1 SITE AND EXISTING BUILDING INFORMATION Version June 1, 2011 GENERAL This competition is focused on a specific site located in the 1300 block of Oretha C. Haley Boulevard between Thalia Street and Erato Street in New Orleans. (1307 O.C. Haley Blvd. New Orleans, LA 70113). Occupying an entire city block, this site is the location of the former Myrtle Rosebella Banks Elementary School. The existing facility occupies less than half of the site and comprises a three story, roughly 40,000 square foot masonry structure. All site and building information is approximate and its use should be limited to the conceptual design of the Competition only. Access to the design site is not permitted. BUILDING The school building was designed by E.A. Christy (Edgar Angelo Christy, City Architect) and built in 1910 and opened in 1910 as McDonogh School No. 38 replacing two smaller school buildings that dated back to the 19 th century. The school was closed in 2002 due to low enrollment and has been vacant since. Fortunately National Oceanic and Atmospheric Administration (NOAA) public flood maps indicate that the building did not sustain storm floodwater in the aftermath of Hurricane Katrina. In 2008 a fire damaged much of the interior and roof of the building however the majority of the structure and façade of the building remain in tact. The building is generally in poor condition with major structural and shell systems in tact and able to be salvaged. The building s substructure is concrete piers and beams and concrete columns. The superstructure of the building shell is comprised of double wythe brick walls. Floor construction consists of metal pan and concrete fill. The windows are wood frame with operable lites. Exterior doors are solid core wood with glazing. Interior construction is typically plaster over metal lathe and wood framing. Stair construction includes wood risers and treads. Most of the interior finishes and likely some of the structure will need to be replaced during the re commissioning of the building. Records indicate that the building is 39,976 square feet, however this number likely include areas other than what is defined by the perimeter walls. Without reliable original architectural drawings or as built surveyed drawings all dimensions must be considered approximate and should be used as general building volume indicators only. The only known records of the original architectural drawings exist in the 1910 publication of Architectural Arts and its Allies, volume 5.
