4 What is a Management System? A management system is essentially a framework of policies, processes and procedures to assist an organisation achieve its objectives. Forest Management System means the State s suite of legislation, policies, codes, plans and management practices as summarised in Tasmania s Forest Management System: An Overview (2017) as amended from time to time. 9 Tasmanian Regional Forest Agreement The RFA is an intergovernmental agreement between the Australian and Tasmanian Governments, originally signed in The RFA was varied in 2001, 2007 and 2017, and by a supplementary agreement in The RFA does two basic things: i. It commits the Tasmanian Government to continuing to implement its forest management system (including its system of conservation reserves and its production forestry systems) and to continue to improve the system through collection of evidence, response to feedback and adaptive management. ii. It provides a mechanism under which the Australian Government assesses and maintains accreditation of Tasmania s forest management system as meeting the objectives of the Environment Protection and Biodiversity Conservation Act 1999 (EPBCA). Another way of describing the RFA is a formal agreed framework for continuous improvement and adaptive management of Tasmania s forest management system.
10 Continuous improvement A system is never perfect - there is always room for improvement. In the context of Tasmania s forest management system - designed to deliver sustainable forest management improvements need to be considered in the context of environmental, social and economic outcomes.
