5 Prevention on national level: Internal Security Programme in Finland The objective of the Government Programme is to make Finland the safest country in Europe one in which people feel that they live in a fair and equal society regardless of how they identify themselves. Prevention and solution of security problems that are the most important from the perspective of everyday life. The main domestic challenges are the prevention of social exclusion and social polarisation.

10 Electronic welfare report system To support the local security planning an Electronic welfare report system was launched It is a tool that provides information on the dimensions of welfare such as education and work, security, participation and influence Over 70 % of Finnish local authorities have credentials to the electronic welfare report tool

11 Indicators for International Safe communities 1. An infrastructure based on partnership and collaborations, governed by a cross- sector group 2. Long-term, sustainable programs covering genders and all ages, environments, and situations; 3. Programs that target high-risk groups and environments, and programs that promote safety for vulnerable groups;

12 Indicators for International Safe communities 4. Programs that are based on the available evidence 5. Programs that document the frequency and causes of injuries; 6. Evaluation measures to assess their programs, processes and the effects of change; 7. Ongoing participation in national and international Safe Communities networks.

13 Safe Community designation as quality assurance in local security planning The aim To encourage the Finnish municipalities to apply the Safe Community designation and to improve the implementation of national programs on local level. to gain the quality assurance for the local safety promotion measures

14 Methods The objectives and measures outlined in these programmes are encouraged to be taken into account in local security plans. The majority of Finns (95%) live in a municipality that has a local security plan. The plans include leadership in sustainable multi-sector safety collaboration, targets and measures that improve safety and reduce injuries of vulnerable groups, both genders at all ages in any environment. Local plans also include preparedness for disasters.

15 Combining the national safety strategies and the Safe Communities designation requirements The national strategy and the local security and safety planning were combined with the Safe Community designation requirements The book Safety Promotion and Safe Community web-pages were used as starting material. The existing sustainable safety work was utilized when writing the guidelines. The infrastructure for fulfilling the requirements for Safe Community designation was appropriate in the Finnish municipalities because of the national programmes and the local safety plans.

20 The book Safety Promotion as starting material The existing sustainable safety work was utilized when writing the guidelines. The infrastructure for fulfilling the requirements for Safe Community designation was appropriate in the Finnish municipalities because of the national programmes and the local safety plans.

The guidelines give answers on how to fulfill the designation requirements in national settings the benefit of the Safe Community designation is that the implementation of the measures are audited and controlled in the certification process. The Safe Community designation can be seen as quality assurance of the safety management system.

23 Conclusions Although the national safety and security planning infrastructure already exists in Finland, the benefit of the Safe Community designation is that the implementation of the measures are audited and controlled in the certification process. The Safe Community designation can be seen as quality assurance of the safety management system. The guidelines are available also in English
