4 Introduction The main purpose of this Guide is to make designing the procurement process for LED luminaires for outdoor applications easier, with special relevance to LED street, roadway, and parking area luminaires. LED technology offers significant benefits in luminaire outdoor applications in streets, roads, parking areas, and garages, including potential energy savings in the 50-70% range. As performance is proven through trials and luminaire prices decline, lighting asset managers are increasingly interested in scaling up trials and procuring the best products available for their applications. However, procuring LED luminaires is more challenging than purchasing lamps, ballasts, and conventional luminaires. For one thing, an LED luminaire is a rather complex integrated electronic, mechanical, and thermal system in which the weakest component part will compromise the performance of the whole. For another, due to its directionality, LED based lighting exhibits quite different photometric characteristics than traditional lamps. LED performance, therefore, needs to be measured and evaluated differently, and a variety of parameters needs to be considered in assessing products. Finally, long-term lumen maintenance remains an issue. While outdoor LED luminaires may last 50,000 hours or more, particularly in northern climates where winter cold helps to reduce heat build up inside the luminaire, there aren t any products yet that have actually been operating in outdoor applications for such a period to verify such longevity. Fortunately, a new practice recommended for estimating long-term lumen maintenance published by the Illuminating Engineering Society of North America (IES), TM-21, appeared in fall 2011, and products that have been tested for 6,000 hours or more using the TM-21 protocol are now beginning to appear in the market. There are a number of very useful resources currently available to assist procurement officers working with their lighting manager colleagues to purchase LED luminaires. Foremost among them is the Designlights Consortium s Product Qualified Products List: in English and French. The Designlights Consortium (DLC) is a collaboration of utility companies and regional energy efficiency organizations funded by its members, including Natural Resources Canada, BC Hydro, and Hydro Québec. The list covers products designed for 30 commercial LED applications, including outdoor area, roadway, and decorative applications. Technical requirements for qualification for all LED products are listed here: 3
5 Another important resource for LED roadway luminaires only is the U.S. Department of Energy (DOE) Municipal Solid State Lighting Consortium s (MSSLC) Model Specification for LED Roadway Luminaires, Version 1.0 (October 2011) available here: Also available are detailed procurement documents from Canadian municipalities and provinces that can further serve as templates. LightSavers Canada will endeavor to post many of these documents on its website at to accompany this guide. Using the Guide This Guide is meant to supplement the other resources, such as the DLC s Qualified Products List (QPL), that are already available to lighting managers. Here are the key design elements that went into researching and writing this Guide: 1) The Guide focuses on LED performance and the electrical and mechanical criteria that support that performance. While there is a special focus on street and roadway LED luminaires, many of the provisions can be used for decorative, parking area, and garage luminaires. However, some adjustments may be required for these applications. 2) The Guide is not meant as a total solution. There are many local considerations to be addressed in procurement, many of them legal, and these are not covered in this document. 3) The Guide is modular, with criteria listed in tabular form, so lighting managers will want to to cherry pick those provisions most useful and relevant to them. In addition, annex templates are provided that give a simple way for manufacturers to indicate their compliance with specific criteria. 4) Rather than be prescriptive in all criteria, some key provisions are performance based and ask the bidder to submit documentation verifying such performance, which puts more onus on the evaluation process to identify the best products among competing proposal bids that will meet local needs. 5) The Guide does not include criteria for the procurement of adaptive controls mounted in the LED luminaire. The MSSLC is currently developing a model specification for adaptive controls, but it will not be final until mid-summer A current draft of the specification is here for review and consultation: 4
