Associate Expert in Information Technology and Networking for the United Nations Global Online Network in Public Administration and Finance (UNPAN); Liaison Officer in the Africa Region at CAFRAD. Technical assistance to the African Training and Research Centre in Administration for Development CAFRAD with responsibility for facilitating the timely development, correct configuration and smooth operation of computerised online interactive data bases that are part of the virtual Global Network of Online Regional Centres (ORC) engaged in capacity-building in Public Administration and finance, as well as relevant data collection, processing and dissemination of information. Specifically, main functions included the following: Acting as Liaison Officer for UNDESA/DPADM s UNPAN programme in Africa, promoting the work of DPADM and supporting networking activities in the area of ICT and e-governance with the aim of building institutional capacity in the region; Co-ordination and monitoring of the establishment of on-line facilities and the installation and operation of relevant programmes and systems, in close collaboration with the staff of UNPAN ORC CAFRAD; Assisting in reviewing and recommending improvements to the systems and programmes as may be cost-effective and contribute to the overall success of the activities envisaged and undertaken, and assist in solving problems in the operation of the on-line network and computerised databases operated by the UNPAN ORC CAFRAD facility. Identifying and maintaining contacts with the relevant Public Administration institutions in the Africa Region, also providing technical advice to CAFRAD s Director General, by assisting in strategic planning and networking activities. Assisting in the projection and design of on-line products to be managed by UNPAN-ORC-CAFRAD, and supporting on-line publications, such as the CAFRAD and UNPAN Webnewsletter, the Governance Watch and the e- Government Survey in Africa. Assisting in the identification of training needs and in the design and conduct of on-line training programmes, and support the development of globally applicable techniques in areas of particular interest to UNPAN and e-governance, such as the application of Information Technology to distance learning, on-line discussion and information exchange systems. Giving technical support to the reorganisation of CAFRAD to improve performance and to increase capacity for long term sustainability; also supporting the establishment of new co-operation with regional and international institutions and the promotion of public-private partnerships to promote training, research and consulting activities. 10 Giving technical assistance in the design of the e-africa initiative for good governance: building e-governance capacity in African countries : it included acting as Project Manager in the planning, organisation and management of the e-africa 2002: First Regional Workshop on Building e- governance Capacity in Africa (Johannesburg, South Africa, October 2002), and of the e-africa 2003: Expert Consultative Meeting on e- governance (Tangier, Morocco, October 2003), organised by CAFRAD, UNDESA and NEPAD; and to the preparation of the Tangier Plan of Action for the implementation of the e-africa initiative for good governance preparatory to the e-government for Results report. Giving technical assistance in the design and implementation of the Pan African Programme on Governance and Public Administration (G&PA), placed under the banner of NEPAD: it involved, giving support to the planning and organisation of the 4 th Pan African Conference of Ministers of Public Service, organised by CAFRAD, UNDESA and NEPAD, (Cape Town, 4-7 May 2003); and to the planning of the Leadership Development Initiative in Africa, including support to the organisation and follow-up of the Workshop on Public Sector Leadership Capacity Development for good governance in Africa, (Kampala, Uganda, January 2004). Giving technical assistance in the study on the Evaluation of the Governance System in Morocco, conducted by CAFRAD, in cooperation with the Moroccan Observatory of Public Administration (OMAP) as part of the Economic Commission for Africa (UNECA) Report on Governance in Africa, preparatory to the 4 th African Development Forum (ADF IV).
