1 WHEREAS, the Arts and Humanities activities in Charlotte County make a significant contribution to cultural expression in our County as well as promote the economic vitality of the community, through job creation, sales tax revenue and aesthetic enjoyment; and WHEREAS,the Arts and Humanities Council of Charlotte County is charged with the responsibility of developing programs that support all artists, performing, musical and visual; and WHEREAS,in August 1998, the Arts and Humanities Council developed the Artist of the Month program to support and recognize achievement by local visual artists; and WHEREAS,by providing works of art to be displayed in public locations throughout the County, these artists greatly enhance our opportunity to enjoy their creativity; and WHEREAS,the supports the Arts and Humanities Council in its mission of support and recognition for these local visual artists embodied in the Artist of the Month program. NOW, THEREFORE, BE IT PROCLAIMEDthatthe month of May2014 shall be known in all of Charlotte County as Sharon Yarbrough Arts and Humanities Council Artist of the Month PASSED AND DULY ADOPTED this13 th dayof May, By
2 WHEREAS, our County s continuing efforts to address the critical issues of safety, energy efficiency, and resilience in the built environment that affects our citizens give us confidence that our structures are safe and sound; and WHEREAS, our confidence is achieved through the devotion of vigilant guardians building safety and fire prevention officials, architects, engineers, builders, tradespeople, laborers and others in the construction industry who work year-round to ensure the safe construction of buildings; and WHEREAS, the International Codes, the most widely adopted building safety, and energy and fire prevention codes in the nation, are used by most U.S. cities, counties and states; and include safeguards to protect the public from natural disasters such as hurricanes, snowstorms, tornadoes, wildland fires and earthquakes; and WHEREAS,the theme for Building Safety Month 2014 is Building Safety: Maximizing Resilience, Minimizing Risks to encourage all Americans to raise awareness of the importance of safe building and resilient construction, fire prevention, disaster mitigation, backyard safety, and new technologies in the construction industry. Building Safety Month encourages everyone to take steps to ensure that the places where we live, learn, work, worship and play are safe and sustainable, and recognizes that countless lives have been saved due to the implementation of safety codes by local and state agencies; and WHEREAS,each year, in observance of Building Safety Month, Americans are asked to consider projects to improve building safety and sustainability at home and in the community, and to acknowledge the essential services provided to all of us by local and state building departments, fire prevention bureaus and federal agencies in protecting lives and property. as NOW, THEREFORE, BE IT PROCLAIMEDthatMay 2014,shall be known in all of Charlotte County Building Safety Month PASSED AND DULY ADOPTED this13 th day of May,2014. and all citizens are encouraged to join with their communities in participation in Building Safety Months activities. 3 WHEREAS, the open exchange of public discourse is essential to the democratic system of government; and WHEREAS,as a cornerstone of democracy Americans have observed certain rules of behavior generally known as civility; and WHEREAS, civility, derived from the Latin words civitas meaning city and civis meaning citizen, is behavior worthy of citizens living in a community or in common with others; and WHEREAS, displays of anger, rudeness, ridicule, impatience, and a lack of respect and personal attacks detract from the open exchange of ideas, prevent fair discussion of the issues, and can discourage individuals from participation in government; and WHEREAS, civility can assist in reaching consensus on diverse issues and allow for mutually respectful ongoing relationships; and WHEREAS, civility can uplift our daily life and make it more pleasant to live in an organized society; and WHEREAS, the City, County and Local Government Law Section of The Florida Bar urges the adoption of a pledge of civility by all citizens in the State of Florida. 4 WHEREAS, of all the important holidays we celebrate during the year, few are more worthy of special observance than Memorial Day; and WHEREAS, citizens of our nation served in peacetime and war, answered our nation's call, and defended the American way of life; and WHEREAS, for over 200 years, we have taken part in government as established in the Constitution; and have enjoyed freedoms guaranteed through the Bill of Rights; and WHEREAS, in sacrificing their lives for our country, veterans, servicemen and servicewomen have passed on to us a legacy of liberty and freedom, and a commitment to the cause for which they died to preserve, which each of us must take part in fulfilling, for it is a commitment to our beloved country the United States of America. NOW, THEREFORE, BE IT PROCLAIMED that May 24, 2014, shall be known in all of Charlotte County as El Jobean Pre-Memorial Day Remembrance Celebration and all citizens are urged to remember and be thankful for our veterans, servicemen, and servicewomen who gave their lives for our nation; and we the living shall fulfill our commitment as citizens of this great country, making America a living memorial to their dedication, courage, and sacrifices. 