1 TO: All Potential Respondents RFB 1414 River Tower Shoreline Restoration and Water Quality Improvement Project FROM: Anita Hoover, Procurement Specialist 3 SUBJECT: QUESTION 1: QUESTION 2: Response to Questions Request the consultant prepare an additional drawing showing the required City tree barricade locations. The District is providing Figure B, Tree Barricade Location Map, which shows the tree barricade and potential root pruning and tree trimming locations as coordinated with the City of Tampa construction inspection personnel. Figure B is attached to Addendum 3. Request the consultant show trees to be removed on the plans? The trees to be removed per plan requirements are the four palms trees to be relocated as shown near the storm outfall to the river on Sheet 4, PAVING, GRADING AND DRAINAGE PLANS (2). Palm tree planting relocation area is shown on Sheet 31, PLANTING PLAN. There are four additional palm trees to be removed near the fence in the northeast corner of the park where the 72 storm pipe alignment enters the park site, shown in Figure B. These trees will be relocated to the same area for replanting as the other trees shown on the plans. QUESTION 3: QUESTION 4: Please provide City of Tampa s Landscape Ordinance more specifically regarding tree barricades. Figure C, Tree Barricade Detail, and Figure D City of Tampa Tree Ordinance are attached to Addendum No.3. During the Site Visit, Ms. Laurie Potier-Brown with the City of Tampa s Parks and Recreation Department, requested an existing conditions plan be provided to better reflect trees that will be impacted by construction, in order to better quantify how much tree barricade material will be needed. The estimated quantity of 170 LF on the bid form is low and Ms. Brown feels there should be more. The tree barricade quantity has been revised on the bid response form based on the information provided in Figure B.

2 Page 2 of 9 QUESTION 5: Reference specifications Section 01005, GENERAL REQUIREMENTS, page , par. E., Tree Relocation, there are four (4) cabbage palm trees to be relocated on site, but there is no bid item for this scope of work and no mention of what means to be taken to ensure their survival, please review. Any tree to be removed even if shown on the Plans still needs to go through City of Tampa Permit process. Sabal palms to be transplanted will be promptly prepared and transplanted to the approved on site location in the following manner: Palms will be extracted by excavator or other earth cutting equipment and lifted by straps or cushioned chains in such a manner as to avoid scarring the trunk. Frond boots do not need to be trimmed or removed. Roots will be cut to a confining root ball by a sharpened shovel or alternate cutting tool. All green fronds, except for the single emerging spear, will be cleanly cut with a hand saw or branch lopper shears. This specification should be amended to reflect Section Tree Transplanting, provided by the City of Tampa. Palm will be replanted in the approved location and supported with three 2 X4 bracing supports. Bracing supports will be constructed as to not scar the trunk. Braces to be removed after one growing season. Each palm will be watered with a minimum of 30 gallons of water. Additional dirt backfill will be provided following the initial watering if needed. A second watering of 30 gallons will be provided within 7 days. This is insufficient for establishment, refer watering specifications provided by City of Tampa. There will be no guarantee required for transplanted palms that are correctly planted and expire. QUESTION 6: During the Site Visit, the issue of cordoning off the buffer area around the Sulphur Springs Tower was raised, please confirm that the buffer area around the Tower is to be cordoned off and with what type of material. The City of Tampa has indicated that the buffer around the water tower as well as trees near the work area have to be protected in accordance with the City of Tampa tree barricade detail which has been provided in Addendum No. 3. Figure C. Figure B showing the approximate location of required tree barricades, has also been provided in Addendum No. 3. QUESTION 7: Plans do not show physical barrier around the tower suggest we add sufficient wooden tree barricade-type material, +/- 400 LF. See response to Question No. 1. QUESTION 8: Trees to be removed should be shown on Plans and X ed out. Grand Trees should be shown with suggested protection.

