2 Background Regulations API RP-1162 and Pipeline Safety Act, 2002 stipulate operators are required to follow a written Public Awareness Program to educate the community and key stakeholders on gas safety: Awareness of buried gas pipelines Recognizing possible gas leaks Actions needed and responsibilities National Grid s Plan addressed these regulations and managed awareness through customer bill inserts, targeted mailings, public service announcements, paid advertising, group meetings and education 2

3 Drivers For Change RECENT MAJOR INCIDENTS Consequence of several incidents across the country led to directed improvements mandated in public awareness and communications REGULATORY DOT/PHMSA, NTSB, and Congressional Reauthorization identified significant gaps in communications between industry and stakeholders. 3
