1 Version SHAW CENTRE, 55 Colonel By Dr, Ottawa To build trust, enhance policy coherence, and discuss concrete modalities for joint action, the second Global Conference of the Internet & Jurisdiction Policy Network is organized without formal panels to encourage dynamic exchanges among participants. It is structured around Stakeholder Plenary sessions on Day 1 and 3, and three parallel Workstreams on Day 2. Based on the Areas of Cooperation identified by participants at the first Global Conference of the Internet & Jurisdiction Policy Network in Paris in 2016, the Secretariat of the Internet & Jurisdiction Policy Network formed in 2017 three multistakeholder Contact Groups for each Workstream to map and identify concrete Policy Options. These documents serve as input to structure discussions on Day 2. The second Global Conference of the Internet & Jurisdiction Policy Network in Ottawa will be an opportunity for stakeholders to define a roadmap with clear targets and a working methodology to jointly develop policy standards and operational solutions that can be presented by participants at the third Global Internet and Jurisdiction Conference in Discussants and participants will have equal speaking times in Stakeholder Plenary sessions, with three-minute interventions to facilitate interactions. In this perspective, this plenary session will focus in particular on the need for policy coherence between multiple initiatives and discuss modalities for joint action in the Internet & Jurisdiction Policy Network. 3 DAY 2 TUESDAY, FEBRUARY 27 Like at the inaugural Conference in Paris, Day 2 is structured around three parallel Workstreams held under Chatham House Rule. In 2017, three Contact Groups (one for each of the Programs of the Internet & Jurisdiction Policy Network listed below) respectively addressed concrete cross-border issues: access to user data, content restrictions and domain suspensions. The Policy Options Documents reflecting their intersessional work will serve as input to structure Workstream discussions (see Workbook). WORKSTREAM I DATA & JURISDICTION How can transnational data flows and the protection of privacy be reconciled with lawful access requirements to address crime? Criminal investigations increasingly require access to information about users and digital evidence stored by private companies in jurisdictions outside the requesting country. The traditional Mutual Legal Assistance (MLA) system is under stress and competing alternative approaches are explored to solve this issue. What are the necessary safeguards and procedures to establish viable and scalable frameworks? How to ensure policy coherence and regime interoperability? Content legal in one country can be illegal in another. Dealing with abuses such as hate speech, harassment, security threats, incitation to violence or discrimination online while protecting human rights is a major challenge when several jurisdictions are involved. How to improve current practices in terms of transparency and due process across borders to maximize the necessary remediation of harm and minimize restrictions to freedom of expression? Suspension of a domain names has a global impact: only a particularly high threshold of abuse could potentially justify it. There are, however, divergent views regarding when it is appropriate to act at the DNS level in relation to the content of an underlying site. On this basis, the Secretariat will organize the work in the Policy Network until the 2019 Global Internet and Jurisdiction Conference.
