2 REQUEST FOR QUOTATION (RFQ) Bangalore International Airport Limited (BIAL) embarks on an ambitious airport enhancement program, which will increase Kempegowda International Airport Bengaluru s (KIAB) capacity to at least 65 million passengers per annum (MPPA) in the long term. The KIAB second stage expansion was granted approval by the MOEFF, Government of India in September As a part of maintaining and practicing safety standards, going towards the procurement of safety materials, which needed urgently to meet the requirement of ongoing projects. The purpose of this RFQ is to provide the Bidders with the information, which may be useful to them, in the formulation of their Proposal. This RFQ includes statements, which reflect various assumptions and assessments arrived at by BIAL in relation to the work. Such assumptions, assessments and statements do not purport to contain all the information that each Bidder may require. This RFQ may not be appropriate for all the persons, and it is not possible for BIAL, its employees or advisers to consider the objectives, technical expertise and particular needs of each party, who reads or uses this RFQ. The assumptions, assessments, statements and information contained in this RFQ, may not be complete, accurate, adequate or correct. Each Bidder should, therefore, conduct its own investigations and analysis, and should check the accuracy, adequacy, correctness, reliability and completeness of the assumptions, assessments and information contained in this RFQ, and obtain independent advice from appropriate sources. 3. Information provided in this RFQ to the proposers is on a wide range of matters, some of which depends upon interpretation of law. The information given, is not an exhaustive account of statutory requirements, and should not be regarded as a complete or authoritative statement of law. BIAL accepts no responsibility for the accuracy, inaccuracy, or otherwise for any interpretation or opinion on the law expressed herein. 4. BIAL, its employees and advisers make no representation or warranty, and shall have no liability to any person including any proposer under any law, statute, rules or regulations or tort, principles of restitution or unjust enrichment or otherwise for any loss, damages, cost or expense which may arise from or be incurred or suffered on account of anything contained in this RFQ or otherwise, including the accuracy, adequacy, correctness, reliability or completeness of the RFQ and any assessment, assumption, statement or information contained therein or deemed to form part of this RFQ or arising in any way in this award process. 5. BIAL also accepts no liability of any nature, whether resulting from negligence or otherwise, however caused, arising from reliance of any Bidder upon the statements contained in this RFQ. 4 6. BIAL may, in its absolute discretion, but, without being under any obligation to do so, update, amend or supplement the information, assessment or assumption contained in this RFQ. 7. The proposer shall bear all its costs associated with or relating to the preparation and submission of its Proposal including, but not limited to preparation, copying, postage, delivery fees, expenses associated with any demonstration or presentation, which may be required by BIAL or any other cost incurred in connection with or relating to its Proposal. All such costs and expenses will remain with the Bidder, and BIAL shall not be liable in any manner whatsoever, for the same, or, for any other costs or, other expense, incurred by any Bidder, in preparation or submission of the Proposal, regardless of the conduct or outcome of the selection process. 8. BIAL reserves the right to accept or reject any or all Proposals; qualify or disqualify any or all proposers without giving any reason, and is not obliged to correspond with any proposer in this regard. Further, BIAL reserves the right to relax, change, review, revise or/and cancel the eligibility criteria and the RFQ process, at any time, without prior notice or without assigning any reason whatsoever. This invitation for RFQ does not give rise to any right in rem, and is not an offer or invitation to offer. 9. BIAL will not entertain any claim for expenses in relation to the preparation of any Proposal pursuant hereto. 10. BIAL at its absolute discretion, reserves the right, until the closure of the Proposal submission, to modify any proposed terms and conditions set-out in the RFQ as necessary, including but not limited to cancelling/withdrawing the RFQ, to meet its objectives and principles as set-out below in this section. INTRODUCTION Bangalore International Airport Limited ( BIAL ), the owner and operator of the Kempegowda International Airport, Bengaluru (the Airport ), a company registered under the Companies Act, The Airport is built and is being operated at the best international standards. BIAL is committed to establishing this Airport as one of India s leading airports, in terms of quality and efficiency and set a benchmark for the future development of Indian airports and also services to its passengers. The Airport is currently the third largest airport in India. II. MINIMUM ELIGIBILITY