2 American Society for Testing and Materials: ASTM C171-97a - Sheet Materials for Curing Concrete ASTM C507-95a - Reinforced Concrete Elliptical Culvert, Storm Drain and Sewer Pipe ASTM A760M-90 - Smooth Inside Wall Spiral Rib Steel Pipe DEFINITIONS Backfilling: means the operation of filling the trench with embedment and backfill material. Concrete Appurtenances: mean concrete head walls, cut-off walls, stiffeners, aprons, collars and any other concrete fixtures associated with the pipe culvert excluding concrete bedding or concrete structures covered elsewhere in the Contract and specified as such. Excavation, Earth and Rock: means the excavation classified as earth and rock according to OPSS 206. Flexible Pipe: includes polyvinyl chloride pipe (PVC), polyethylene (PE), corrugated steel pipe (CSP) or smooth inside wall spiral rib steel pipe. Pipe Culvert: means an installation designed to provide for the conveyance of surface water, pedestrians or livestock using preformed or precast pipe sections, circular or non-circular in cross-section, laid end to end using suitable joint materials * Designer Fill-in See Notes to Designer MATERIALS Pipe Materials General Pipe type and class shall be selected according to the terms of the Contract. The pipe size shall be according to the size specified; however, if the size specified is not available then the next larger size pipe shall be used. Fittings shall be suitable for and compatible with the class and type of pipe for which they will be used. Couplers that do not follow the contour of the flexible pipe require a polyethylene gasket, which shall consist of a 2 m wide strip of 150 µm polyethylene film and shall be folded so as to produce a 1 m wide strip. The polyethylene shall be according to ASTM C 171. When flexible pipe culvert is specified, the Contractor may supply culvert pipe with a smooth or corrugated inside wall. When rigid pipe culvert is specified, the Contractor may only supply culvert pipe with a smooth inside wall. If the Contractor chooses to install concrete pipe, the bedding for that pipe shall be constructed according to the contract requirements for rigid pipe. All other pipe shall be constructed according to the contract requirements for the appropriate flexible pipe. April 2006 Pg. 2 of 9 SSP421F01
3 Concrete Pipe Circular concrete pipe and joints shall be according to OPSS Elliptical concrete pipe and joints shall be according to ASTM C Corrugated Steel Pipe Products Corrugated steel pipe products shall be according to OPSS Polyethylene Plastic Pipe Products Polyethylene plastic pipe products shall be according to OPSS Polyvinyl Chloride Plastic Pipe Products Polyvinyl chloride plastic pipe products shall be according to OPSS Smooth Inside Wall Spiral Rib Steel Pipe Smooth inside wall spiral rib steel pipes shall be according to ASTM A760M Mortar Mortar for joints shall be composed of one part normal Portland cement and two parts mortar sand, wetted with only sufficient water to make the mixture plastic. The mortar sand shall be according to OPSS 1004, the normal Portland cement shall be according to OPSS 1301, and the water shall be according to OPSS Clay Seal Clay seal material shall be according to OPSS Concrete Concrete for concrete appurtenances shall be according to OPSS 1350 with a nominal minimum 28 day compressive strength of 30 MPa Reinforcing Steel Reinforcing steel shall be of the size and grade specified and shall be according to OPSS Geotextile Geotextile shall be according to OPSS Backfill Backfill shall be earth, granular or native material and free of boulders over 150 mm, topsoil and other deleterious material as specified elsewhere in the Contract. The Contractor shall be responsible for ensuring the suitability of April 2006 Pg. 3 of 9 SSP421F01
4 the material used for backfill, and shall be supported by test results from a qualified and recognized testing laboratory. Rock fill surplus to the requirements of the Contract can be used provided that the pipe is protected by a minimum of cover material as specified in the contract CONSTRUCTION Protection Against Floatation Damage to the culvert due to floatation shall be prevented during construction and until completion of the work Cold Weather Work All work shall be protected from freezing. Pipes and bedding material shall not be installed on frozen ground. All ice and snow shall be removed from all portions of the work area. Frozen materials shall not be incorporated into the work. Material shall not be placed over frozen ground, ice or snow, except, at the Contractor's option, a single lift may be placed over frozen ground in which case final grading and compaction shall be done after the underlying materials have thawed Transporting, Unloading, Storing and Handling Pipe All pipes, fittings and gaskets that are unsound or damaged shall be rejected. Manufacturer's handling and storage recommendations shall be followed Excavation The excavation for installation of the pipe culvert shall be as specified elsewhere in the contract. The Contractor shall be responsible for excavating the trench within the horizontal and vertical limits specified in the contract. The variation in invert-elevation shall not exceed plus or minus 150 mm and any change within this limit shall not constitute a change in the scope of the work specified in the contract. Bedding elevation shall be adjusted according to the invert level. Where excavation of the trench exceeds the limits specified in the contract, the Contractor shall be responsible to reinstate the required trench limits using suitable material. Replacement material other than concrete shall be compacted to the density requirements of OPSS 501. Alternately, the Contractor shall submit a structurally acceptable design applicable to the revised trench limits and the Contractor shall be responsible for the design and construction of the revised pipe culvert Shoring and Bracing Where, due to the nature of the work, the Contractor shores or braces the excavation during the construction of the work, the Contractor shall carry out the work in accordance with OPSS 538. 