3 Page 3 of 9 QUESTION 9: QUESTION 10: There are four palm trees along the 72 storm pipe and maintenance access drive that will be removed or relocated. There are four palms along the storm outfall near the river top of bank that will be relocated. See response to Question No. 1. There are several large oaks and a large pine tree near some of the work areas, which are shown in Figure B. Treatment and identification of Grand Trees should follow Chapter 13 of the City of Tampa Land Development Code. What is the process to obtain the City Clearing permit? Sequence of Major Activities; install all erosion control devices and tree protection, tower protection and request inspection. The Site Clearing application needs to be made at 1400 N. Blvd. Once application made, inspection for compliance with stated activities will be made and permit issued to commence. Sheet 3, note 1 states this work may overlap with FDOT I-275 Rehab. Is this still a concern? The microtunnel equipment has tight availability schedules and high delay cost such that I don t think schedule accommodation is a simple matter. No. QUESTION 11: The Paving, Grading drawings show some work as by others, such as the Deltalok at the 72 MES at the river on sheet 5. This is the Interlocking Geo System. The specifications also specify Deltalok or equal. The CAD shows these retaining walls as Envirolock. Is Envirolock an approved equal? QUESTION 12: QUESTION 13: QUESTION 14: Envirolok is not an approved equivalent at this time. Would you please publish the milestone schedule dates required for the work? Proposed start, substantial completion, final completion. Isn t the overall duration to be 10 months? The overall duration for construction is twelve (12) months. The time period from Notice to Proceed to Substantial Completion for all work is ten (10) months. The time period from Substantial Completion for all work to Final Acceptance of all work is two (2) months. The Contractor can schedule work along the river bank, within the park, and within the Bird Street right of way to best accomplish the work per the plans, specifications and his workforces. The CAD file of proposed conditions does not include the finished grade spot between the recreation trail and the east-west silt fence by the new bollards. The bottom of the swale is there, though. Can you issue the CAD with these spot elevations included? Or are they not part of the design? An additional CAD zip file has been loaded to the District s FTP website regarding the grading plan with spot elevations. The CAD file is titled RIVER_TOWER_ACAD.zip. Are there any Category 1 and 2 nuisance species to be removed from along the river bank? If so, what methodology is acceptable (cut, and stump treated, etc.)?

4 Page 4 of 9 There are Category 1 and 2 nuisance species existing on the river bank; these are to be controlled following the guidelines contained in the following documents (or latest edition): Control of Non-Native Plants in Natural Areas of Florida, K. A. Langeland and R. K. Stocker, Florida Cooperative Extensions Services, Institute of Food and Agricultural Sciences, University of Florida. Florida Pesticides Laws and Rules, Chapter 487, Florida Statutes, Florida Department of Agriculture and Consumer Services, June The principal species of concern is Brazilian pepper (Schinus terebinthifolius) which should be controlled by removal of the above ground biomass (stump cutting) and subsequent treatment of the stump with the approved herbicide. During exotic vegetation removal, care should be taken to avoid damage to existing native tree species. Due to the large trees along the riverbank, all protected and grand trees shall receive a 3 layer of Large Pine Bark mulch and a layer of plywood (3/4 thick) within a 10 diameter distance. No heavy machinery shall be used with the 10 distance. All digging shall be accomplished with hand tools. QUESTION 15: For the Concrete Spillway detailed on sheet 6. There are references to FDOT Index 281 which is for ditch paving, ditch paving is typically 3 or 4 with welded wire on fabric. This is calling for 6 with #5 rebar reinforcing. Does the owner want weepholes as per the FDOT Index 281? The weepholes are not required for the concrete spillway. QUESTION 16: The call out for the rip rap on the plans references the FDOT Index 281. It s understood that the install and rip rap will follow the 281 Index. Will the rip rap have to be FDOT certified. There is a considerable price difference between rip rap that follows FDOT specifications and FDOT certified rip rap. Please clarify. QUESTION 17: The riprap is not required to be FDOT certified. On the Work Category Specific Qualifications forms for the Microtunneling and Asphalt Paving/Road Construction it asks for experience in maintenance of traffic. Maintenance of traffic is usually the responsibility of the prime contractor. Will the subcontractors for the asphalt work and microtunneling be held to furnishing references pertaining to MOT? Please clarify. Addendum No. 2 provided revised Contractor or subcontractor experience reference sheets that delete the maintenance of traffic from the microtunneling contractor experience and allow the prime contractor to provide this service with its personnel or a separate subcontractor. QUESTION 18: The Paving, Grading drawings show some work as by others, such as the Deltalok at the 72 MES at the river on sheet 5. This is the Interlocking Geo System. 