Overview GS-G-1.2; Operator is responsible for submitting Documentation At each stage of the authorization process such as siting, design, construction, commissioning, operation and decommissioning Any modification of a facility or activity SSG-16; Action 181 Operating org. should prepare and provide the safety doc. required in licensing process

Overview Purpose of Licensing System is to make sure the safety of nuclear power plant so that no significant damage will be made to human and to the environment throughout the life of the plant For the administrative system and procedure a construction permit can be issued when all the safety aspects in terms of design and construction are sure to be met a operating license can be issued when the regulators decide that the NPP is constructed in accordance with the appropriate codes and standards and is ready to operate in safe manner in compliance with the approved terms and conditions 4

Nearby industrial, transportation and military facilities to consider chemical explosions, aircraft crashes, floods and waves caused by dam failure, and so on; 3. Meteorology such as tropical cyclones, precipitation;

Hydrologic engineering to consider ground water and underground water movement; 6. Geology, seismology and geotechnical engineering such as surface faulting, earthquakes, slope instability. etc.

Safety Approval Documents (Construction) Accident Management Program - To secure severe accident prevention and/or mitigation features, and to enhance the capability against the severe accidents - Reviewed before Commercial Operation Documents to be submitted - Severe Accident Management Guideline - Technical Background of SAMG - Organization and Responsibility - Training Program - Equipment Information, etc.

Safety Approval Documents (Operation) Continued Operation - To operate the plant after licensed design life - Application 2 to 5 years before the end of design life for additional 10 years of operation Documents to be submitted - Periodic safety evaluation report, aging evaluation report of major equipment, radiological environmental report, etc.
