5 History of Problems Long history of nuisance and building maintenance code violation dating back to In 2006, the Police Department received 58 calls for service to this address, with 13 related to drug activity. There were 7 arrests during the same time period with 4 related to drug/alcohol issues.
6 City Options Ignore the problem and let the activity continue to plague the neighborhood as well as a highly visible corner along an entrance corridor. Declare the property as a drug blight per 5-181(f) of the Charlottesville City Code, 1990 as amended. Attempt to purchase the property from the owner in order to gain site control.
7 Proposed Solution Purchase property from owner to avoid condemnation and demolition of the home. Working together with the University of Virginia, the City of Charlottesville partnered with UVA to build on the success of the ecomod program by rehabilitating this home (reducing energy use by 70%) while respecting the historic character of the house.

26 Use of RFP versus Bid RFP is based on specified factors as developed by the City. RFP factors can be weighted so that price is not the ONLY consideration. Both written and oral presentations are important in selection process. Contract can be based on fixed price, however, flexibility with change orders is not dictated strictly by the scope of work as initially described in the RFP. Bidding is based on price alone. Regardless of preferred qualifications or substantial differences in quality/approach, bidding requires selection of qualified low bidder. Renovation of an older structure is full of surprises and flexibility is needed. Change orders are typically limited to a percentage of the construction price and scope of work as initially described in the bid documents.
