4 History and Mandate 1953 Atoms for Peace address by US President Eisenhower to UN General Assembly; First General Conference held in 1956; Agency officially established in 1957; Today has 168 Member States (welcome Turkmenistan!; note there are 193 MS s in the UN), 30 of which operate commercial NPPs; 55 with research reactors; Rest use nuclear technology for other purposes (e.g. medical, scientific) and/or plan NPPs. 4

7 IAEA Safety Standard Document Hierarchy Target Audience : Regulators (and by extension owner-operators) Safety Fundamentals: Present objectives, concepts, principles of protection and safety. Basis for Safety Requirements. Safety Requirements: Establish the requirements that must be met to ensure the protection of people and the environment. Governed by the Safety Fundamentals. Safety Guides: Provide recommendations and guidance on how to comply with the Safety Requirements. 7

10 Selected requirements Documented MS Processes to be defined Continual improvement processes / corrective action programmes Promote a strong safety culture, including with contractors Safety shall be paramount Requirements can be graded based on risk, novelty of work and safety consequence Need adequate resources and trained staff Defined process needed for managing contractors and temporary workers (including providing oversight) Contractors to demonstrate subcontractors have knowledge of safety requirements specific to the subcontract prior to award of subcontracts.

12 Selected requirements (cont. d) Regulatory oversight of construction to verify licensee compliance; Licensee retains responsibility for all activities that could affect the safety of the installation, irrespective of the location where the activities are carried out; Licensee should appoint a construction manager from its own organization; Construction org. should have contingency plans for critical activities (loss of utilities, disruption of concrete batching, etc.). 12

28 Risk Assessment Methodologies (from Risk Informed Approach for Nuclear Security Measures, Security Series No. 24) Risk registry: Mapping of identified scenarios onto a matrix of likelihood and consequence scales for comparative visualization of risks. May be qualitative or semi-quantitative. Probabilistic risk assessment: Scenario based approach that combines principal elements or steps leading to an event with consequences (usually shown graphically as an event/fault tree) and estimating the ultimate consequences for each of the defined scenarios. It obtains the overall likelihoods of scenarios. similar to a probabilistic safety assessment. Both approaches depend upon models to represent possible events and upon judgements by subject matter experts to define likelihoods.

30 Nuclear Contracting Toolkit Project designed to produce a web-based toolkit of easy to use model forms/spreadsheets to assist in various aspects of the bidding and contracting process for new builds and major projects. Includes some details on risk management; Beta version posted to public web site; ngtoolkit/index.html Formal launch to coincide with NP-T-3.21 issuance later in summer/fall of 2016.

33 Meeting Objectives Share experiences related to project risk management for nuclear construction and refurbishment projects; Share experiences related to the development and use of different tools and techniques for nuclear project risk management; Create a list of risk methodologies for nuclear construction projects; Explore Member States future needs with respect to nuclear construction risk management (e.g. new publication, web site, workshops, training, expert missions etc.). 33