6 6) The guide is a living document that will be revised and upgraded on a regular basis with feedback from members of the LightSavers Consortium. As a first step in procurement, lighting managers are encouraged to visit the DLC s website and consult its PQL to assess the range of LED luminaires that may meet local needs, keeping in mind the potential lag time between the introduction of new products by manufacturers and their evaluation by DLC. Manufacturers must submit both IES LM- 79 and LM-80 data from qualified laboratories in order for DLC to evaluate their products. So the availability of this data in the DLC s PQL enables quick apple-to-apple comparisons among various products using some fundamental specifications listed in this guide, such as electrical characteristics, luminous efficacy, and correlated colour temperature. Note, however, that more comprehensive photometric data, such as horizontal flux distribution and candela plots typically included in LM-79 reports, are not reported by the PQL. Such photometric data can be useful in determining whether a proposed product will meet local roadway lighting standards. The lighting manager might use the DLC s PQL in several ways in the procurement process: 1) Remove the burden of requesting and analyzing LM-79- and LM-80 data, which is available in the PQL database for those products that have been qualified; 2) Require that products proposed by bidders be already listed in the PQL, recognizing that most recent generation products might not yet have been evaluated by the DLC due to typical lag times; 3) Create a bidders pre-qualification list from only those manufacturers whose products are listed in the PQL, as a way of screening out those whose products don t yet meet minimum DLC criteria. In developing a procurement document, lighting managers may wish to consult Canada s National Master Specification (NMS) text base, administered by the National Master Secretariat of Public Works and Government Canada. The NMS is a comprehensive reference document containing 750 master specifications in both English and French. It is intended for use by the federal government, other public organizations and the private sector in the preparation of construction and renovation contract documents. Information is here: 5
7 The City of Hamilton issued a Request for Pre-Qualifications for LED Street Lighting Luminaires that closed in December 2012 which was developed using the NMS as a template. As a shortcut, lighting managers may wish to consult Hamilton s document as a template, which is available on the LightSavers web site for download. Once the lighting manager has screened potential LED luminaire products available and selected a procurement template, this Guide can then be used as a reference for inserting into the template specific language and compliance features relevant to LED technology. A simple tender evaluation process is also included, developed6 by the City of Hamilton, as a potential template for assessing proposals from manufacturers. In conclusion, this Guide, used in combination with other procurement resources, should generate bids that ensure that the best products in the market are available from manufacturers active in the Canadian market. Paint must be maintained over time, so unpainted is preferable. Other considerations: Investigate type of finish, i.e., some are more corrosion resistant, such as polyester power coatings; Extruded aluminum dissipates heat more effectively than die cast aluminum, but can t be molded as easily into different shapes. May want to be flexible on luminaire dimensions to allow a greater variety of products to be considered, unless specific conditions of the limit size. Allow for increased weight of LED luminaire over the existing luminaire. The EPA of a fixture is the area visible by the wind at a particular angle. If the housing is air cooled and water allowed to enter, then individual components inside the luminaire should be rated IP-66. Independent laboratory certification is essential, since water intrusion is a common catastrophic failure mechanism. 1.5 Minimum Vibration Resistance Conforms to ANSI C Vibration Level 1 normal applications. Driving the LEDs at levels lower than tolerance will extend their lifetime, as less heat will be generated. Some manufacturers use high drive currents to reduce the number and cost of LED devices in their products. Temperature operating range applies to all electrical components in the luminaire, including LED engines/modules, drivers, and surge devices. 2.8 Power supply/driver Most common voltage options are: 120V/50&60Hz V/50&60Hz 347V/60Hz 480V/60Hz Reliable operation up to 40 C; Will last 80,000 hours; Driver housing IP66 rated, especially if the housing is air cooled; Integrated dimming control capability utilizing an external 0-10 VDC control signal. Careful attention should be paid to procuring the very best quality driver products on the market. Allow manufacturers to use two drivers in the luminaire operating sequentially, in order to achieve the 80,000 hour lifetime or to reduce the risk of driver failure. Version 1.0, December 31,

Recent unpublished research from LED streetlight trials in Seattle, U.S. concluded that visual acuity is maximized at 4,100 K! Two compliance pathways per Designlights Product Qualification Criteria: Option 1: LED device performance using the IES TM- 21 protocols; Option 2: LED luminaire performance based on 6,000 hours of luminaire testing, using a pass/fail threshold for lumen maintenance compliance as established by the Energy Star Manufacturer s Guide, i.e., for 6,000 hours of test, LM = 95.8%. A template is provided in Annex VII. 4.2 Photometric Distribution Luminaires must be available in IES outdoor luminaire intensity distribution classifications. Availability of Type II, II, and IV is preferred. 