2 The contractor shall also be required to spot prime and apply a full intermediate and top coat to the outside surfaces and all related steel appurtenances of the tank as directed by this specification. Preliminary testing indicates that the existing coating on the exterior of the tank contains lead. The tank was built and painted in the early 1980 s and the existing exterior coating is solidly bonded to the tank, and is deemed to be suitable for surface preparation and overcoating. Mayfield Forebay Tainter Gates The Mayfield Powerhouse Forebay has four radial arm tainter gates, measuring 25 feet wide by 37 ½ feet tall measured along the skin of the gates (ref. drawing M1-7036). The contractor shall be required to fully remove the existing coating and repaint both sides of the tainter gates, and all related steel appurtenances as directed by this specification. The existing coating system does not contain lead. Only one gate will be taken out of service for painting at a time and this outage is usually associated with the generating units annual maintenance. Mayfield Forebay Tie Beams The Mayfield Forebay Tie Beams are a lattice structure that supports the walls of the Forebay (ref. drawings M and M1-8160). The Contractor shall be required to spot prime and apply a full intermediate and top coat to the forebay tie beam lattice structure as directed by this specification. The forebay tie beam lattice structure is located over flowing water in the forebay. The contractor shall supply means of access as required to paint all the surfaces. The City would be receptive to a floating platform to be lowered and tied off in the forebay as a means of access. Such a platform must not extend more than 18-inches above the water surface. The existing coating on the lower beams is known to contain lead. Alder Dam Spillway Gates Downstream Surfaces The Alder Dam spillway gates are radial arm gates that are 32-feet wide and 39-feet tall as measured along the skin of the gate. See reference drawings. These gates are located on the left side of Alder Dam (looking downstream). The upstream surface of the gates were painted in 1998 and will not be a part of the contract. There are four (4) gates. The normal operating range of the Alder reservoir is between Elevation 1170 and 1207 feet and the spillway sill is located at Elevation 1177 feet. The Alder Lake reservoir may fluctuate and may not be held down for the duration of this project. However, Tacoma Power will attempt to schedule this work to occur when the lake level is below the spillway sill elevation. The majority of the downstream surfaces of the gates and their structural members are currently coated with a Cosmoline based product. The contractor shall be required to fully remove the existing coating and repaint the downstream surfaces of the Gates, and all related steel appurtenances as directed by this specification. This shall include all exposed metal above, on and through the concrete block. Alder Dam Machinery Deck: Hand Railings and Equipment The Alder Dam gate hoist machinery is a series of pedestal mounted equipment, one (1) assembly for each of the four (4) gates. The pedestal frames are 7 foot wide by 19 feet long. The Contractor shall be required to spot prime and apply a full intermediate and top coat to the gate hoist machinery with its ancillary items and appurtenances along with the hand railings on the Alder Dam machinery deck as directed by this specification. This shall include all exposed metal above, on and through the concrete deck. The existing coating contains lead. LaGrande Spillway Gates Downstream Surfaces The LaGrande spillway gates are radial arm gates that are 31 feet wide and 24 feet tall measured along the skin of the gate. The existing coating does not contain lead, but was previously coated with Wasser MC-Zinc and MC-Tar in Section Page 2

