1 IV. Tree Protection & Preservation A. Participation at the Construction Planning Stage 1. All Contracted Design Services shall receive a copy Tree Care Plan Sections appropriate to the given project as part of the bid package. 2. Landscape & Grounds Manager shall attempt to attend any project planning meetings involving outdoor spaces 3. All bid packages shall include a staging plan that delineates protection for trees within the staging areas of both indoor and outdoor projects B. Tree Protection Prior to Construction 1. Pre-construction meetings shall include explanations and deadlines for any pruning or transplanting necessary for successful project start 2. Landscape & Grounds manager shall be notified as soon as Facilities planning professionals become aware trees will be impacted by a project. Any delay meeting this requirement can cost the life of a tree and/or additional costs for emergency work. C. Tree Protection during Construction 1. General Condition - Strict adherence to ISU s Tree Preservation Plan, details and specifications will be enforced. A separate Tree Preservation Plan shall be prepared by the architect/engineer shall include identification of the individual trees to receive tree care as per this specification. The drawing symbol for a designated tree to be preserved is PT. If any deviation from the approved plan, details and specifications occurs, the general contractor shall notify the owner and architect/engineer to determine what action should be taken. 2. Prior to any site disturbance, it shall be the responsibility of the general contractor to install tree preservation measures in accordance with the plans and specifications prepared by a qualified professional. It is the general contractor s responsibility to safeguard the trees designated to be preserved. 3. The following must not occur within the tree protection area: Stockpiling of soils. a) Operating or storing construction equipment.

2 b) Burning in close proximity to the protected areas. c) Grading the cause s runoff or flooding problems. d) Parking vehicles and storing supplies. e) Storing and spilling of toxic materials. f) Storing and spraying of herbicides in close proximity to the protected areas. 4. Scope of Work: a) The General Contractor shall provide all materials, labor and equipment to complete all tree preservation work as shown on the plans and specifications. This work may include site preservation, hardscape, grading, drainage, aeration, dewatering and fertilization. It is required that a certified arborist shall perform work on individual trees. 5. Materials a) Barricades /Fences- Chain link, porta fence, plastic or other approved products. Minimum Height shall be 4.0. b) Cable, extra high strength steel with pre-formed grip and drop forged attachments. c) Erosion Control Bales straw bales anchored by wood stakes or rebar. d) Signage attached to tree protection fence Building with Trees signs is available from the National Arbor Foundation. Signs shall be placed on the fence every 6.0 on center. e) Slit Fence, as specified, example 30 or 4.0 woven fabric. f) Fertilizer 50% organic, slow release, granular or water soluble as dictated by plans and specifications or per soil test, arboricultural grade or equivalent. 6. Tree Preservation Procedures: a) Stakeout

3 (1) Upon issuance of the clearing, grading and sediment and erosion control permits by the plan review authorities, the general Contractor shall stakeout the limits of clearing, grading, building, footprints, sediment and erosion control devices that affect the tree preservation areas. In addition, the General Contractor shall indicate pertinent floor grades on the stakeout. After this procedure is completed, the general contractor shall stakeout (separate color code) the location of all tree preservation fencing. (2) The certified arborist, the general contractor, the owner and the qualified professional who prepared the Tree Preservation Plan shall be required to meet onsite to inspect the trees that are to be saved and to review the protective measures required. b) Selective tree removal within the Tree Preservation area. (1) Within the tree preservation area, selected trees and brush as identified on the Tree Preservation Plan, may be removed by hand under the direction of the qualified professional. (2) All final stumps cuts are to be made as close as possible to the existing grade. c) Tree removal and site work outside the tree preservation area. (1) All areas designated to be root pruned as detailed on the Tree Preservation Plan shall have the work performed at this time. If trenching to root prune, proper backfill procedures, including the layering of backfill and tamping to eliminate settlement, must be done. (2) All tree protection fencing, silt fencing and signage as detailed on the Tree Preservation Plan shall be installed prior to any clearing or grading. (3) All trees removed outside the tree protection fencing shall be taken down without encroachment into the preservation area. If stump removal becomes necessary, appropriate precautions shall be taken to ensure that the crz is not disturbed.

4 d) Unforeseen tree work shall be approved by the ISU project manager and the Landscape and Grounds manager before being undertaken. (1) This would include any work occurring as a result of change orders Also includes unforeseen work that could have been planned for but wasn t anticipated during the planning stage. 7. Tree Maintenance Activities. a) All tree maintenance shall be carried out under the supervision of a certified arborist. All work performed shall meet or exceed the standards established by the National Arborist Association. All applicable safety requirements shall be strictly adhered to and enforced. b) Pruning activities shall be performed on all trees as detailed on the Tree Preservation Plan maintenance schedule. Trees will be pruned to the National Arborist Association pruning standards classes I-IV. c) During periods of moisture stress, trees within the construction zone shall be watered whenever soil moisture content is below 50% of filled capacity. The watering will result in additional cost to the owner as outline in the contract documents. d) Root area of trees where soil has been compacted due to construction activity shall be vertically mulched (aerated) at the direction of the qualified professional. This shall be 10.0 beyond the drip line. A 2 to 3 operated augur shall be used to drill holes to a minimum depth of 12. Type of backfill will be determined by the qualified professional. The compressor air method for the aeration of compacted tree root zones is acceptable. e) Any trees whose trunks, limbs or roots that are damaged during construction shall be treated within 24 hours. The party responsible for such damage will incur all costs associated with these treatments. Treatments shall be completed in accordance with the National Arborist Association standards.

5 f) Heavy accumulation of dust from construction activity may occur on the surface of the tree foliage. To control this dust the tree foliage shall be hosed down with a low pressure water hose upon the request of the qualified professional. This procedure will result in an additional cost to the owner as outlined in the contract documents. g) Boring through the Critical Root Zone (CRZ) is the ISU preferred method for underground utilities where trenching would cause significant damage to a large percentage of surface roots. 8. Removal of all tree protection fencing, silt fencing and signage will be done by the general contractor when permitted by the owner and/or qualified professional. a) Restoration of all areas disturbed by the fencing and/or signage shall be the general contractor s responsibility. b) All fencing stakes, signage shall be turned over to Indiana State University. D. Enforcement Structure for lack of adherence to Master Specifications 1. Fines for non-compliance with the Tree Preservation Plans shall be assessed at $ for each incident as defined in Section 1C, items one through seven. 2. Penalties for any tree loss due to negligence shall be assessed at $20.00 per square inch of caliper and/or diameter plus the labor for removal and installation of the new tree as described within these specification.
