1 PPI NBR: L-A (REV 01) DATE: September 08, 2005 LOW DURABILITY PRESERVATION PROCESS INSTRUCTION (PPI) for RECOVERY, ASSIST, SECURING, AND TRAVERSING (RAST) TRACK SYSTEM to be used in conjunction with CORE PPI with a Cleanliness Level of SSPC-SP-11 (Minimum) (RAST Track Trough) and Cleanliness Level of SSPC-SP-10 (RAST Track Cover/Side Plates) Surface Preparation LOW DURABILITY USE OF THIS PPI REQUIRES A DEVIATION FROM SPECIFICATION RAST Track PPI 1
2 1. SCOPE: 1.1 Cleaning, Surface Preparation and Painting Requirements for RAST Track. 1.2 RISK STATEMENT: Risk for installation. If proper surface preparation and application procedures are not adhered to, coating system failure can occur within 3-6 months Risk for curing. REQUIREMENTS: (REFER TO CORE PPI EXCEPT FOR THE FOLLOWING) REQUIREMENTS FOR COATED AREAS. In accordance with reference 2.s, all contractors applying nonskid to US Naval Vessels INCONUS are required to maintain an active SSPC-QP1 certification with the Society for Protective Coatings (SSPC). Surface preparation shall be accomplished by certified blasters. Coating systems shall be applied by certified painters and test / inspection records maintained IAW Ref. 2.s, Section RAST Track PPI 2
3 (Quality Assurance Checklist). Checkpoints and final inspections shall be signed off by certified coating inspectors IN-PROCESS INSPECTIONS: Inspections are to be completed IAW Ref. 2.o, NSTM 631, Section 11 and Ref. 2.s, NSTM 634, Section The Responsible Government Representative certified coating inspector shall be given prior notice and shall perform an inspection of each coated area when the following checkpoints are reached: pre-surface preparation & cleaning, contamination containment and masking, surface preparation, paint storage area, mixing, prime coat, between successive coats of paint, topcoat of paint applied, nonskid applied, marking layout, color topping and area ready for final inspection. The Responsible Government Representative is also required to examine all data maintained by the paint foremen concerning environmental conditions, surface cleanliness, surface profile, and paint / nonskid thickness. Data shall be verified, depending on the checkpoint in question, including surface cleanliness, surface profile, wet film thickness, dry film thickness and workmanship. Environmental data, such as temperatures, relative humidity and dew point need only be verified if the inspector is doubtful of the recorded values. Deficiencies in personnel training, certification, record maintenance, equipment maintenance or any matter that is not IAW good painting practice shall be recorded. The coating inspector shall verify the successful completion of each checkpoint and sign and date the applicable spaces on Appendix RECORD KEEPING DURING SURFACE PREPARATION / PAINT AND NONSKID SYSTEM APPLICATION: A permanent record of environmental conditions, surface preparation, and nonskid system operations shall be maintained IAW Ref. 2.o, Section (Quality Assurance for Critical Coated Areas) and Ref. 2.s, Section , (Quality Assurance Checklist). Data shall be entered on Appendices 1A - 5 and 7. The record shall include dates and times of surface preparations, nonskid system operations, air temperatures, wet bulb, surface temperature, relative humidity and dew point. Enter on Appendix 1A the abrasive blast media manufacturer, type and size of abrasive used. Attach on Appendix 3 the TESTEX PRESS-O-FILM tapes used to measure surface profile. All appendices and data logger information shall be provided to the Contracting Regional Maintenance Center upon completion of the coating system installation. This information shall be retained for 3 years REVIEW OF RECORDS FOR FINAL COATING EVALUATION: A certified paint inspector authorized to represent NAVSEA shall review the Appendices of each area to ensure adequate quality control of the surface preparation, painting, and nonskid application process. Records shall include test and inspection data required by NSTM 631 Table (Ref. 2.o), and NSTM 634, Section 3.35, (Quality Assurance Checklist) (Ref. 2.s). Failure to produce such records, or records which indicate that surface preparation, painting and nonskid system application were not done IAW governing specifications/instructions, will be grounds for rejection RECORD DECK MARKINGS: Before removal of RAST track cover plates and track side plates, provide a record of existing periphery lines, exact locations, colors and dimensions of nonskid and deck coatings and markings on deck surfaces. Submit a copy to the Contracting Regional Maintenance Center and NAVSEA Technical Representative before starting pre-surface preparation. 