4 2. All surfaces cleaned to bare metal shall be primed with specified full primer on the same day as cleaning. Any cleaned surfaces that rust before application shall be recleaned prior to application. a. Brush-apply a stripe coat of the approved primer to all welds, edges, crevices, nuts, bolts, rivets, etc. D. MOISTURE CURE URETHANE INTERMEDIATE AND TOPCOATS 1. Apply all coatings by brush, roller, or spray methods utilizing approved equipment that is standard to the industry. a. Brush-apply an intermediate stripe coat of the approved intermediate coating to all welds, edges, crevices, nuts, bolts, rivets, etc. E. COATING ACCELERATOR 1. Prior to adding coating accelerator, thoroughly mix coating as recommended by manufacturer. 2. Add pre-measured amount of coating accelerator as supplied by manufacturer to thoroughly mixed coating and agitate enough to incorporate the accelerator. Do not over agitate or keep coating under constant agitation. 3. Apply approximately 3-6 ounces of an approved solvent as a float over accelerated material to prevent moisture intrusion and cover the container. 4. Do not allow moisture intrusion during mixing and application. 5. Apply accelerated coating by spray methods utilizing approved equipment that is standard to the industry. 6. Ensure surface is clean to specified standard and is dry prior to application. Do not apply accelerated coating over damp surface. 7. Accelerate only the material to be applied in one shift. Do not use accelerated material after 8 hours. 3.8 REQUIREMENTS MOSSYROCK PARK DOMESTIC WATER TANK The contractor shall have fourteen (14) twenty-one (21) calendar days to complete all work on the Domestic Water Tank, which includes seven (7) calendar days for curing. The contractor s time shall begin as soon as the tank has been emptied of water. A. Tank Internal Surfaces: Work shall include establishing necessary containment, performing a SSPC SP-10 (Near White Metal) type surface with a 3 to 4 mil angular surface profile. B. Surfaces internal to the tank shall then be coated with the following treatment: C. Apply a full prime coat of Tnemec Series 94H2O at 2.5 to 3.5 mils dry film thickness. D. Brush-apply an intermediate stripe coat of the approved intermediate coating to all welds, edges, crevices, nuts, bolts, rivets, etc. E. Approved intermediate stripe coat shall be Tnemec Series 20/FC20 PotaPox at 4.0 to 6.0 mils dry film thickness. The intermediate stripe coat shall be of a contrasting color to that of the top coat. F. Apply approved top coat of Tnemec Series 20/FC20 PotaPox at 4.0 to 6.0 mils dry film thickness. NOTE: Minimum dry film thickness shall be 10.5 mils. Section Page 5

5 Tank External Surfaces: Work shall include establishing necessary containment, performing a SSPC SP1 (Solvent Cleaning) wipe down of any oil or grease that is present on the surface, a SSPC SP-12 (Low Pressure Washing) with a minimum pressure of 3,000 psi and SSPC SP2 (Hand Tool Cleaning) and SSPC SP3 (Power Tool Cleaning) on all corrosion and coating material that is failing, ensuring that all edges are feathered back to sound material exhibiting a minimum adhesion of 300 psi per ASTM D The Contractor shall have twenty-one (21) work days as defined in the Washington State Department of Transportation Standard Specifications Section , but generally concurrent with the tank interior work, to complete all work on the exterior of the water tank. A. Spot prime with 3 to 5 mils DFT of MC-MioZinc 100. D. Apply a top coat of MC-Aluminum on the exterior lid of the to 2 mils DFT MAYFIELD FOREBAY TAINTER GATES The Contractor shall have twenty-one (21) calendar days per each of the four (4) gates to complete the work, including the establishment of full containment and the removal of blast media and containment structures, etc. Additional time will be allowed before and after the 21 day unit outages for additional mobilization and demobilization. There will also be approximately seven (7) days time between each unit outage to set and pull stop logs to make the next gate available for the Contractor. The Upstream and downstream surfaces of the gate Skin shall receive the following treatment: (Atmospheric service full paint removal) Work shall include establishing necessary containment, and performing a SSPC SP6 (Commercial