5 Dewatering Dewatering shall be according to OPSS Protection Systems The construction of all protection systems shall be according to OPSS 539. Where the stability, safety or function of an existing roadway, railway, other works, or proposed works may be impaired due to the method of operation, such protection as may be required shall be provided Pipe Installation General If a universal dimple coupler or any other coupler which does not follow the contour of the flexible pipe sections to be joined, then polyethylene gaskets shall be installed at all joints where such couplers are used. Polyethylene gaskets shall be installed symmetrically about the pipe joint, between the coupler and the pipe, and should be of sufficient length to equal the circumference of the pipe plus a minimum overlap of 300 mm. Pipe shall be laid within the specified alignment and grade tolerances. When bell and spigot pipe is laid, the bell end of the pipe shall be laid upgrade. Pipe shall be kept clean as work progresses. Water shall not be allowed to flow through the pipe during construction. The trench shall be kept dry. When approved by the Contract Administrator the raising or lowering of the invert of a pipe culvert by up to 150 mm, will not constitute a Change in the Work and no adjustment will be made to the payment. Where the invert of a pipe culvert is raised or lowered by more than 150 mm, then this shall constitute a Change in the Work for the full extent of the change from the original grade. The pipe culvert cut-end finish and end sections shall be as specified. When installing gaskets all pipe ends shall be thoroughly cleaned and lubricated with a lubricant recommended by the pipe manufacturer. When gaskets have been affixed, the pipe shall be handled so the gasket is not damaged, displaced, or contaminated with foreign matter. Any gasket displaced or contaminated shall be removed, cleaned and lubricated if required, and reinstalled before closure of the joint is attempted. Once the pipe has been jointed, a test shall be made with a feeler gauge at intervals around the joint to make sure the gasket has not been displaced from the spigot groove. If the gasket is found out of position, the joint shall be opened and the gasket placed in its proper position. If necessary, a new gasket shall be installed Circular Concrete Pipe All circular concrete pipe joints shall have elastomeric gaskets. April 2006 Pg. 5 of 9 SSP421F01
6 Non-circular Concrete Pipe Pipe with lift holes shall be laid so that the lift holes are at the 12 o'clock position of the pipe. The lift holes shall be filled with non-shrink mortar before the trench is backfilled. All non-circular concrete pipe joints shall be wrapped with geotextile unless mortar joints are specified in the Contract. A 600 mm wide strip of geotextile shall be placed to form a continuous barrier centred around the exterior of the buried joints. Geotextile shall be of the type, class and filtration opening size specified in the Contract. Geotextiles shall be free of folds, tears and wrinkles. The geotextile shall be joined to conform to the seam requirements of OPSS Joints to be mortared shall be thoroughly cleaned and wetted before placing mortar Corrugated Steel Pipe The Contractor shall place the corrugated steel pipe according to recommendations of the manufacturer. The Contractor shall prevent any structural damage or distortion to the structural plate culvert when it is assembled and moved to the specified alignment and grade. The Contractor shall ensure that all assembly bolts are re-tightened with a minimum torque of 200 N m for gauge size less than 3.5 mm and 340 N m for gauge size greater than 3.5 mm Smooth Inside Wall Spiral Rib Steel Pipe The Contractor shall place the smooth inside wall spiral rib steel pipe according to recommendations of the manufacturer. The Contractor shall prevent any structural damage or distortion to the structural plate culvert when it is assembled and moved to the specified alignment and grade. The Contractor shall ensure that all assembly bolts are re-tightened with a minimum torque of 200 N m for gauge size less than 3.5 mm and 340 N m for gauge size greater than 3.5 mm Polyethylene Pipe The Contractor shall follow the recommendations given by the manufacturer for the pipe joints and ensure that the gasket is not damaged, displaced or contaminated with foreign matter. Polyethylene pipe couplers shall be connected such that the corrugations or projections of the coupler properly engage the pipe corrugations. The Contractor shall be responsible for replacing any displaced or out of position gasket and placing in its proper position before closure of the joints is attempted Polyvinyl Chloride Pipe Polyvinyl chloride plastic pipe shall be jointed using a bell and spigot joint with elastomeric gaskets. The Contractor shall follow the recommendations given by the manufacturer for the pipe joints and ensure that the gasket is not damaged, displaced or contaminated with foreign matter. 