Each municipality made their decisions based on city ordinances where, in general, they used to apply regimes of license intervention and not of communication. 947 city Councils

25 OSS project is perfectly transferable to other European states or regions as they share the same model of intervention in economic activity: different levels of government similar legal framework Administrative difficulties that companies have to open a business are shared in most other countries

26 Catalan OSS is a partner of PURE COSMOS (Interreg project) whose aim is to facilitate the transfer to other countries or regions

28 Main Obstacles overcomed The cross departmentaladministration level nature of the project, which affects a large number of actors in different government authorities

29 Main Obstacles overcomed Modifications to the regulatory framework are required to ensure that this simplification has a significant impact on entrepreneurs. The modification process is long and tedious, given the numerous regulations involved

30 Main Obstacles overcomed The need for new technological platforms to facilitate new forms of processing based on the change in the relationship model

31 Main Obstacles overcomed Resistance to change in some of the units responsible for the procedures. The lidership in those cases not always have been strong enough.
