As a result, all the representatives expressed their support to adopt Seoul e- Government Declaration (herein after referred to as the Declaration), which was publicly stated by the mayor of Seoul, as a basis statement in forming a cooperation body for global e-governments. * See page nine for a brief outline of the Declaration. 5

9 2. SEOUL E-GOVERNMENT DECLARATION: Outline We, the mayors and representatives of cities in World e-government Mayors Forum 2008, do hereby declare that we will: 1. Share knowledge and experience gained in the process of e-government development and operation, and thus, Promote e-government exchanges between cities. 2. Strengthen digital capacity by enhancing a model of sustainable e-government to respond to prospective changes in cities, thereby creating safer and more convenient cities. 3. Explore ways to disseminate universal digital lifestyles, and Accelerate inter-city joint efforts to bridge the digital-divide. PLAN OF ACTION The Seoul e-government Declaration lays the foundation on mutual understanding of the need for collaboration between cities, and in doing so we hereby consent to form a body for global e-governments, arrange a Secretariat in Seoul, and organise the 1 st General Assembly of World e-governments in This declaration is adopted in 8 July 2008 in Seoul, the capital of Republic of Korea. 9

FOLLOW-UP MEASURES Cooperation Body for Global e-governments Official name of the cooperation body : In order to determine the official name, Working Group Meeting shall be convened in Once a conclusion on the name is drawn, it will be submitted at the 1 st General Assembly for approval. Working Group Meeting in 2009 : This meeting will be a gathering of CIOs from prospective member cities of the cooperation body. In the meeting, the CIOs might deliberate over key policy directions and other incidental issues to form the body. Seoul will once again serve for other cities as a host city for the 1 st working group meeting. After the framework for creating full modalities is established, participating CIOs may be selecting a host city for the 1 st General Assembly amongst candidate cities. Secretariat : As stated in the Declaration, a Secretariat shall open its office in the host city of World e- Government Mayors Forum 2008, and will focus on coordinating diversified tasks in relation to communication among the members as well as organising conferences of the cooperation body. General Assembly in 2010 : As stated in the Declaration, the 1 st General Assembly with mayoral-level participation will be slated for The assembly shall give approvals or disapprovals to items on an agenda submitted by the working group meeting. 4.