7 Cleaning and Flushing Pipe Culverts When specified, pipe culverts shall be cleaned and flushed just prior to inspection and acceptance Clay Seals Clay seals shall be placed as specified and compacted to 95% of the maximum dry density Concrete Appurtenances Concrete appurtenances shall be constructed as specified. Concrete in concrete appurtenances shall be placed according to OPSS 904. Reinforcing steel shall be placed according to OPSS 905. Steel grating shall be installed when specified Protection from Traffic Before allowing the movement of construction equipment or any vehicular traffic over the completed structure the depth of backfill over the pipe culvert shall be at least equal to the minimum specified for protection as specified in the Contract Backfilling and Compacting The Contractor shall prevent any structural damage or distortion to the pipe culvert during backfill and cover placement and compaction. Compaction of backfill material shall conform to OPSS 501 Backfill material shall be placed in uniform layers not exceeding 300 mm in loose depth for the full width of the trench and each layer shall be compacted to the density specified elsewhere in the Contract Documents. Protection system sheathing and any shoring and bracing required shall be withdrawn gradually as backfilling progresses. Backfill shall be placed and compacted in a manner that fills the voids left by pulled sheathing and shoring. Backfill shall be placed and compacted around and over sheathing and shoring left in place MEASUREMENT FOR PAYMENT Plan Quantity Measurement Rigid Pipe Culverts Flexible Pipe Culverts CSP Arch Culverts Structural Plate CSP Measurement for payment for these items is by Plan Quantity, as may be revised by Adjusted Plan Quantity, of the horizontal length of the pipe in metres, from one end of the pipe or pipe end section to the other end of the pipe or the other pipe end section. Where the grade of the pipe culvert is 10% or greater, then the above measurement is of the slope length. April 2006 Pg. 7 of 9 SSP421F01
8 Corrugated Steel Pipe Extensions Measurement for payment for Corrugated Steel Pipe Extensions is by Plan Quantity as may be revised by Adjusted Plan Quantity, of the horizontal length of the pipe extension in metres Rock Excavation for Culverts Measurement for payment for rock excavation for pipe culverts is by Plan Quantity as may be revised by Adjusted Plan Quantity, of the volume in cubic metres below the upper limit. The upper limit is the existing rock surface as measured after removal of overburden but before rock excavation or the top of shatter whichever is lower. Where the excavation for the above item overlaps excavation required for other work, the measurement shall be made as specified with no deduction for overlaps. The volume of boulders in an excavation shall be determined on the basis of the three maximum rectilinear dimensions. Where boulders classified as rock, are measured for payment, only the amount actually removed shall be considered for payment. The total volume of rock considered for payment shall not exceed the calculated volume of excavation within the theoretical lines Concrete Appurtenances Measurement for payment for concrete appurtenances is by Plan Quantity as may be revised by Adjusted Plan Quantity, of the volume of concrete placed in cubic metres BASIS OF PAYMENT Rigid Pipe Culvert - Item Flexible Pipe Culvert - Item CSP Arch Culverts - Item Structural Plate CSP -Item Payment at the contract price for these items shall be full compensation for all labour, equipment and materials for dewatering, installation and removal of shoring and bracing, earth excavation, bedding and backfill, including frost taper and earth excavation for concrete appurtenances or end sections, for removal of pavement, curb and gutter and sidewalk, except where there is a separate item for removal of pavement, curb and gutter and sidewalk which overlaps pavement curb and gutter, and sidewalk removal required for culvert placement, for the installation of the culvert, for the placing and compacting of bedding, cover and backfill material, and for the disposal of surplus excavated materials Should the earth excavation for pipe bedding and backfill, frost tapers, concrete appurtenances and end sections, overlap excavation required for any other work under the contract, then payment shall be made in accordance with the specification for such other work as though no excavation were required for the pipe installation. The Contractor shall be responsible for all additional costs involved with substituting the earth backfill material for the native material including disposal of the native materials. When native material is deemed unsuitable for reuse for reasons other than those attributable to the Contractor s mode of operation, any additional work done to provide acceptable earth backfill, beyond that work included in the original bid, shall be paid for as extra work according to the General Conditions of the Contract. 9 Corrugated Steel Pipe Extensions - Item Payment at the contract price for the corrugated steel pipe extensions specified shall be full compensation for all labour, equipment and material required to construct the corrugated steel pipe extensions as per the contract requirements Rock Excavation for Culverts - Item When the contract contains an item for rock excavation for culverts, payment at the contract price for rock excavation shall be full compensation for all labour, equipment and material required to excavate the rock and no alternations shall be made to the meter tender item for the pipe culverts so affected Concrete Appurtenances - Item Payment at the contract price for the concrete appurtenance specified shall be full compensation for all labour, equipment and material required to construct the concrete appurtenances as per the contract requirements Clay Seal - Item Payment at the contract price for clay seal shall be full compensation for supplying all labour, equipment and material required to perform the work of placing and trimming the clay seal as specified in the contract Swamp Excavation Where the Contract requires swamp excavation to place a pipe culvert, payment for the swamp excavation shall be under the tender item covering the swamp excavation for earth embankment construction. No alterations shall be made to the tender item for the pipe culvert so affected Closed Circuit Television Inspection When a CCTV inspection of pipe culverts is specified, payment for the CCTV inspection shall be included with the appropriate tender item.
