3 Forêt Montmorency: WHAT IS IT? EXCERPT FROM THE MINUTES OF THE MEETING OF THE EXECUTIVE COUNCIL OF LAVAL UNIVERSITY ON THE 30TH DAY OF JUNE The wooded area known as "Montmorency Forest", 25.8 square miles in size, located in the southeastern part of the Laurentian Provincial Park, Montmorency River Basin. With the permission of the Minister of Lands and Forests, the University has occupied the Montmorency Forest for teaching and research purposes since August 13, With the motion duly moved and seconded, it was unanimously resolved: To accept, retroactive to August 13, 1964, the terms and conditions set out in the contract, the leasing of the Montmorency Forest in favour of Laval University for a period of 99 years.

4 In 1964, leasing contract between the Government of Québec and Laval University: return of Anglo-Pulp Company's concession to the Government of Québec. 5 Recreational activities: Why? In 1972: The Montmorency Forest Education Center was created as part of a program of the Ministry of Lands and Forests. - Significant government investments in infrastructure (trails) In 1985: The University closes the MF pavilion but... In 1987: The Sports Activities Department takes over recreational activities and management of the pavilion. -The teaching of recreation develops and supports funding for the station These three stages constituted important moments in the development of the IRM at the MF since they have strongly influenced the diversification of activities provided on the territory by specifying the importance of the MF s mission.

6 Recreational activities: Why? 1986: Appearance of the Forest Act (replacing the concession system) - This law, established by Article 112, teaching and research forests "In order to promote practical teaching and applied research in forestry, the Minister may establish educational and research forests within forest reserves. Thus, the Montmorency Forest becomes a teaching and research forest (TRF), the management agreement of which was defined in 1964.

7 In 2016: Research at MF? In its primary role, Montmorency Forest, is a place of educational production for teaching and research in forestry sciences. More than 600 publications to date on the site (currently 52 active research projects) Numerous subjects coming from differents horizon (students, researchers, ) The MF is a pizza of research projects

8 A production of one-off experiences while maintaining a global Experience What is the Montmorency Forest Experience? - Research to develop a resource management approach to maximize the benefits for each cubic meter of land. - For managers, it is a three-dimensional vision that generates a "multi-resource" culture

In addition, this forest will be managed according to the principles of multi-use management covering all forest resources, not only wood resources. 13 The 1966 management plan Establishes the guidelines and vision of a "multi-resource culture" by defining zoning composed of 37 compartments that was established for administrative purposes Puts enormous emphasis on ecological characterization - Comprehensive inventory, volume tables, stock tables, volume distribution,... - Ex: three distinct ecological types with corresponding scenarios A brief overview of another resource: fishing

14 A Management Plan listening to social mandates Because of its proximity to the Laurentian Park (created in 1895), the concept of resource management, other than wood, was largely influenced by the government's role in the province of Quebec s forests. "With the exception of this territory, according to the law, as a forest reserve, a fishing and hunting place, a public park and a place for relaxation. " (Quebec s Forestry Problem, Association of Forestry Engineers of Quebec, 1949)

Dedicates a section of the territory to recreational development Establishes special regulations - Concerning fishing - The extension of Camp Mercier s network of cross-country ski trails at the Montmorency Forest Note: Provided that it does not impede the forestry management plan

18 The 1976 Plan: First plan to announce the intention of recreational development The 1976 Plan states that "the integrated management of forest resources has been achieved in particular through the development of the Black River Falls and Lake Piché" The Plan responds to the era s social mandate: access to public land

20 The 1988 Plan: First Integrated Management Plan Dedicates a section to wildlife resources - Implies a radical change in management: We move from passive management to "wildlife production" mode Dedicates a section to recreation management Affirms the positioning of the MF - In popular education - In the cross-country skiing tourism product - In the recreational use of wildlife

21 A management mode that takes the strategic shift to zoning "by function" Reforms zoning to incorporate integrated management using the dominant forest function. "Timber production can generally be compatible, if not complementary, with other forest functions, as long as certain types of intervention are respected. "