5 WHEREAS,the services performed by Charlotte County Public Works are an integral part of our citizens everyday lives and significantly affect the safety and quality of life enjoyed by the residents of Charlotte County; and WHEREAS,Charlotte County Public Works takes great pride in serving the community by providing and maintaining the County s infrastructure, including roadways,signing and marking, bridges, sidewalks, drainage systems, canals and waterways, and solid waste facilities; and by providing necessary services such as mowing, brush removal, solid waste collection, mosquito control, and aquatic weed control; and WHEREAS, the quality and effectiveness of the infrastructure and services are dependent on the efforts and skills of the Charlotte County Public Works employees who endeavor to bring the best product possible to the community and are dedicated to improving the quality of life for present and future citizens; and WHEREAS,the American Public Works Association has selected Because of Public Works... as its theme for 2013 s National Public Works Week, NOW, THEREFORE, BE IT PROCLAIMEDthat the week of May 18 to 24, 2014 shall be known in all of Charlotte County as National Public Works Week PASSED AND DULY ADOPTED this13 th day ofmay, By
6 WHEREAS, on average, 700 people die each year in boating-related accidents in the United States; and WHEREAS, the vast majority of these accidents are caused by human error or poor judgment and not by the boat, equipment, or environmental factors; and WHEREAS, a significant number of boaters who lose their lives by drowning each year would be alive today had they worn their life jackets; and WHEREAS, safe boating starts onshore. Americans planning to spend a day on the water should prepare by filing a float plan with family or a friend, getting a vessel safety check, and participating in a boating safety course. Boaters should make sure they have checked the marine forecast and all passengers are wearing life jackets. WHEREAS, to put an end to preventable accidents that claim too many lives every year, individuals should never operate a boat under the influence of drugs or alcohol. NOW, THEREFORE, BE IT PROCLAIMED that the week of May 17-23, 2014 shall be known in all of Charlotte County as National Safe Boating Week and all residents who participate in boating activities are encouraged to observe this occasion by learning more about safe boating practices and taking advantage of boating education. 7 WHEREAS, the Congress and President of the United States have designated May 15, 2014 as Peace Officer s Memorial Day and the week in which it falls as Police Week; and WHEREAS, the government and citizens of Charlotte County are forever mindful of the sacrifices made by those who currently serve as domestic soldiers on the front lines of the battle against crime; and WHEREAS, the members of the law enforcement agencies of Charlotte County play an essential role in safeguarding the rights and freedoms of the citizens of Charlotte County; and WHEREAS, it is important that all citizens know and understand the problems, duties and responsibilities of their law enforcement agencies, and the members recognize their duty to protect and serve the people of Charlotte County by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression or intimidation; and WHEREAS, The Fraternal Order of Police Robert E. Lister Memorial Lodge 66, each year on the third Tuesday of May, gather to honor and pay tribute to those law enforcement officers who, through their courageous and selfless acts, have made the ultimate sacrifice in the service of their community. NOW, THEREFORE, BE IT PROCLAIMED that May 20, 2014 shall be known throughout Charlotte County as Charlotte County s Peace Officers Memorial Day PASSED AND DULY ADOPTED this 13 th day of May, By:
8 WHEREAS, millions of Americans have served our country and defended our freedoms and liberties by joining the Armed Forces; and WHEREAS,it is appropriate that these brave, patriotic citizens are deserving not only of moral recognition, but of government benefits and entitlements as well; and WHEREAS,Charlotte County established a County Veteran Services Office in 1949 to assist all former, present and future members of the Armed Forces and their dependents in preparing claims for compensation, pension, vocational training and other benefits and privileges to which they are entitled under federal and state regulation; and WHEREAS, the skilled and compassionate staff at the Charlotte County Veteran Services Office offers services to the more than 25,000 veterans who are citizens of the County. NOW, THEREFORE, BE IT PROCLAIMEDthatMay 13, 2014,shall be known in all of Charlotte County as Veteran Services Office Day and our community has been privileged with over 65 years of dedicated service to the County and its veterans, and wishes to recognize and thank this office for their many contributions over these years. 9 WHEREAS, safe, clean, and sustainable water resources are essential to Florida s environment, economy, citizens and visitors, andthe Florida Legislature has established the encouragement and promotion of reclaimed water and water conservation as formal state objectives; and WHEREAS, Florida advocates and directs that reuse of reclaimed water be established as an integral part of water and wastewater management programs in Florida; and WHEREAS, Florida leads the nation in reusing 725 million gallons of reclaimed water each day to conserve freshwater supplies and recharge our freshwater resources; and WHEREAS,Florida s permitted reuse capacity exceeds 1.7 billion gallons per day; and WHEREAS,Charlotte County has implemented a water reuse program and encourages efficient and effective use of reclaimed water; and NOW, THEREFORE, BE IT PROCLAIMEDthatthe week of May 18-24, 2014,shall be known in all of Charlotte County as Florida Water Reuse Week PASSED AND DULY ADOPTED this13 th day of May,2014.