22 LightSavers LED Luminaire Model Technical Specifications Item Specification Performance Required Evidence of Compliance Comments 8.5 Product Reliability Demonstrate the general reliability of the LED luminaires based upon reliability and testing for luminaires and luminaire system components by submitting a summary of reliability testing, specifically for the LEDs and LED drivers. Information requested for the evaluation process which was not submitted per Items should be included in a separate appendix to the applicant s proposal. Through the evaluation process, 10 points maximum can be assigned to the applicant s proposal. This represents 6% out of a total possible of 172 points. 8.6 Submission of Samples for Field Evaluation Bidder shall submit, upon optional request, a minimum of three sample luminaires for testing for one or more of the Location Parameters described in Annex VII: Compliance with IESNA RP- 8 Report (see Item 4.1). In addition to testing whether the proposed LED luminaire meets illuminance/luminance, uniformity, colour temperature, and energy requirements, field crews will have a chance to evaluate how easy it is to install the products on existing poles and arms. Note that manufacturers may not be able to provide samples in a timely fashion, due to high demand and supply constraints, so adjustments may need to be made accordingly. Version 1.0, December 31,

28 Annex V: Statement of Luminaire Lumen Maintenance The bidder attaches a report, Statement of Luminaire Maintenance, that verifies that the proposed LED luminaire is on the Designlights Consortium s (DLC) Qualified Products List and thus meets DLC s lumen maintenance technical requirements. Alternatively, if the proposed LED luminaire has not yet been evaluated by DLC, the manufacturer may submit calculations and supporting test data indicating a minimum luminaire lifetime (L70) of 50,000 operating hours, based on one of two compliance pathways in accordance with Designlights Consortium s (DLC) Product Qualification Criteria: ( Option 1: LED device performance using the IES TM-21 protocols; Option 2: LED luminaire performance based on 6,000 hours of luminaire testing, using a pass/fail threshold for lumen maintenance compliance as established by the Energy Star Manufacturer s Guide, i.e., for 6,000 hours of test, LM = 95.8% assuming the luminaire lifetime is 50,000 hours. Option 1: Compliance through Component Performance using TM-21 Calculations Under Option 1 the manufacturer will need to provide five documents: 1) A complete IESNA LM-80 report of the same LED device that is used in the luminaire (see Annex V LM-80). Therefore, the LED package part number of the submitted luminaire must appear on this report. A complete LM-80 test report will include the relative light output over time, for at least 6,000 hours of continuous operation at three different temperatures measured at the LED package manufacturer-specified TMP. Following the LM-80 standard, the three TMP temperatures are 55 C, 85 C and a third temperature selected by the manufacturer. 2) The In Situ Temperature Measurement Test (ISTMT) report of the submitted luminaire including the measured temperature at the TMP of the hottest LED in the luminaire. The luminaire must have been tested under ANSI/UL 1598 and the report must contain the same model number of the submitted luminaire. 3) A photograph documenting the actual temperature measurement location such as a photograph of the luminaire with a thermo couple attached at the TMP point). For the validity of this document, it must contain the same model number of the submitted luminaire. This photograph can be incorporated in the ISTMT document. 27
29 Annex V: Statement of Luminaire Lumen Maintenance 4) A document with a schematic or photograph from the LED package manufacturer showing the specified TMP location. For the validity of this document, it must contain the same part number of the LED package used in the submitted luminaire. 5) Saved copy of completed ENERGY STAR TM-21 Calculator in a Microsoft Excel file format. Save the file, using the manufacturer s model number submitted wit the bid, before uploading with other supporting documentation for Option 1 lumen maintenance. You can download the TM-21 calculator from the ENERGY STAR website at Please be sure to download a new worksheet for each application. Instructions on how to use the calculator are included in the first page of the worksheet. For products where the required lifetime is longer than the projection method allows, the necessary lumen maintenance minimums at the end of the allowable projection period are as follows. These percentages result from solving an exponential decay function for 35,000 and 50,000 hours. 32 Annex VI: Compliance with IESNA RP-8 The bidder attaches a report, Compliance with IES RP-8 which was created with lighting industry acceptable design software such as AGi32 ( Visual Roadway Lighting ( or Lighting Reality ( using the template shown below (courtesy City of Hamilton, ON). The report shows point-by-point calculations graphically presented on the roadway, providing modeling evidence that the bidder s luminaire product will meet IE RP-8 recommended values for illuminance or luminance, uniformity, etc. The software analysis will determine the luminaire wattage and integrated luminous flux of the luminaire proposed herein needed in its initial lumen output to exceed RP-8 recommended values by 30%, thus allowing for lumen depreciation over 80,000 hours while maintaining compliance with the value. In addition, the bidder commits, upon optional request, to providing a minimum of three LED luminaire samples on a timely basis for one or more of the Location Parameters described herein for field evaluations.