4.8 ENVIRONMENTAL CONDITION READINGS: Environmental information on Appendices 1A-H shall be manually measured and recorded every 8 hours. Environmental readings shall be posted at the job site at all times, and an updated copy provided to the coating inspector and the Responsible Government Representative at each checkpoint for review. At each 8-hour recording period the readings shall be reviewed to determine if the environmental conditions are suitable for continued coating system installation. Additionally, a data logger shall be used to continuously monitor environmental conditions (air temperature, % relative humidity, and dew point) from 12 hours prior to, 48 hours after the application of a coat of paint IAW Ref. 2.c and NSTM 631, Sections 6, 7, and 8 and NSTM 634, Section 3.26 (Environmental Conditions) (Ref. 2.s). 4.9 TEMPERATURES TO BE MAINTAINED FOR NONSKID COATING SYSTEMS: Immediately prior to application of each layer of the coating system substrate surface temperature shall be taken. Readings shall be taken in five randomly chosen locations on the layer within the space and the highest and lowest surface temperatures measured recorded in Appendices 1B-1H. Additionally, readings shall be taken in five randomly chosen locations on the layer within the space and the highest and lowest surface temperatures measured recorded prior to resuming application of a layer of the coating system when there has been a temporary work interruption. Application of the next layer of the coating system shall not commence (or recommence after a temporary work interruption) until all recorded surface temperature readings are within the required range as specified in Ref. 2.c and NSTM 631, Section 6.3 and Ref. 2.s, Section (Environmental Conditions). If any reading is outside of the required range, the contractor must take additional action to control the temperature in the space and return the surface temperature readings to within the required range. Additional readings shall be RAST Track PPI 3
4 taken a minimum of hourly until the readings are returned to within the required range. If inconsistencies between the acceptable ambient and surface temperature ranges in Ref. 2.c, NSTM 631, Section 6.3, and Ref. 2.s, Section (Environmental Conditions) exist, the more stringent requirements shall be followed. If required ambient and surface temperatures are not provided or are unclear, contact Responsible Contracting Authority for resolution. 5. PRE-SURFACE PREPARATION: (REFER TO CORE PPI) 6. SURFACE PREPARATION: (REFER TO CORE PPI EXCEPT FOR THE FOLLOWING) NOTE: NOTE: CONTRACTING REGIONAL MAINTENANCE CENTER SHALL DESIGNATE ONE OF THE FOLLOWING METHODS TO ACHIEVE A CLEANLINESS LEVEL OF SSPC-SP-11 (MINIMUM) SURFACE PREPARATION TO SUPPORT POSTS AND BLOCKS, INTERIOR SURFACE OF THE RAST TRACK TROUGH, DECK AREAS WHERE COVER & SIDE PLATES WERE REMOVED ON EACH SIDE OF TROUGH, PULLEYS AND OTHER INSTALLED OPERATING MECHANISMS NORMALLY PAINTED: 1) POWER TOOL TO BARE METAL (SSPC-SP-11) 2) ABRASIVE BLASTING WITH ABRASIVE SPONGE MEDIA CONTRACTING REGIONAL MAINTENANCE CENTER SHALL DESIGNATE ONE OF THE FOLLOWING METHODS TO ACHIEVE A CLEANLINESS LEVEL OF SSPC-SP-10 SURFACE PREPARATION TO THE RAST TRACK COVER PLATES / TRACK SIDE PLATES: 1) Dry abrasive blasting 2) Dry abrasive blasting with abrasive sponge media 3) Wet abrasive blasting followed by dry abrasive blasting to remove flash rust 4) Wet abrasive blasting followed by dry abrasive blasting with abrasive sponge media to remove flash rust 5) UHP water jetting followed by dry abrasive blasting to remove flash rust and ensure a mil surface profile 6) UHP water jetting followed by dry abrasive blasting with abrasive sponge media to remove flash rust and ensure a mil surface profile 7. PAINTING REQUIREMENTS: (REFER TO CORE PPI EXCEPT FOR THE FOLLOWING) NOTE: CONTRACTING REGIONAL MAINTENANCE CENTER SHALL DESIGNATE COATING SYSTEM TO BE APPLIED. 