10 12/10/ TN Municipal EE Project Status Project size Project boundary Mainly very small-majority of the Munis having population less than 50,000 For bundling entire State is being considered Data availability Baseline technology Project technology/energy performance Stake holders consultation Project additionality Project financing Energy audit work has been launched in 44 Munis, data in respect of 2 units received. Very few Munis have initiated EE work. Baseline EE data available for street lighting from some projects Higher technology options exist with better energy performance Already held three meetings-status of project discussed later Mainly financial and overcoming institutional implementation barrier, some technology additionality can also be considered. Main barrier-tn projects have better chance of financing M&V Most suitable for isolated retrofit-but this may not be acceptable to Munis. Baseline adjustment methodologies have to be worked out.

12 Interactions with Stake holders Significance of EE deliberated with Municipal administrators of the state. In principle support for EE implementation obtained. Approval obtained from Ministry of Urban development of the state Project Spear headed and coordinated by Mr. Shashi Shekhar, MD,TNUIFSL and former DG Bureau of Energy Efficiency The project involves all 44 municipalities of the state. Implementation planned in the following phases: Conduct Energy audits-already initiated Draft performance contracts-wb has indicated support for developing the same Pre-qualification of ESCOs-RFQ issued-over 20 EOI received Looking forward to CDM support for both EE and other projects Looking forward to other CDM projects too-msw based energy system 12/10/

Data analysis and interpretation: Collate collected data for analysis Derive required information Determine baseline tech size and performance after discussion with LBNL Determine baseline and base year energy use for selected technologies Determine project technology size, performance and energy use Baseline methodology-standardisation
