water quality monitoring data from the Member Governments. Recently, some members have reported increases in the volume of water needed to perform routine flushing. The members have been asked to collate flushing data (current and historical as available) to better understand and quantify the impact of the chloramine conversion on water conservation. This information is critical to understanding the impacts and success of the regional chloramine conversion and the performance of the blended water supplies in the Member Government distribution systems. Data from Member Governments on Total Coliform Rule compliance is summarized in Table. Production and Source Data Treated surface water has been provided to the Bay region from the Regional Treatment Plant (RSWTP) since September. Bay began filling the C. W. Bill Young Regional Reservoir in March ; the reservoir was filled to capacity in November. In mid-november, water from the reservoir was delivered to and treated at the RSWTP. From March through mid June, reservoir water provided percent of production at the RSWTP. During the Spring of, the vast majority of production at the surface water treatment plant was from reservoir supplies; the reservoir was used extensively during this time frame and was drawn down to approximately billion gallons of storage. During the summer and fall of, surface water diversions added approximately billion gallons total to reservoir storage. In January and February, water treated at the RSWTP was supplied by the reservoir, the Bypass Canal or the Alafia River as each surface water supply has been available. Bay scientists and consultants monitor water quality in the reservoir and water quality delivered to the RSWTP. In April, one application of copper sulfate was made to the reservoir. The algaecide application was successful in controlling the nuisance algae. No treatment issues or water quality problems were reported by the RSWTP operator (Veolia) or the Member Governments at that time. In, the reservoir level was taken down to approximately billion gallon and no adverse water quality problems were noted at the RSWTP or in the delivered water quality. quality sampling and timely data review continue for the reservoir supply which enables staff to proactively respond in a timely fashion to possible water quality challenges. Initial production from the desalination plant was available to the system from March through May. At that time, the desalination facility was taken off line to allow American Pridesa to proceed with remediation. In April, the remediated desalination plant received FDEP clearance and the region began receiving desalinated seawater. Through the summer and fall of, desalinated supplies were incorporated into the regional supply as available. The facility completed its day run-in period and day Acceptance Test activities in November. In December, the plant moved into the Operations and Maintenance phase of activities. In, the facility has been treating to mgd routinely. Production data and water quality data from the region are presented to the Board as updates are available. Bay monitors water quality in the region through both grab sampling at relevant points of connection and online monitors. Table contains Year data. Bay Quality Involvement in the Drinking Industry Bay is active in national drinking water research, rule making and advisement. Staff serves on the American Works Association (AWWA) Technical Advisory Workgroup for the Six Year Revisions to the Total Coliform Rule and the Distribution System Rule, the USEPA Science Advisory Board's (SAB) Drinking Standing Committee and the USEPA National Advisory Subcommittee on Environmental Policy and Technology. In support of industry research needs, staff serves on the Research Advisory Committee for the American Works Research Foundation (AwwaRF), the Florida Section American Works Association (FSAWWA) Research Committee, the AWWA Emerging Issues Committee (chair), the Laboratory Committee, Coagulant Standards Committee, and the Desalting Committee. BACKGROUND: The Board approved, pursuant to the Partnership Agreement with SWFWMD, a Master Plan in that included treated surface waters to be supplied to Member Government systems many of which have relied on groundwater for periods as long as years. In early, the Board approved the employment of chloramines as a secondary disinfectant for all water supplied from the Bay potable system. These two changes are fundamental in nature and it was necessary to coordinate water quality issues closely with the Member Governments in order to ensure that changes in water chemistry would perform well in the Member Government distribution systems. The position of Quality Assurance Officer was created and filled in to facilitate the collection and dissemination of these and other water quality related matters between Bay and its Member Governments.