7.1 WET FILM MEASUREMENTS: During application, applicators shall monitor wet film thickness using wet film gauges IAW Refs. 2.o and 2.s. Random wet film thickness (WFT) measurements shall be taken and recorded in Appendix 7 during the application process to ensure the specified dry film thickness (DFT) is achieved. Submit Appendix 7 at each checkpoint to QA Receipt inspection of contractor-furnished MIL-PRF coatings (primer, stripe, intermediate) are the same requirements as specified under MIL-PRF in the CORE PPI paragraphs and MIXING: PAINT AND NONSKID (Paint): Mix all paint thoroughly in their individual container to disperse pigments and assure homogeneity. Combine and thoroughly mix epoxy components prior to use IAW Ref. 2.c and Ref. 2.s, Section (Nonskid): Mix all nonskid thoroughly in their individual container to disperse pigments and assure homogeneity. Combine and thoroughly mix epoxy components prior to use IAW Ref. 2.c and Ref. 2.s, (erature): Verify paint and nonskid are within the mixing temperature as specified IAW Refs. 2.c, 2.o, and 2.s. If inconsistencies exist between the above documents, the more stringent guideline will be followed. Record mixing temperatures in Appendices 1B-1H (Mixing): Verify paint and nonskid are mixed thoroughly prior to use IAW Refs. 2.c, 2.o, and 2.s. Record satisfactory completion in Appendix SECTION 8 REFERS TO COATING SYSTEM APPLICATION TO THE INTERIOR SURFACE OF THE RAST TRACK TROUGH, INCLUDING DECK AREAS WHERE COVER & SIDE PLATES WERE REMOVED ON RAST Track PPI 4
5 EACH SIDE OF TROUGH, SUPPORT POSTS AND BLOCKS, PULLEYS AND OTHER INSTALLED OPERATING MECHANISMS NORMALLY PAINTED 8.1 PRIMER COAT APPLICATION: (REFER TO SECTION 8 OF CORE PPI) 8.2 STRIPE COAT APPLICATION: (REFER TO SECTION 9 OF CORE PPI) 8.3 TOPCOAT DECK GRAY APPLICATION: (REFER TO SECTION 12 OF CORE PPI) 9. SECTION 9 REFERS TO COATING SYSTEM APPLICATION TO RAST TRACK COVER PLATES AND TRACK SIDE PLATES 9.1 PRIMER COAT APPLICATION: CHECKPOINT (Test for Assessment of Surface Cleanliness): Immediately prior to prime coat application the surface shall be checked for dust IAW Ref 2.k. The dust rating shall be no greater than Rating 1, Class 2. For structures up to 1,000 ft 2, three readings shall be taken. No reading shall be taken in the same 100 ft 2 area as another reading. For every additional 100 ft 2 above 1,000 ft 2, one additional measurement shall be taken. Document readings on Appendix Apply prime coat specified in Appendix 8, IAW Ref. 2.c, and Ref. 2.s, Section During application, immediately brush out any drips or puddles CHECKPOINT (Prime Coat): Verify prime coat is applied IAW Ref. 2.c, and Ref. 2.s, Section (Holiday Inspection): Accomplish a visual holiday inspection of prime coat (Dry Film Thickness): Accomplish dry film thickness measurements IAW Ref. 2.b and Ref. 2.s, Section All tests and inspections noting unsatisfactory conditions shall result in the termination and rescheduling of the checkpoint. At rescheduled checkpoint, QA will document satisfactory corrective actions taken to correct discrepancy In order to pass the checkpoint, Appendices 1C, 4, 5, 6B and 7 shall be up to date and submitted to QA. QA shall sign in the appropriate areas on Appendix STRIPE COAT APPLICATION: CHECKPOINT (Test for Assessment of Surface Cleanliness): Immediately prior to stripe coat application the primer coat surface shall be checked for dust IAW Ref 2.k. The dust rating shall be no greater than Rating 1, Class 2. For structures up to 1,000 ft 2, three readings shall be taken. No reading shall be taken in the same 100 ft 2 area as another reading. For every additional 100 ft 