1 Programme EU and UK gas security of supply Monday 23 Wednesday 25 January 2012 WP1121 Forecasts indicate that by 2030 up to 70% of the EU s natural gas consumption will have to be imported. Ensuring gas security of supply at reasonable prices has consequently become a major preoccupation for both the European Union and its member states. The UK, for example, had been self-sufficient for gas since the 1960 s but is now increasingly dependent on imports. The need for policy initiatives at EU level has become widely accepted, but Europe-wide agreement on details and implementation has faced major obstacles. Efforts to formulate common EU energy policies, including on gas supply, are nonetheless continuing and making progress. UK Energy Minister Charles Hendry will open this Wilton Park conference with an important statement on the role of gas in the UK s future energy mix, with the ensuing roundtable discussion allowing participants to give the Minister their views on the UK gas market. The conference will then move onto a broader level, assessing global supply and demand for gas and key European gas security of supply issues: Is Europe on the right track to meet its stated objective an effective European gas security of supply policy? Can the current architecture on which EU gas security of supply policy is built deliver the responses needed in order to meet the growing risks and changing realities facing EU gas security objectives? How might European institutions and regulation need to adapt and respond to these growing risks and changing realities? In addressing these questions, the conference is drawing on a series of workshops organised by The Clingendael International Energy Programme (CIEP), the Loyola de Palacio Chair (LdP) of the European University Institute, and the Fondazione Eni Enrico Mattei (FEEM).
