26 REACH REGULATION Introduction to the REACH regulation and the full adaptation of Pezzol products. On December 18, 2006 the European Parliament released the REACH regulation (registration, evaluation and authorization of chemicals) This requires the companies producing or companies that use chemical substances a series of obligations: Pre-registration (from June 1 to Dec ) and further registrations (in a variable time span depending on the toxicity of the substances and the quantity produced or imported) of nearly all chemicals in a special data base managed by ECHA (European chemicals agency). Such registration is mandatory for companies located in the EU that - manufacture chemicals -produce or import items that intentionally release, chemical substances for more than one ton a year. According to the REACH regulation, Pezzol products do not fit the definition of chemical substance or Item that intentionally releases chemical substances. Therefore the company is an end user and does not have to do any pre-registration. In fact, even if the Pezzol production process leads to the synthesis of polyurethane, this is considered as a reaction of a polymer. REACH does not require in any case the registration of polymers, neither liquid nor grain form. The registration is even not requested when the polymers took a whatever form to be considered articles. Pezzol s.r.l. has put in place all the necessary initiatives for the correct implementation of the REACH registration. -setting an exchange of information with its suppliers of raw materials, checking that they performed the pre-registration (ended on Dec. 1, 2008). -Acquiring detailed documentation of the pre-registration of the chemicals bought and used in each step of the production process. Attached are the necessary technical data sheets. -Requesting all its suppliers of articles to comply with the REACH regulations, providing adequate documentation. After this, the company has relations only with the suppliers who have sent in the complete documentation regarding their compliance with REACH. Thanks to the fruitful interaction and verifications with its suppliers, Pezzol can guarantee to its customers that its products comply with the requirements of the REACH regulations especially regarding the presence of substances defined as SVHC(substances of very high concentration) present in the candidate list (Table 1) and specifically that its product contain a quantity far below than 0,1% in weight (w/w). Pezzol s engagement with the suppliers does not end in the pre - registration phase, because during the registration phase, the suppliers must provide data and information related to the physical-chemical, toxicological and ecotoxicological properties. They also have to evaluate the exposure of the human being and the environment in order to identify the substances thus fulfilling the requirements of the Reach Regulation. Further more, PEZZOL constantly monitors the evolving of the candidate list, (because the update is going on continuously), and the work of its suppliers in order to supply the customers with products not only of high technical standards, but safe for man s health and always answering to European Regulations.