CRITERIA: Bidder shall have minimum 3 years of experience in similar type of supply/works. (Please attach copy of agreement, purchase order, completion certificate etc ). III. DESCRIPTION AND TENTATIVE DATES OF THE TENDER: Sl. 6 IV. INSTRUCTIONS TO SUCCESSFUL BIDDER: The successful bidder shall: 1. The bidder shall develop the shop drawings for the work as per the attached Scope of Work, specification and shall be submitted to BIAL for their approval. Not 2. Upon approval of the shop drawings, the contractor shall prepare a sample/mock up with all the necessary fittings and shall obtain approval from BIAL. Not 3. The successful Bidder shall arrange all necessary materials, necessary supports like ladder etc., barricading wherever required, tools and tackles required for executing the works at its own cost. Access to the work area will be permitted only with safety PPE's (Safety shoes, safety helmet are mandatory); Not applicable 4. Complete the Supply in a professional manner; as applicable 5. Hold or obtain the relevant licenses from the governmental authorities; as 6. Be responsible for the timely completion of the Supply as per the approved shop drawings, plan/drawing, time lines and technical specification of BIAL; as 7. Depute required number technically skilled, qualified employees, supervisors, managers completing the Works at its own cost; as 8. At its own cost and expense, undertake, comply with and perform all its obligations; as 9. Obtain Form V before commencement of the Works; as 10. At its own cost and expenses obtain all relevant entry passes at the Airport; as 11. Adhere to all the applicable laws; as applicable and 12. Not to do or omit to do any act, deed or thing which may in any manner be violating any applicable law related to aviation and Airport. V. GENERAL 1. BIAL reserves the right to accept or reject any or all quotations without assigning any reasons and is not obliged to correspond with the bidders in this regard. Further, BIAL reserves the right to change/modify and / or cancel this process at any time without prior notice or without assigning any reasons whatsoever, and this RFQ for Supply of stickers (safety materials) for NPO Page 6 of 10

7 shall be without prejudice to all its right to re-tender at any time in the future and in such case, bidders shall not have any claim arising out of such action. 2. BIAL reserves the right to issue amendments to this document by issue of an addendum, at any stage, without liability or any obligation for such invitation and without assigning any reason. 3. Pursuant to the response to this document, it is considered as unconditional acceptance of all the terms and conditions mentioned in this document. 4. All documents and other information submitted along with the quote shall remain or become the property of BIAL. 5. The Bidder shall bear all costs associated with the preparation and submission of its quotation. 6. Liability: BIAL shall not be liable or held liable for any loss, damage, expenses, costs or liability arising either directly or indirectly, arising out of this RFQ. Further, BIAL shall not be held liable for any damage or loss caused to the bidder due to injury caused to the personnel. 7. Jurisdiction: The courts at Bangalore shall have the exclusive jurisdiction in this regard and the laws of India shall be 8. Work permit to be taken prior to start of work at least 2 hours in advance as as 10. 8 16. All precautions shall be taken to ensure no damage is caused to any property/equipment placed at the work area or surrounding area. As 17. Any damage to the property shall be appropriately recovered. As 18. Re-Instatement as in case after completion. As 19. Ensure there should not be any hindrance to operation/vehicle movements. Vendor should make alternate arrangements without any extra cost claim. As VI. GENERAL TERMS & CONDITIONS. 1) Pre bid meeting: Not Applicable 2) The vendor is advised to visit and inspect the location and its surroundings, and obtain for itself on its own responsibility and cost, all information that may be necessary or required for preparation of the Proposal. Further, it shall be deemed that, the Bidder has undertaken a visit to the locations and the Airport and is aware of the facts, prior to submission of the proposal as 3) The Bidder shall provide the Rates showing the tax bifurcation as shown in the Bill of Quantities and Pricing. The rates shall include sample/mock up, conveyance and delivery to site, unloading, storing, establishment charges, overhead charges, applicable taxes, cess and labour cess, Building and Other Construction Workers Welfare Cess and any other cess as applicable and profit. The Unit Rates will be used for the purpose of ascertaining the price of variations and calculating the amounts of interim payments. TECHNICAL DOCUMENTS 1) SCOPE OF THE SUPPLY The entire scope of Supply of Stickers (Safety Materials) for NPO, Bengaluru, comprises of: a) Supply of stickers as per the specifications stated in the Bill of Quantities (BOQ) is enclosed as Annexure III. Interested applicants are invited to prepare and submit their Financial Proposal based on the information provided in this document. 1.