Blast Cleaning) supplying a minimum of a 1 to 2 mil angular profile. A. Apply a full prime coat of MC-MioZinc 100 (Color: standard Green) or approved equal, at 3 to 5 mils DFT. B. Brush-apply a stripe coat of the approved primer to all welds, edges, crevices, nuts, bolts, rivets, and any other irregular surfaces. Approved primer stripe coat shall be MC-MioZinc 100 (Color: Redish/ Grey), applied at 1.5 to 2 mils DFT. C. Apply approved full intermediate coat of MC-Ferrox B 100 (Color: standard Grey) or approved equal, at 3-5 mils DFT. D. Apply approved full top coat of MC-Luster 100(Color: Standard Grey) or approved equal, at 2 to 4 mils DFT. E. Total of primer, intermediate and top coats shall have a dry film thickness (DFT) of mils in non-stripe-coated areas. The Strut and Bracing members on the Downstream side of the gate shall receive the following treatment: (Immersion service full paint removal) Work shall include establishing necessary containment, and performing a SSPC SP10 (Near White Sand Blast Cleaning) supplying a minimum of a 1 to 2 mil angular profile. A. Apply a full prime coat of MC-MioZinc 100 (Color: standard Green) or approved equal, at 3 to 5 mils DFT. B. Brush-apply a stripe coat of the approved primer to all welds, edges, crevices, nuts, bolts, rivets, and any other irregular surfaces. Approved primer stripe coat shall be MC-MioZinc 100 (Color: Redish /Grey), applied at 1.5 to 2 mils DFT. Section Page 6

Brush-apply an intermediate stripe coat of the approved intermediate coating to all welds, edges, crevices, nuts, bolts, rivets, etc. Approved intermediate stripe coat shall be MC-Tar 100 (Color: Red Oxide) or approved equal, applied at 2 to 3 mils DFT. D. Apply approved full intermediate coat of MC-Tar 100 (Color: Red Oxide) or approved equal, at 5 to 7 mils DFT. E. Apply approved full top coat of MC-Tar 100 (Color: Grey) or approved equal, at 5 to 7 mils DFT. F. Total of primer, intermediate and top coats shall have a dry film thickness (DFT) of mils in non-stripe-coated areas. MAYFIELD FOREBAY TIE BEAMS The Contractor shall have twenty-one (21) calendar days to complete the work, not including mobilization/de-mobilization. The work shall occur concurrently with one of the unit outages. Work shall include establishing necessary containment, performing a SSPC SP1 (Solvent Cleaning) wipe down of any oil or grease that is on the surface, a SSPC SP-12 (Low Pressure Washing) with a minimum pressure of 3,000 psi and SSPC SP2 (Hand Tool Cleaning) and SSPC SP3 (Power Tool Cleaning) on all corrosion and coating material that is failing, ensuring that all edges are feathered back to sound material exhibiting a minimum adhesion of 300 psi per ASTM D A. Spot prime with 3 to 5 mils DFT of MC-MioZinc 100. ALDER DAM SPILLWAY GATES DOWNSTREAM SIDE The Contractor shall have thirty (30) calendar days to complete the work for all four (4) gates, not including mobilization/de-mobilization. The four (4) gates may be worked simultaneously. (Atmospheric service full paint removal) Work shall include establishing necessary containment, and performing a SSPC SP6 (Commercial Blast Cleaning) supplying a minimum of a 1 to 2 mil angular profile. A. Apply a full prime coat of MC-MioZinc 100 (Color: standard Green) or approved equal, at 3 to 5 mils DFT. B. Brush-apply a stripe coat of the approved primer to all welds, edges, crevices, nuts, bolts, rivets, etc. Approved primer stripe coat shall be MC-MioZinc (Color: Reddish/Grey), applied at 1.0 to 1.5 mils DFT. C. Brush-apply an intermediate stripe coat of the approved intermediate coating to all welds, edges, crevices, nuts, bolts, rivets, etc. Approved intermediate stripe coat shall be MC-Ferrox B 100 (Color: Black) or approved equal, applied at 1.5 to 2.0 mils DFT. D. Apply approved full intermediate coat of MC-Ferrox B 100 (Color: STD Greyish/Brown) or approved equal, at 3-5 mils DFT. E. Apply approved full top coat of MC-Luster (Color: Standard Grey) or approved equal, at 2 to 4 mils DFT. F. Total of primer, intermediate and top coats shall have a dry film thickness (DFT) of