5 Page 5 of 9 QUESTION 19: In the Technical Specifications, section 13567, Temporary Bypass Pumping Provisions, Part 1, section 1.01, paragraph A, it states that The contractor shall design, furnish, install, startup, operate, maintain, and coordinate continuous bypass pumping facilities such that the work identified on the drawings and in the specifications for can be conducted. From what is depicted on the plans it appears that bypass pumping will have to occur where proposed structure S1 is connecting to the existing 78 RCP and where the existing 24 RCP ties into proposed structure S2. In order for the contractor to design, furnish, install, startup, operate, maintain, and coordinate continuous bypass pumping facilities for the work identified on the drawings there needs to be more information provided to design a proficient bypass system that meets this specification. What are the upstream facilities and conditions for what has to be bypassed? What are the flow rates through the pipe at peak conditions? The 78 RCP is a storm sewer trunk line that conveys approximately 700 acres of runoff through it. Based on the drainage modeling that was used for permitting, the peak flows for the mean annual, 25yr/24hr, and 100yr/24hr events are: Mean Annual (2.33yr/24hr): 270 cubic feet per second (cfs) 25yr/24hr: 390 cfs 100yr/24hr: 420 cfs The referenced 24 line that ties into structure S2 accepts approximately 15 acres. The flows associated with this line, based on the permitted drainage modeling are: Mean Annual (2.33yr/24hr): 27 cfs 25yr/24hr: 50 cfs 100yr/24hr: 65 cfs QUESTION 20: QUESTION 21: QUESTION 22: Can information be provided from the FDOT on the year the 78 RCP was installed, who the manufacturer of the pipe was and the length of the joints that were installed? The pipe was constructed with I-275 (formerly I-75) in Additional information is attached as Figure E SiteScope Report. Sheet 19 of the Traffic Control Plan drawings indicates a buffer area on E Bird Street west of the work zone, may this be used as an equipment/materials staging area as well as the indicated work zone? The buffer area must be free of all equipment and materials. The mast arm at the northwest corner of Bird St. and Lamar Ave. is in conflict with the location of the receiving shaft for the microtunnel, being close to traffic signal arm which prevents and/or greatly restricts the use of a crane safely. The current MOT plan does not address this issue. What is the plan to temporarily relocate the traffic signal at this location? The MOT plan included in the construction plans provides one approved method whereby the contractor can maintain traffic during construction. The use of temporary portable traffic signals would be an acceptable adjustment. The Engineer is willing to accommodate the minor revisions for this approach. The contractor may elect to develop an alternative plan that better serves their means and methods of construction. An

6 Page 6 of 9 alternative MOT plan would require the contractor to provide signed and sealed drawings to the appropriate agency and Engineer of Record for approval prior to implementation. QUESTION 23: QUESTION 24: QUESTION 25: QUESTION 26: Will an air test on the installed microtunnled RCP per FDOT be performed? Will a 13 psi (not 20 psi) pressure test be allowed for RCP? Gasketed RCP is designed and tested to 13 psi per ASTM C443. Standard RCP joints are not design to 20 psi. An individual joint test per ASTM C1103 may be more appropriate and safer. Based on coordination with FDOT, the inspection of the 72 pipe via visual inspection can performed in lieu of a pressure test. Class V RCP for a 12 deep micro-tunnel installation is well over designed. The circumferential steel required to carry live and dead loads at 12 depth for microtunnel installation is far less than class V. Only higher concrete strength to resist axial (jacking) forces is necessary specify 5,000 psi. Will the pipe manufacturer be allowed submit a more appropriate design? The 72 pipe must meet the minimum requirements of FDOT Section As specified in Section (b) the pipe may be Class III, IV, or V as required by load calculations, with a C-wall. The pipe manufacturer may substitute an alternative design. The contractor shall submit signed and sealed load calculations for the chosen pipe. A shop drawing submittal will be required for Engineer of Record approval. At the locations where the GEO-Modular Bag System is to be installed will the contractor be able to clear along the shoreline where installation is to be done to have access or does installation have to be done from the river side? Please clarify. The areas that will receive the Geo-Modular Bag System have been chosen with access from the land side in mind. There is either existing space between the native trees or locations where exotic vegetation is to be removed. Due to the large trees along the riverbank, all protected and grand trees are to remain and shall receive a 3 layer of Large Pine Bark mulch and a layer of plywood (3/4 thick) within a 10 diameter distance. No heavy machinery shall be used with the 10 distance. All digging shall be accomplished with hand tools. Where the 15 RCP gets installed from the existing inlet on Florida Ave. to the miter end section in the proposed retention area at the southeast corner of the project site, the existing grand oak tree will have to be trimmed to allow for the installation of the MES and to be able to do the required grading, as the branches are hanging and actually touching the ground at this location. A visit to the site and the aerial view on plan sheet 30 confirms this. Will the contractor be allowed to trim back the needed branches to enable this work to be performed? Please clarify. A permit will be required for trimming Grand Trees and any trimming must be performed by a certified arborist. Please refer to Chapter 13 of the City of Tampa Land Development Code for permitting requirements. QUESTION 27: In the Technical Specifications, section Pond Planting, sub-section 3.05 Maintenance, paragraph C, it states that Contractor shall supply and install signs posted a minimum of every 100 feet around the perimeter of all ponds stating Stormwater Treatment Pond No mowing or spraying of aquatic vegetation

