1 Resource Management Planning: Worked Example Construction Strategy: Newtown Secondary School The template for this document is available at Document Owner Project Project Reference M White, ACE Construction Newtown Secondary School EDU/NSS-1 RMP Construction Strategy Document Version Control Version Date Author Approver /03/14 M White S Black The RMP Strategy combines the scope, action plan and estimate of resource efficiency (RE) components prepared by the client and designer and updated by the contractor. This document records the method used to monitor the RE component and the process of reviewing actions to ensure that targets are met.
2 Section 1: Overview of the Project The project consists of the construction of a new secondary school for 1800 pupils in Newtown, West Midlands. The new school is to be built in the grounds of the old school, which will continue to operate during construction. The old school will then be demolished. The client is Newtown Council Education Services and the project is a design and build contract, which was awarded to ACE Construction in July The design will be carried out by J Smith & Partners. Construction will commence in August 2014 and last for two s, with the new school opening in September The old school will be demolished and the site landscaped by April The construction cost is 40 million. Newtown Council set a number of objectives for the new school, which is intended to be a beacon project and a model for other new schools in the area. It is to be specifically designed to provide a stimulating learning environment that will help to improve the educational achievement of the pupils. The project is required to maximise the use of locally sourced materials and provide employment for local young people, and these aspects were used as factors in the tender assessment. The council required the construction to encourage the use of walking, cycling and public transport by pupils and staff. A BREEAM rating of excellent was a requirement. The contract and supporting documents: Q:\Construction\2012\NSS-1\Contracts\ Section 2: Scope of the RMP A scoping exercise involving Newtown Council Education Services, J Smith & Partners and ACE Construction was carried out in August 2013 using the WRAP RMP Scoping Tool. Final version: Q:\Construction\2012\NSS-1\Newtown_School\RE_Scope\. A Design for Resource Efficiency workshop involving all parties was held in September 2013 to develop ways of achieving the objectives agreed in the scoping exercise. This was taken forward by J Smith and partners in the RIBA 2013 Concept and Developed Design stages with input from the other partners as necessary. An RMP Action Plan was produced by J Smith and Partners in November 2013: Q:/Construction/2012/NSS-1/Newtown_School/RE Action_Plan/. This RMP Construction Strategy was developed by ACE Construction during the Developed Design stage and builds on the Action Plan. The Construction Strategy and Estimate Monitoring template will be developed during the Technical Design stage in advance of the start of construction in August The scope of the RMP is summarised in the table below. This is the RMP Performance Measures, Table 1 from the Action Plan, which includes metrics and targets for the chosen RE components. This table is shown rather than the Scoping Template, as the design had advanced considerably by this stage.
