1 Workshop 2: ENGAGING CITIZENS AND CIVIL SOCIETY ORGANIZATIONS TO PROMOTE EFFECTIVENESS, ACCOUNTABILITY AND TRANSPARENCY IN RECONSTRUCTION AND RECOVERY STRATEGIES AFTER NATURAL DISASTERS June 2011 Dar es Salaam, Tanzania
2 Why? Every year, countries around the world suffer from natural disasters which have severe implications on the economic and social development of countries. The poorest countries and people suffer from natural disasters first and most. Effective government leadership urgently needed to alleviate the immediate impacts of a disaster. Government failure or inadequate response and/or performance to meet the urgent needs of the citizens bring to the forefront other actors - nongovernmental organizations and spontaneously formed social or civic organizations - who substitute for government in a variety of public interventions. Imperative that both governments and CSOs are prepared to act in speedy and adequate ways (guided by sound principles of public administration, including effectiveness, equity, inclusiveness, transparency, integrity and accountability) and bring into action a variety of non-government actors whose human, material, managerial and financial contributions can contribute to addressing the critical needs of people affected by natural disasters.
3 Objectives To provide governments and CSOs with strategies and tools to engage citizens effectively and inclusively in post-natural disaster situations to respond to the needs of people. Strengthen the participants capacity to engage citizens in reconstruction and recovery strategies after natural disasters; Provide participants with conceptual frameworks, strategies and tools to enhance citizen engagement in post-natural disaster situations, including through the use of innovative ICT tools; Identify best practices and lessons learnt in participatory approaches to recovery and reconstruction strategies, as well as obstacles and key challenges; including through presentations by the UNPSA 2011 Winners Create and strengthen networks of citizen engagement in post-natural disaster situations experts and practitioners to create and disseminate knowledge on the theme, as well as to cooperate with DPADM in the population of the new DPADM online knowledge-base UNPACS; Identify needs and opportunities for new technical cooperation project funding proposals on citizen engagement in recovery and reconstruction strategies.
4 Activities SESSION One: Engaging Citizens and Civil Society Organizations in Reconstruction and Recovery Strategies after Natural Disasters: Approaches, Trends and Challenges SESSION Two: Engaging Citizens and Civil Society Organizations in Reconstruction and Recovery Strategies after Natural Disasters: Methodologies and Tools for Improvement SESSION Three: Engaging Citizens in Recovery Strategy Development to Promote Effectiveness, Accountability and Transparency SESSION Four: Engaging Citizens and Civil Society Organizations in Reconstruction and Recovery Strategies after Natural Disasters: Innovations, Best Practices and Uses of ICT SESSION Five: The Role of Social Media and Communication in Engaging Citizens and Civil Society Organizations in Reconstruction and Recovery Strategies after Natural Disasters to Promote Effectiveness, Accountability and Transparency SESSION Six: The Way Forward and Recommendations for Future Action
5 Accomplishments and outputs Accomplishments Enhanced knowledge among participants on the current concepts, approaches and best practices on citizen engagement in reconstruction and recovery strategies after natural disasters, based on national and local experiences as well as on academic research. Strengthened capacity of participants to: Assess the needs and priorities to effectively, inclusively and safely engage citizens in postnatural disaster situations; Apply the presented best practices and lessons learnt to enhance citizen engagement practices in reconstruction and recovery strategies; Creation of networks of participating organizations and individuals for further sharing of knowledge and best practices, as well as to contribute to the population of UNPACS. Identified needs for funding proposals on citizen engagement in post-natural disaster situations. Outputs A comprehensive report outlining major findings and recommendations from the workshop, which will be published online for maximum global outreach. Parts of the report will also be utilized in other publications of DPADM; Thematic paper Networks of citizen engagement in post-natural disaster situations experts that will enhance knowledge sharing and will contribute in the population of UNPACS.
