6 LETTER OF ADDRESS Dear Colleagues, It is my pleasure to welcome you all to the Third Session of the Team of Specialists on Public-Private Partnerships (PPPs) in Geneva. PPPs are critical in the modernization of infrastructure, the improvement of public services and in meeting the UN Millennium Development Goals (MDGs). Governments in the UNECE region and around the world increasingly favour PPPs. However they are complex in nature, requiring different types of skills and new public sector capabilities. To address the need to improve the public sector s capability to deliver successful PPPs, the UNECE elaborated a Guidebook on Promoting Good Governance in PPPs. This is, however, only a beginning and there is a consensus that more actions were needed. Following an inter-agency capacity building programme involving the UNECE, the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the United Nations Economic Commission for Africa (UNECA), it was proposed to create an international PPP Centre of Excellence. UNECE was tasked to explore whether extra-budgetary resources could be raised to make this project feasible. Our Meeting will discuss the UNECE International PPP Centre of Excellence. Ona Minister of Health of the Philippines HIGH LEVEL PANEL Dr. Ona is recognized as one of the top surgeons in the field of vascular surgery and organ transplantation, as well as being a dedicated advocate for preventive nephrology in the Philippines. He has dedicated himself to the mission of attaining Universal Healthcare Coverage for Filipinos in two to three years. Today he will be talking about the hosting of the PPP Specialist Centre for Health in the Philippines. Mr. Loay bin Ahmad Sa'ad Al-Musallam CEO of the National Water Company of Saudi Arabia Mr. Loay Bin Ahmad Sa ad Al-Musallam serves as the Deputy Minister for Planning & Development in the Ministry of Water & Electricity and Head of Privatization and Re-engineering of the Water Sector. Today he will talk about the hosting of the PPP Specialist Centre for Water in the Kingdom of Saudi Arabia. Mr. Alexander Bazhenov Director, PPP Center, State Corporation Bank for development and foreign economic activity (Vnesheconombank), Russia Mr. Bashenov is the Chairman of the Board of Directors at JSC Economic Institute of Utilities and is a Member of the Board of Directors at JSC Zarubezhneft. Today he will be talking about the hosting of a PPP Specialist Centre in the Russian Federation. 4

8 Dr. Amer Aladhadh Adviser to Ministry of Business and Trade, Qatar PPP Unit Dr. Amer Aladhadh is an Economist with extensive background in economic and political institutional development in the Middle East. Today he will be talking about the hosting of the PPP Specialist Centre in Food Security in Qatar. Mr. Ioan Bala Director General, National Administration of Penitentiaries, Romania A recognized European prisons expert, Dr. Băla is member of the International Corrections and Prisons Association (ICPA); the European-Middle Correctional Roundtable (MECR) and the International Network to Promote the Rule of Law. Mr. Bala will be talking about hosting the PPP Specialist Centre in Prisons. Mr. Uchkunbek Tashbaev Minister of Economic Regulation of Kyrgyz Republic Mr. Tashbaev will be discussing the UNECE PPP Initiative, namely the importance of the UNECE International PPP Centre of Excellence and its role in initiating a National Programme on the development of PPPs in the Kyrgyz Republic. Mr. Tashbaev has wide experience in corporate governance, insurance, banking and finance sectors, as well as in the development of non-banking institutions. 5

9 OVERVIEW OF THE CENTRE OF EXCELLENCE The purpose of the UNECE International PPP Centre of Excellence will be, in collaboration with other international and regional institutions, to assist Member States in their ongoing development of both internal PPP capabilities and national PPP markets. It will significantly contribute to achievement of the United Nations Millennium Development Goals by fast tracking the development of critical civil and social infrastructure, and raising performance of existing infrastructure. The UNECE Family of PPP has two groups: privately-financed, and publicly-financed. Within each of these groups, there is a range of PPP options. The UNECE International PPP Centre of Excellence will: be a One-Stop-Shop ; develop and implement a set of bestpractice guidelines in PPP capacitybuilding and PPP project delivery (the UNECE PPP Toolkit ); establish UNECE PPP Specialist Centres, each with a global sectorspecific focus on an area of PPP public asset and service delivery; and research to develop lower-risk models for PPP delivery and finance. UNECE PPP Specialist Centres, hosted by countries Specialist Centres focus on sector specific PPP applications. They are hosted by countries which have a strategic imperative within the sector, such as the Kingdom of Saudi Arabia for Water, and the Philippines for Health. Countries hosting UNECE PPP Specialist Centres agree to: Support a full time position in the Geneva PPP Centre of Excellence; Fund the development and updating of the sector specific best practice guides under the direction of the UNECE PPP Secretariat; Fund the establishment and operation of the Specialist Centre; Manage the Research Program Provide support to other countries; Establish and manage the Specialistt Centre Membership. Private sector. members support the Specialist financially through annual membership fees, and participate in the Centre s activities (such as research and support to countries); Establish an international database. 6
