1 2008 Oregon Residential Specialty Code Changes Effective April 1, 2008 (Except, a grace period exists until June 30, 2008 where either the existing or the new code may be uses. But, the two can not be mixed.) The Electrical and Plumbing provisions are no longer in the Oregon Residential Specialty Code. Appendix O, Row Houses, no longer exists. Appendix N, Low-rise Multiple Family structures is no longer in the residential code. Provisions are in the Structural Code. Chapter 1 - Administration R105.2 Work exempt from permit. #1 Non-habitable, added used as tool and storage sheds, playhouses and similar uses,....#5 added platforms, removed 30 inch rule. R106.1 Submittal Documents. Statement of special inspections required. R109.1 General. Work to remain accessible and exposed until approved. R Reinforced masonry, insulating concrete form (ICF) and conventionally formed concrete wall inspection. R110.1 Certificate of Occupancy required. Shall include names of contractors among other items. (C of O required as of April 1 regardless of code used.) R Moisture Content. After framing and prior to installation of interior finishes, the Building Official shall be notified in writing by the general contractor that all moisture-sensitive wood framing members have a moisture content of not greater than 19% of the weight of dry wood. Chapter 3 Building Planning Several new definitions have been added. R NEW Seismic Zone E. (Oregon doesn t have any E categories) Table R301.5 Uniformly Distributed Loads. Sleeping Rooms are now allowed to be designed for 30 psf. R302 Exterior Wall Location (Fire separation distances) Section is completely rewritten. See tables. R303.1 Habitable Rooms. Added #3. Use of sunrooms.... R Light Activation. shall be a wall switch at each floor level where the stairway has six or more risers. R308.1 Identification (safety glazing) a label is now allowed in lieu of etching, embossing, etc. R Other Penetrations. Penetrations through the garage separation must be filled by an approved material to resist passage of flame and gas. R309.2 Separation Required. New language allows detached garages less than 3 feet from dwelling when protected w/ ½ gypsum wall board on the inside of the garage. R310.1 Emergency Escape and Rescue Openings. R Minimum opening height. net clear opening height shall be 24 inches (610mm).

2 R310.5 Emergency escape windows under decks, porches and similar projections. Now allowed when a 36 inch high path is maintained. R Landings at doors. Allowed slope 2%. Exception: #1 change from two to three or fewer risers. R Maximum slope (Ramps). Changed to 1:12 (8.3%) slope with an exception for 1:8 (12.5%) where infeasible. SECTION R317 Dwelling Unit Separation.. Most of this is new under Townhouse. Looks as if they moved the a lot of the Rowhouse information to here. R317.1 Two-family dwellings. New exception for fire separation wall allowing attic draft stop when ceilings are 5/8 Type-X gypsum wall board. R318.2 Moisture Content. Now refers to AWPA U1. Table R403.1 All minimum footing sizes are 12. R Seismic reinforcing- footings w/ stem walls, (1) #4 within 3to 4 inches of the bottom of the footing. R Frost protection- protection not required for freestanding accessory structures 600 sq, ft. or less for light framed construction. R Foundation anchorage- walls 24 or shorter require (1) ½ inch anchor bolt, walls 12 and shorter require no foundation anchorage. R Foundation anchorage in Seismic Design Categories C, D 1 -and D 2. 3 x 3 x.229 plate washers shall be required for all braced wall lines (ext. walls). R Seismic Design Categories D1 and D2. Item 6: Vertical reinforcement of one #3 max 4 feet on center. Tied to horizontal in footings. Deleted paragraph of Vertical reinforcement added more information and new Tables. The support shall be a foundation or floor, ceiling or roof diaphragm or shall be designed in accordance with accepted engineering practice or other methods approved by the Building Official. M All appliances shall have a 30 x 30 clear work space on the control side of the appliances. M Attic and under floor appliance passageways have been extended to a maximum of 50 ft in length when the passageway is 6 ft in height and 22 in wide. M Added new exception. Passageway unobstructed and not less than 6 feet high and 22 inches wide for its entire length, shall not be limited.