2 above 1,000 ft 2, one additional measurement shall be taken. Document readings on Appendix Check for evidence of Amine Bloom such as discoloration of paint coating or clear oily film. If evidence of Amine Bloom is present, perform low-pressure water wash or wipe surfaces clean using ethanol/water mixture Apply Stripe Coat specified in Appendix 8, with typical paint equipment IAW Ref. 2.c, and Ref. 2.s, Section Stripe coat by brush in areas not accessible by paint spray equipment. During application, immediately brush out any runs, drips, sags or puddles CHECKPOINT (Stripe Coat): Verify stripe coat is applied IAW Ref. 2.c, and Ref. 2.s, Section (Holiday Inspection): Accomplish a visual holiday inspection of Stripe coat All tests and inspections noting unsatisfactory conditions shall result in the termination and rescheduling of the checkpoint. At rescheduled checkpoint, QA will document satisfactory corrective actions taken to correct discrepancy In order to pass the checkpoint, Appendices 1D, 4, 5, 6B and 7 shall be up to date and submitted to QA. QA shall sign in the appropriate areas on Appendix INTERMEDIATE COAT APPLICATION (OPTIONAL): RAST Track PPI 5
6 9.3.1 CHECKPOINT (Test for Assessment of Surface Cleanliness): Immediately prior to intermediate coat application the stripe coat surface shall be checked for dust IAW Ref 2.k. The dust rating shall be no greater than Rating 1, Class 2. For structures up to 1,000 ft 2, three readings shall be taken. No reading shall be taken in the same 100 ft 2 area as another reading. For every additional 100 ft 2 above 1,000 ft 2, one additional measurement shall be taken. Document readings on Appendix Check for evidence of Amine Bloom such as discoloration of paint coating or clear oily film. If evidence of Amine Bloom is present, wipe surfaces clean using approved solvent Super High Flash Naphtha, unless there is a compatibility issue, in which coating manufacturer shall be contacted for resolution Apply intermediate coat specified in Appendix 8, IAW Ref. 2.c, and Ref. 2.s, Section During application, immediately brush out any drips or puddles CHECKPOINT (Intermediate Coat): Verify intermediate coat is applied IAW Ref. 2.c, and Ref. 2.s, Section (Holiday Inspection): Accomplish a visual holiday inspection of Intermediate coat (Dry Film Thickness): Accomplish dry film thickness measurements IAW Ref. 2.b and Ref. 2.s, Section All tests and inspections noting unsatisfactory conditions shall result in the termination and rescheduling of the checkpoint. At rescheduled checkpoint, QA will document satisfactory corrective actions taken to correct discrepancy In order to pass the checkpoint, Appendices 1E, 4, 5, 6B and 7 shall be up to date and submitted to QA. QA shall sign in the appropriate areas on Appendix NONSKID APPLICATION: NOTE: PERFORM NONSKID COATING SYSTEM APPLICATION TO TOP OF RAST TRACK COVER PLATES & TRACK SIDE PLATES CHECKPOINT (Test for Assessment of Surface Cleanliness): Immediately prior to nonskid application the preceding coat surface shall be checked for dust IAW Ref 2.k. The dust rating shall be no greater than Rating 1, Class 2. For structures up to 1,000 ft 2, three readings shall be taken. No reading shall be taken in the same 100 ft 2 area as another reading. For every additional 100 ft 2 above 1,000 ft 2, one additional measurement shall be taken. Document readings on Appendix Apply LSA / UV resistant nonskid specified in Appendix 8, IAW Ref. 2.c, and Ref. 2.s, Section Apply to specified areas IAW paragraph of this PPI record of deck markings, and Ref. 2.s, Figure CHECKPOINT (Nonskid): Verify nonskid is applied IAW Ref. 2.c, and Ref. 2.s, Section (Holiday Inspection): Accomplish a visual holiday inspection of nonskid coat All tests and inspections noting unsatisfactory conditions shall result in the termination and rescheduling of the checkpoint. At rescheduled checkpoint, QA will document satisfactory corrective actions taken to correct discrepancy In order to pass the checkpoint, Appendices 1F, 5 and 6B shall be up to date and submitted to QA. QA shall sign in the appropriate areas on Appendix Remove all masking material immediately following nonskid application. 9.5 TOPCOAT DECK GRAY APPLICATION: NOTE: PERFORM TOPCOAT APPLICATION TO THE EXPOSED DECK SURFACES NOT RECEIVING NONSKID CHECKPOINT (Test for Assessment of Surface Cleanliness): Immediately prior to topcoat deck gray application the preceding coat surface shall be checked for dust IAW Ref 2.k. The dust rating shall be no greater than Rating 1, Class 2. For structures up to 1,000 ft 2, three readings shall be taken. No RAST Track PPI 6
