1 BOARD OF SUPERVISORS BUSINESS MEETING ACTION ITEM Date of Meeting: October 7, SUBJECT: ELECTION DISTRICT: CRITICAL ACTION DATE: STAFF CONTACTS: Installation of Traffic Calming Measures in the Forest Manor Subdivision Dulles At the Pleasure of the Board Eloisa Thring, Transportation & Capital Infrastructure Kathleen Leidich, Transportation & Capital Infrastructure Joe Kroboth, Transportation & Capital Infrastructure PURPOSE: To authorize the use of $1,600 of appropriated funding in the Claiborne Parkway Extension project for the installation of Watch for Children signs and its perpetual maintenance by the County s Department of General Services, and the request for the Virginia Department of Transportation (VDOT) to review and approve the installation of $200 Additional Fine for Speeding signs in the Forest Manor subdivision. RECOMMENDATIONS: Staff recommends that the Board of Supervisors (Board) authorize the use of $1,600 in the Claiborne Parkway Extension project for the installation of the proposed traffic calming measures in the Forest Manor subdivision. BACKGROUND: The Forest Manor Subdivision is located at the northwest quadrant of the Ryan Road (Route 772) and the future Claiborne Parkway (Route 901) in the Dulles Election District. This subdivision consists of 73 single-family homes. All streets within the subdivision are classified as local roadways with a statutory speed limit of 25 miles per hour and are in the VDOT Secondary Roadway System (Attachment 1). During negotiations with the Forest Manor Homeowners Association (HOA), to acquire land needed for the construction of Claiborne Parkway (Route 901) between Croson Lane (Route 645) and Ryan Road (Route 772), they had requested the installation of signage to address the anticipated and/or perceived vehicular speeding in their community. Following the construction of the segment of Claiborne Parkway (Route 901), residents are concerned that traffic will divert through their neighborhood to avoid congestion and future traffic signals. These efforts are being recommended as a mitigation tool to prevent those adverse consequences of the road construction. As a result, the Department of Transportation and Capital Infrastructure (DTCI) is proposing to install the Watch for Children signs at the two (2) subdivision entry points, which are Still Creek
2 Item 5, Installation of Traffic Calming Measures in the Forest Manor Subdivision Board of Supervisors Business Meeting October 7, 2014 Page 2 Drive (Route 2454) near Forest Run Drive (Route 2453) and Forest Manor Drive (Route 2450) near Ryan Road (Route 772) (Attachment 1). DTCI staff is also requesting the installation of the $200 Additional Fines for Speeding sign at the Forest Manor Drive/Ryan Road entrance. The implementation of these signs do not require speed studies or undergoing the petition process of the traffic calming program. The Forest Manor HOA is in agreement with the proposed locations of these signs. On March 5, 2014, the Board authorized the County Administrator to enter into an agreement between Loudoun County and VDOT to install and maintain the future installation of Watch for Children signs in the VDOT right-of-way (7-0-2, Delgaudio, Letourneau absent). The future sign installations, maintenance and replacements will be handled by the County. As for the $200 Additional Fines for Speeding sign, VDOT is exclusively responsible for its installation and perpetual maintenance costs. ISSUES: The pursuit of installing these signs were a condition of the land acquisition agreement reached with the Forest Manor subdivision for the Claiborne Parkway Extension project. Failing to authorize this installation could result in additional negotiations and actions with the Forest Manor HOA. On August 17, 2015, Loudoun County and the Forest Manor HOA entered into a contract to purchase the land for the completion of the Claiborne Parkway project and on the same date the Forest Manor HOA executed the deed conveying the land and easements to the Board. The deed was signed by Chairman York on September 3, Because the deed also vacated open space easements, it has not been recorded yet, as it is awaiting a substituted open space easement that is to be filed. FISCAL IMPACT: The total cost estimate for the installation of the Watch for Children signs in the Forest Manor subdivision is $1,600. Sufficient funding exists in the Claiborne Parkway extension capital project account to install the signs. Staff is proposing to use $1,600 in state funding, which is already appropriated in the Claiborne Parkway project. Additionally, the Watch for Children signs will be maintained and replaced by General Services using operating funds as needed, with an estimated replacement cost equal to or slightly less than the installation cost. ALTERNATIVES: If the Board chooses not to authorize the use of $1,600 in the Claiborne Parkway Extension project for the installation of the proposed traffic calming measures in the Forest Manor subdivision then the signs will not be installed and staff would identify alternative funding to complete installation of the aforementioned signs. DRAFT MOTIONS: 1. I move that the Board of Supervisors authorize the use of $1,600 in the Claiborne Parkway Extension project within the Capital Fund to implement the installation of the Watch for Children signs in the Forest Manor subdivision as described herein. AND

5 RESOLUTION WHEREAS, the General Assembly amended the Code of Virginia in 1999 by adding Subsection to provide roadway signs alerting motorists that the fine for exceeding the maximum speed limit in residence district is $200.00, and WHEREAS, the Commonwealth Transportation Board adopted a policy on June 17, 1999 establishing eligibility criteria for highways and procedures for requesting the signs and outlining the responsibilities of the locality and the Virginia Department of Transportation (VDOT), and WHEREAS, the residents in the Forest Manor subdivision are concerned about vehicular speeding and pedestrian safety, and have requested for traffic calming, and WHEREAS, the County of Loudoun has determined that the highways requested for signs meet the definition of a local residential, collector, or minor arterial highway and have documented speeding issues thereon, and WHEREAS, the County of Loudoun Board of Supervisors authorize the County Administrator to enter into an agreement between Loudoun County and the Virginia Department of Transportation to install and maintain Watch for Children signs in the VDOT right-of-way on March 5, 2014, WHEREAS, the Commonwealth Transportation Board provides that funding for the installation of the $200 Additional Fines for Speeding signs in the Forest Manor subdivision s entry points, which are located at Still Creek Drive (Route 2454) near Forest Run Drive (Route 2453) and Forest Manor Drive (Route 2450) near Ryan Road, shall come from the Traffic Services Cost Center of the Virginia Department of Transportation s Loudoun County Secondary Road Fund, and NOW, THEREFORE, BE IT RESOLVED that the Loudoun County Board of Supervisors does hereby request the Virginia Department of Transportation install $200 Additional Fines for Speeding signs on the referenced highways as described herein.
