17 Setting local requirements for sustainable buildings PPS1, 2005 Requires planning authorities to engage constructively and imaginatively to encourage the delivery of sustainable buildings: When proposing any local requirement for sustainable buildings planning authorities should specify the requirement in terms of achievement of nationally described sustainable buildings standards, for example in the case of housing by expecting identified housing proposals to be delivered at a specific level of the Code for Sustainable Homes

21 Setting enforceable policies PPS1 Supplement, December 2007 Any policy relating to local requirements for decentralised energy supply to new development or for sustainable buildings should be set out in a DPD, not a supplementary planning document, so as to ensure examination by an independent Inspector. Councils can bring forward local requirements for identified developments to be delivered at specific at Code levels where they can demonstrate the local circumstances warrant this. Confusion/uncertainty currently limiting the willingness of planning authorities to meet their obligations