7 reading shall be taken in the same 100 ft 2 area as another reading. For every additional 100 ft 2 above 1,000 ft 2, one additional measurement shall be taken. Document readings on Appendix Check for evidence of Amine Bloom such as discoloration of paint coating or clear oily film. At rescheduled checkpoint, QA will document satisfactory corrective actions taken to correct discrepancy In order to pass the checkpoint, Appendices 1G, 4, 5, 6B and 7 shall be up to date and submitted to QA. QA shall sign in the appropriate areas on Appendix HARDWARE INSTALLATION: 10.1 Install RAST Track Cover Plates, Track Side Plates and associated hardware and fasteners. 11. LAYOUT OF MARKING: 11.1 Layout deck marking IAW Ref. 2.t and as designated by the NAVAL Air Engineering Representative via the Contracting Regional Maintenance Center CHECKPOINT (Marking Layout): Accomplish layout inspection with the NAWC Representative. Notify the Contracting Regional Maintenance Center a minimum of 24 hours, but not more than 2 working days prior to the lay out inspection. 12. COLOR TOPPING APPLICATION: 12.1 CHECKPOINT (Test for Assessment of Surface Cleanliness): Immediately prior to color topping application the nonskid surface will be visually checked for dust and debris Check for evidence of Amine Bloom such as discoloration of paint coating or clear oily film. If evidence of Amine Bloom is present, wipe surfaces clean using approved solvent Super High Flash Naphtha, unless there is a compatibility issue, in which coating manufacturer shall be contacted for resolution Apply LSA color topping specified in Appendix 8, IAW Ref. 2.c, and Ref. 2.s, Section Apply to specified areas IAW paragraph of this PPI record of deck markings, and Ref. 2.s, Figure During application, immediately brush out any drips or puddles CHECKPOINT (Color Topping): Verify color topping is applied IAW Ref. 2.c, and Ref. 2.s, Section (Holiday Inspection): Accomplish a visual holiday inspection of color topping All tests and inspections noting unsatisfactory conditions shall result in the termination and rescheduling of the checkpoint. At rescheduled checkpoint, QA will document satisfactory corrective actions taken to correct discrepancy In order to pass the checkpoint, Appendices 1H, 5 and 6B shall be up to date and submitted to QA. QA shall sign in the appropriate areas on Appendix Remove all masking material immediately following color topping installation. 13. FINAL INSPECTION: 14.1 CHECKPOINT (Finished Painted Surfaces): RAST Track PPI 7
8 (Holiday Inspection): Perform a visual holiday check on the finished painted/coated system. Any holiday found shall be touched up (Dry Film Thickness): Accomplish final dry film thickness measurements on painted surfaces IAW Ref. 2.b and Ref. 2.s, Section Coating imperfections found, which may cause premature coating failure, shall be corrected before the paint and nonskid systems are accepted. Slight imperfections in the coating system are allowable, as long as they are not below minimum mils, and will not result in premature failure of the coating in the immediate vicinity of the imperfection. Such slight imperfections should be left intact, as trying to correct them could result in damage to the surrounding coating system In order to pass the checkpoint, any Appendices required by the certified coating inspector shall be up to date or completed and submitted to QA. QA shall sign in the appropriate areas on Appendix 5. All test inspections noting unsatisfactory conditions shall be corrected.
