2 The National Procurement Service - Background Concept arose following the McClelland Review into Public Sector Procurement in Wales NPS is a pan public sector organisation, for the public sector, of the public which will deliver All-Wales contracts and frameworks for common and repetitive spend (CaRS) available to any public sector organisation in Wales to use 76 public sector organisations have signed up to use the NPS including emergency services Sign up process is simple, any public sector organisation can join Welsh Government provided Invest-2-Save Funding to March 2016 NPS must be self funding by March 2016 via levy model Welsh Government are also a customer of NPS but do not have loudest voice
3 The National Procurement Service Current State Go live was 1 November 2013 with the Ministerial launch on 21 November Media campaign, website go live and newsletter release all coincided with Ministerial launch ( Draft pipeline and priorities are now published on the NPS website As an independent organisation, hosted by the Welsh Government, NPS is accountable to an independent board, meeting The Chair of the NPS Board will be a public appointment, announced w/c Sector representation makes up the remaining membership (meets Quarterly) All sector leads are now identified as Board Members Beneath the NPS Board will be a Delivery Board to endorse the procurements (monthly) Work has commenced on building funding model Governance structures in place

Production of Category and Sector savings plans Business continuity for existing contracts and frameworks, procurements in progress Creation of governance below Independent Board, at category/sector level Supplier engagement and SME Development including Community Benefits Recruitment: Phase two
7 NPS - Scope and Membership The Business Case was built using spend data from a number of public sector bodies which was then analysed by category and commodity Contributing organisations included: Welsh Government Natural Resources Wales NHS Wales 22 Local Authorities. An initial work plan has been developed by sector and by category (2010/11 data) 12/13 spend analysis to refresh data, should complete April 2-14 NPS created based on a category management approach, 7 key categories: Fleet (Diana Francis) - Corporate Services & Utilities (Sam Perkins) IT (Richard Sharp) - Construction Trades, Materials & FM (Claire Powell) Special Projects (Mark Gwilym) - People Services (Sheila Powell) Professional Services (Paul Griffiths) Each Category Lead is also a sector lead
8 NPS Operating Model Sector Leads: Education, Mark Gwilym -Emergency Services, Diana Francis Health, Claire Powell - Welsh Government, Paul Griffiths Local Authorities, Sam Perkins, Karen Roberts & Sheila Powell Customer charter developed outlining way of working (being presented to Board for approval ) will be circulated to all members NPS will deliver All Wales contracts and frameworks for the key categories agreed in the Business Case NPS Board agrees business cases for members wishing to opt out Stakeholder groups will be formed around each category to agree specifications and standards for each new contract or framework tendered Focus will be on encouraging SME, micro business and voluntary sector in appropriate categories (eg. Resource Efficiency Framework) All procurements will be endorsed by the NPS Delivery Board (monthly) which reports to the NPS Board (Quarterly) Requests due to go to Sectors for Delivery Board representation w/c

11 Priorities for Sector Construction materials Cost pressures due to increasing economic activity, particularly within the private sector housing market and some large infrastructure projects Construction Trades Pressure on availability of skilled workers Keeping spend in Wales Main contractor can use Sell2Wales to advertise contract opportunities, meeting the sustainability and local agenda Corporate Spend Maximising value on corporate spend to provide resources for front line requirements
12 Sector Specific Issues Engagement in NPS Main focus of sector is housing provision and linked contracts, however NPS offers opportunities to be involved in a much wider range of collaborative contracts covering general corporate requirements, IT, stationery, paper and printing. Sector currently uses these contracts but take up is not universal
