2 Origins of the Ocean SAMP 1. Marine Resources Development Plan Adopted (2005). 2. Multi-state SAMP proposed by CRMC (200).. Respond to Governor Carcieri s 15% renewable energy mandate (2007). CRMC State and Federal Responsibilities CZMA, 1972: Protect coastal natural resources. Manage development Protect existing uses Develop management plans that give full consideration to ecological, cultural, historic, and aesthetic values, as well as needs for compatible economic development. 2

3 CRMC Federal Energy Requirements 1) Identify energy facilities that are likely to locate in or may affect the coastal region; 2) Develop a procedure for assessing the suitability of sites for such facilities; ) Develop polices and techniques for managing energy facilities and their impacts; ) Develop cooperative and coordinating arrangements between the CRMC and other agencies involved in energy facility planning and siting; 5) Identify legal techniques to be used in management energy facility siting and related impacts (Fed. Register, Volume 2, No.8). Regulatory Framework In State waters: CRMC has jurisdiction for development projects. ACOE Federal Partners In Federal Waters: MMS for Wind Energy Task Force

4 The Purpose of SAMP s including the Ocean SAMP 1. Serve as a coastal management and regulatory tool, based on the best available science. 2. Promote a balanced and comprehensive approach to the development and protection of RI s ocean-based resources. The Purpose of SAMP s including the Ocean SAMP. Facilitate coordination mechanisms between state and federal agencies and the people of Rhode Island.. Contribute to the mitigation and adaptation of global climate change.

5 Principles (how we behave) 1. Develop in a transparent manner 2. Involve all stakeholders. Honor existing activities. Base decisions on best available science 5. Establish monitoring framework that supports adaptive management Goals (desired long-term outcome) 1. Foster an ecologically and economically beneficial ecosystem. 2. Promote and enhance existing uses.. Encourage marine-based economic development that answers the needs of the people of Rhode Island.. Build a framework for decision making. 5
