2 NIVI CREDIT offers Municipalities an efficient notification service and recovery of administrative sanctions regarding Highway Code violations issued to citizens residing abroad or to vehicles with foreign license plates. As outlined in the Road Safety Program 2010/2011, the European Commission urges Member States to implement measures in the field of administrative sanctions, in order to unify rules for all European Citizens concerning procedures for the notification of traffic infringements regardless of where or in which country they have been committed. The breaking-down of borders has produced a significant rise in the number of foreign vehicles circulating in our cities or countries and, consequently, an increasing number of violations. Nevertheless, until now, it was almost impossible for Municipalities to notify traffic infringements to citizens residing in foreign countries, due to the considerable difficulties in identifying the offenders within the time terms prescribed by Law and the necessity to notify the acts in the language of the offender.

Division, performs an outsourcing service on behalf of Municipalities, granting: Management of all procedural steps following International Conventions, retrieval of vehicle owner s data from the competent Authorities or renter s data from rental car companies, checking of postal addresses, translation of the acts in the language of the offender, preparation and printing of the acts; Notification of fine in the country of residence of the offender, according to current regulations; Collection of fine given by the Municipality through methods suitable for foreign citizens; Debt recovery, with the assistance of highly qualified law offices and/or debt collection agencies, for offenders who have taken no action after having been notified. EMO SERVICE EMO furnishes in real-time all information concerning the status of each file processing to Municipalities, who can follow, control and oversee all procedural steps within a secure website, without purchasing a specific software. Through this service, Municipalities can: Verify personal data of the owners of vehicles with foreign license plates or foreign renters; Access the notification letter and other notices regarding the violation; Verify the dispatch and the receipt of the acts; Read all written correspondence and/or notes taken during phone calls with the offender; Check if payment has been received.
