Background The African Union, established as a unique Pan African continental body, is charged with spearheading Africa s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia. In seeking to achieve these objectives, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of new organization structure and the filling of regular, fixed and short-term vacant posts. The Commission of the African Union invites applicants who are citizens of Member States for the regular post of Information, Communication and Technology (ICT) Officer in the Economic, Social and Cultural Council (ECOSOCC) located in Lusaka, Zambia. The Economic, Social and Cultural Council (ECOSOCC) is an advisory organ to the African Union (AU) composed of civil society organizations (CSOs). ECOSOCC s mandate includes: Contributing, through advice, to the effective translation of the AU s objectives, principles and policies into concrete programmes, as well as evaluating those programmes Undertaking studies and making recommendations Contributing to the promotion and realization of the AU s vision and objectives Contributing to the promotion of human rights, the rule of law, good governance, democratic principles, gender equality and child rights Promoting and supporting the efforts of institutions engaged in reviewing the future of Africa and forging pan-african values in order to enhance an African social model and way of life Fostering and consolidating partnership between the AU and CSOs

2 Assuming functions referred to it by other AU organs. The Citizens and Diaspora Directorate (CIDO) in the AU Commission acts as the current Secretariat for ECOSOCC. Following the Decision by the African Union to relocate ECOSOCC Secretariat hosted to the Republic of Zambia, the AU Commission seeks to appoint an Information, Communication and Technology (ICT) Officer to support the effective delivery of the organ s strategic programmes. Least Representative Countries Candidates from the following least represented countries at the African Union Commission are encouraged to apply: Algeria, South Africa, Morocco, Angola, Ghana, Congo (DRC), Equatorial Guinea, South Sudan, Namibia, Mali, Madagascar, Guinea-Conakry, Cape Verde, Central African Rep., Seychelles, Somalia, Guinea- Bissau, Saharawi Arab D.R., Comoros, Sao Tome and Principe Department 1. Summary Of The Job Description Under the direct supervision of the Administrative and HR Unit Head, the ICT Officer will ensure the smooth operations of all computer systems at the ECOSOCC Secretariat as well as the management of the Secretariat s computers, NT servers, internet facilities and online platforms. Tasks 4. Major Duties And Responsibilities The ICT Officer will: Diagnose and resolve complex technical problems, associated with computer hardware and software interrelationships/dependencies and ensure availability to system users. Maintain the office local-area network (LAN), wide-area network (WAN), network segment, Internet, or intranet system and provide day-to-day onsite administrative support and periodic servicing of the network and all peripherals. Install, assemble and configure computers, monitors, network infrastructure and peripherals such as printers, scanners and related hardware; pull cables and rewire or direct the rewiring of cables as required for new installations and office reconfiguration; Make hardware and software acquisition recommendations, including helping users assess needs and providing justification for equipment and services, as well as training and orientation; Plan, coordinate, and implement network security measures and educate staff members about computer security, install security software, monitor the network for security breaches, help respond to cyberattacks, and, gather data and evidence to be used in prosecuting cyber-crime. Handle all computer and related instalment, diagnosis and network connections during ECOSOCC meetings and work sessions that require the establishment of an event secretariat. Manage the ECOSOCC Online Accreditation Platform. Undertake any other related duties as may be assigned. Requirements 5. Qualification And Experience Required: A University Bachelor Degree in Computer Science, Information Systems and related information technology fields. A professional certification in IT, Computer Science or related field will be a strong asset. Demonstrated professional experience in processing quantitative and qualitative statistical data. Candidate must have a minimum of 3-4 years of relevant work experience in hardware installation and maintenance, server infrastructure, maintenance capacity planning and database application installation and basic maintenance. OR A University Diploma in Computer Science, Information Systems and related information technology fields. A professional certification in IT, Computer Science or related field will be a strong asset. Demonstrated professional experience in processing quantitative and qualitative statistical data. Candidate must have a minimum of 5 years of relevant work experience at specialist level in hardware installation and maintenance, server infrastructure, maintenance capacity planning and database application installation and basic maintenance.

Skills And Competencies Required Ability to demonstrate high level of professionalism; Knowledge of TCP/IP stacks and their functionality; Advanced knowledge and troubleshooting of various Windows Servers and other Servers; Excellent knowledge and understanding of the IT needs and requirements of international organizations; Good communication and planning skills, and a demonstrated ability to work well in a team. Good judgment and decision making, initiative, and resourcefulness in problem solving. Have a good understanding of ECOSOCC operations and procedures and the African Union Commission in general. Ability to deliver quality services under pressure, while maintaining professionalism in a multicultural environment. 7. Language Requirement Proficiency in one of the African Union working languages. Proficiency in one or more other working language(s) will be an added advantage 8. Tenure Of Appointment The appointment will be made on fixed term contract for a period of three (3) years, of which the first twelve months shall be considered as probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables 9. Remuneration Indicative basic salary of US$ 31, (P2 Step1) per annum plus other related entitlements e.g. Post adjustment (44% of basic salary), Housing allowance US$ 22, (per annum), education allowance (100% of tuition and other education related expenses for every eligible dependent up to a maximum of US$ 10, per child per annum), etc. for internationally recruited staff of the Commission. 11.
