4 FDOT s Public Involvement Procedures Guiding Principles Two way communication aimed at incorporating the views, concerns, and issues of the public into the decision making process. Process Ongoing in all phases of a project. Defining Context Inclusive of all decision makers and stakeholders. It includes as many groups and individuals as possible, especially those who will be most affected. Tools and Techniques The most appropriate outreach tools are used for each audience. Documentation A Project Record lets members of the public know their comments and concerns have been heard. It ensures that commitments are carried throughout all phases of the project. Documentation shows that a process was used in evaluating alternatives and determining the solutions. 4
5 Guiding Principles for Stakeholder Engagement Florida Transportation Plan (FTP) Policy Involve the public and stakeholders early and often in the transportation planning process Base transportation planning decisions on the values and needs of Florida s residents, visitors, and businesses Improve collaboration across jurisdictions, agencies, levels of geography, modes, and sectors Continue to strengthen coordination between transportation and land use, economic development, and environmental stewardship decisions 5

7 Public Participation Plan Plan for early and continual public involvement Planning process is initial phase of project Identify opportunities for active involvement and participation in the transportation decision making process Task Force represents a broad range of stakeholders for consensus recommendations Engage with agency stakeholders to gather information on community concerns Utilize various techniques and tools for public outreach Add additional stakeholders to mailing list as identified through public outreach process Develop consensus on draft recommendations with Task Force in consideration of all stakeholder comments Modify Public Participation Plan as needed to address stakeholder concerns 7
