2 TIME-RELATED POLICIES: THE LOMBARDY REGION EXPERIENCE How and what leading-edge actions may be deployed to cater to emerging citizen needs for changing approaches to time and space? AREAS OF INTERVENTION Service accessibility and time-related usability; Sustainable mobility for people and goods; Refurbishment of urban space; Coordination of service opening times across the territory with work timetabling and using time for mutual solidarity and interest 6

7 REGIONAL LAW no. 28/2004 A step forward compared with Law no. 53/2000 The Region integrates time-related policies into general and sectoral planning and programming tools.

8 TOOLS: TERRITORIAL TIMETABLING PLANS TERRITORIAL TIMETABLING PLANS Tools for planning, orientating and regulating local policy that makes the most of the time -related dimension. Looks into the locally-governable factors that are capable of influencing and harmonizing a city s time and timetabling. OBJECTIVE Building more harmonious cities in terms of time for living, working, care, education and relations, both for those who live permanently in the territory and those who access city spaces. CHARACTERISTICS OF PTOs Proactive Negotiation-based Adaptive and experimental 8

9 RECIPIENTS For families and women in particular, reconciling work/life time, and for women rejoining the labour market. For young people, sports- and entertainment-related opening times and services. For elderly people, facilitating access to socialization-focused activities, as well as healthcare and emergency services. For children, enhancing the quality of school time and socialization-led activities. For enterprise, initiatives that increase local appeal (accessibility to productive facilities, the road network and transport, harmonizing timetabling across the territory for male and female workers). For commuters, tourists and city users: across-the-board coordination of transport networks and service accessibility, including for people who are passing through urban space on a temporary basis.

10 THE STRONGPOINTS OF PUBLIC/PRIVATE NETWORKS Time policies trialled in the 1990s investigated bottom-up processes in pursuit of a desire to reconcile the needs and restrictions of planning and designing with specific territorial characteristics The local territory, its specific characteristics and the people who dwell there are not just the focus of such policies, they become the implementing bodies as part of a subsidiarity-led approach. Where the implementation of time policies has acted as a driver of development, social cohesion and new opportunities we begin to see SMART CITIES in the sense of SMART COMMUNITIES with an activation of intelligence in the territory and participative governance.

11 THE STRONGPOINTS OF PUBLIC/PRIVATE NETWORKS Time policies trialled in the 1990s investigated bottom-up processes in pursuit of a desire to reconcile the needs and restrictions of planning and designing with specific territorial characteristics The local territory, its specific characteristics and the people who dwell there are not just the focus of such policies, they become the implementing bodies as part of a subsidiarity-led approach. Where the implementation of time policies has acted as a driver of development, social cohesion and new opportunities we begin to see SMART CITIES in the sense of SMART COMMUNITIES with an activation of intelligence in the territory and participative governance.

12 THE STRONGPOINTS OF PUBLIC/PRIVATE NETWORKS PROCESS acknowledging the critical issues, the people who live locally, the players who must be part of the solution (PARTNERS), those interested in solving the issues (STAKEHOLDERS), and those who may stand in the way of such solutions. POTENTIAL PARTNERS Local entities, citizens associations pursuing specific interests, enterprises, commercial businesses, educational structures, transport operations, healthcare services, cultural services, sports, etc.

13 TENDERS AND PROJECTS FUNDED Issued 5 tenders on time-related policies, of which the most recent envisaged the signature of 18 partnership agreements between Municipalities and the Region of Lombardy; Funded 134 projects; Entered into a further twenty-eight partnership agreements with Municipalities, of which one collaboration agreement is a supramunicipal project (101 municipalities involved) of regional interest (Icaro); Assigned resources in support of local planning equal to: 10,489,407. Almost half of the entire Lombard population (41%) is covered by a territorial time-related plan; 90% of the initiatives envisaged under territorial timerelated plans have been trialled; 88% of these initiatives have been stabilized.