7 Page 7 of 9 allowed unless authorized by FDEP. Call 813/ for more information. Signage shall be in accordance with specification and section Section pertains to the project identification sign and in section 2.01 Sign Materials, paragraph B of that section it states that Sign Surfaces 4 x 8 heavy duty 10mm colorplast. Does the District actually want 4 x 8 Stormwater Treatment Signs around the ponds? Please clarify and or provide size and template for said Stormwater Treatment Pond Signs. QUESTION 28: QUESTION 29: QUESTION 30: The signage size is not correct. A 12 X12 green sign with cream letters with the City of Tampa Parks & Recreation Department logo shall be created and installed low to the ground, about 24 to top of sign is desired. Along with signage please add short stakes with ribbon flagging to outline the new plantings until growth is established. Signs will be placed every 100 around the perimeter of the pond as stated in the specifications. On plan sheet 9, under the Proposed Pavement Section it calls out for Optional Base Group (O.B.G.) 8. On the bid form, bid item 53 has a description calling out for Optional Base Group 9. Please clarify what O.B.G. that is to be used for the proposed pavement section. Bid item 53 should be changed from OBG 9 to OBG 8 on the Bid Form. On plan sheet 3 at the construction entrance where the plans call out to install the Soil Tracking Prevention Device. Once the project is complete and the Soil Tracking Prevention Device is removed, will the new 12 Asphalt Maintenance Access Trail continue to the back of the concrete driveway? Please clarify. Yes. The Asphalt Maintenance Access Trail will continue to the back of the concrete driveway. I don t see on the plans any work taking place on the existing park entrance other than the removal of existing pavement at the south end and the installation of the wood bollards. Can clarification be made to the effect that no work is to take place on the remaining existing park entrance and will be left in the condition that it currently is in? No work will be completed on the northern portion of the existing driveway entrance. That portion of the entrance is to be left in its current condition or better. QUESTION 31: In the Technical Specifications, Section Temporary Bypass Pumping Provisions, Part 2 Bypass Pumping Systems, Sub-section 2.02 Capacity, paragraph A, it states The capacity of the bypass pumping system is described in Section When you go to Sub-Section 1.01 of Section 13567, I don t see anything covering the capacity of what the bypass pumping has to pump. Please provide the capacity of what the proposed bypass system will have to facilitate. See response to Question 19. QUESTION 32: Sheet 2: The COT root pruning standards need to be followed. Please add the following specification to the plan set. Root pruning should be shown, notes mention tunneling under root systems.

8 Page 8 of 9 Root Prune Specification Root Pruning may be necessary where there are existing trees according to the plans and notes, or documented in Figure B of Addendum #3. The Contractor is to verify site conditions and scope of work prior to submitting their bid. Root pruning shall be done by a certified, qualified arborist using a Dosko Root Pruner or the equivalent piece of machinery. The Contractor is to obtain approval from City of Tampa Project Manager for equivalent piece of machinery prior to conducting root pruning. Roots shall be cut even and smooth with soil and rootball intact beginning one inch offset from back of curb and continuing parallel to a depth not to exceed approximately nine inches. Following construction activity, the qualified arborist shall drench the perimeter of the rootball(s) with an approved systemic fungicide and root inducing hormone e.g. IBA. QUESTION 33: In the RFB under General Conditions, section 2.2 Terms. In the first sentence it states, The agreement will be effective upon execution by both parties and will remain in effect for eighteen months. But in the last sentence in this section it states The time period from the Notice to Proceed (NTP) to Substantial Completion shall be no more than ten (10) months. Final Completion shall be no more than two (2) months from Substantial Completion. The two sentences seem to contradict each other. What will be the actual term of the contract before liquidated damages go into effect? Please clarify. The additional six months of time added to the term beyond the expected total 12 months for project completion are included to avoid the need to amend the agreement in the event unforeseen circumstances, especially weather related issues, delaying the work from being completed within 12 months. The bidder s progress schedule is expected to be for a total of ten (10) months from NTP to Substantial Completion with an additional two (2) months for Final Completion. Liquidated damages could be assessed if the contractor delays the completion of the project without justifiable, documented and approved reasons. Section 2.22 in the RFB Specification provides information regarding the assessment of liquidated damages QUESTION 34: There is a call out on the plans to install dia. rip rap 24 thick at the 72 FES and there is a call out for 8 12 dia. Rip rap 18 thick at the spillway outfall and at the south east corner of the pond. There are two different types of rip rap but only one bid item for the rip rap. This bid item needs to be broke up into the two different sizes and provide a quantity for each, as the price to purchase for the two are different. QUESTION 35: The Bid Response Form, Attachment 1 to the RFB Specifications has been revised to account for the different sized riprap. Line number 33 on the Revised Bid Response Form was changed to 440 ton for the diameter (24 thick blanket) riprap and line number 63 was added for 720 ton for the 8-12 diameter (18 thick blanket) riprap. The Revised Bid Response Form is attached to Addendum 3. Please provide a detailed drawing with dimensions of the bridge support/footers in order to determine the exact locations, elevations and distance from the planned microtunnel.