mils in non-stripe-coated areas. ALDER DAM MACHINERY DECK, HAND RAILINGS AND EQUIPMENT The Contractor shall have thirty (30) calendar days to complete the work. This work shall occur concurrently with the spillway gates. Spot prime with 3 to 5 mils DFT of MC-MioZinc 100. LAGRANDE DAM MACHINERY DECK, HAND RAILINGS AND EQUIPMENT The Contractor shall have thirty (30) calendar days to complete the work. This work shall occur concurrently with the spillway gates. Work shall include establishing necessary containment, performing a SSPC SP1 (Solvent Cleaning) wipe down of any oil or grease that is present on the surface, a SSPC SP-12 (Low Pressure Washing) with a minimum pressure of 3,000 psi and SSPC SP2 (Hand Tool Cleaning) and SSPC SP3 (Power Tool Cleaning) on all corrosion and coating material that is failing, ensuring that all edges are feathered back to sound material exhibiting a minimum adhesion of 250 psi per ASTM D A. Spot prime with 3 to 5 mils DFT of MC-MioZinc 100. LAGRANDE SPILLWAY GATES DOWNSTREAM SIDE The Contractor shall have twenty-one (21) calendar days to complete the work for all four (4) gates. A maximum of three (3) gates will be made available to the Contractor at any one time. Work shall include establishing necessary containment, performing a SSPC SP1 (Solvent Cleaning) wipe down of any oil or grease that is present on the surface, a SSPC SP-12 (Low Pressure Washing) with a minimum pressure of 3,000 psi and SSPC SP2 (Hand Tool Cleaning) and SSPC SP3 (Power Tool Cleaning) on all corrosion and coating material that is failing, ensuring that all edges are feathered back to sound material exhibiting a minimum adhesion of 300 psi per ASTM D A. Spot primed with 3 to 5 mils DFT of MC-MioZinc SURFACE PREPARATION A. SURFACE PREPARATION STANDARDS AND TEST PATCHES 1. Prior to full commencement of surface preparation, the contractor shall provide a test area(s) of reasonable size to perform a surface preparation and coating adhesion test. a. The test area(s) will include areas of steel corrosion on the structure. 2. The prepared test area(s) shall be visually inspected by the engineer or City inspector prior to application of any coating. B. SURFACE PREPARATION USING ABRASIVE BLASTING MEDIA 1. Compressed air used for abrasive blasting shall be dry and free of all contaminates. a. Dryness and cleanliness shall be verified by blowing the compressed air being used over a white blotter. 8 2. After the abrasive blast, the areas shall be protected from rust bloom by either the use of a dehumidifier or immediately recoating the surface. a. If bloom rust still appears, the contractor shall reblast the steel prior to applying the final coating. The cost of the dehumidification shall be incidental to the bid price. C. SURFACE PREPARATION IN ADDITION TO PREPARATION LISTED ABOVE 1. Areas of welds, bolts rivets and seams shall be inspected to ensure no rough edges remain prior to recoating. a. All sharp edges, slivers, weld slag or spatter and metal lamination shall be removed by grinding per RP Prior to painting, the surface being covered shall be thoroughly dry and free of moisture, dust, grease or any other substance which would prevent the bond of succeeding coating applications. 3. Surface preparation will not be permitted in areas adjacent to the areas that are in the process of being painted. 4. Freshly painted surfaces shall be protected by the contractor from contamination by dust or foreign materials from any source. 5. Contaminated surfaces shall be cleaned to the satisfaction of the engineer before any succeeding application of coating is performed. 6. Surfaces which are not to receive protective coatings shall be protected during adjacent surface preparation, cleaning and coating operations. 7. All material removed during surface preparation will be captured, collected, characterized and properly disposed of in accordance with the approved work plan. 8. All necessary precautions will be taken to prevent introduction of paint or any other material, including wash water, into any water bodies. END OF SECTION Section Page 9
