2 Partnership Strategy Partnership strategy Focus on supporting effective local public management of social services while ensuring that there is substantive community involvement. Emphasize collaborative problem solving by local governments and civil society elements addressing a wide array of child-centered subjects, favouring 'doable' actions that can be accomplished by local actors. UNICEF support will be catalytic.

4 Partnership with LGU GPH-UNICEF CP will work initially with LGUs that match (1) specified poverty/child development criteria, (2) have shown evidence of meaningful citizen participation and (3) have prepared a request to engage UNICEF support in their own sourced programmes. Will focus, initially, on providing support to poor LGUs that have shown willingness to address the issues of children in their area, but need additional assistance.

5 Partnership with NGA On request by individual National Government Agencies related to GPH-UNICEF CP goals, UNICEF will endeavour to provide expertise for the purpose of policy formulation, service delivery standard preparation, information system design, training design, workshop facilitation and such other forms of technical assistance.

6 Partnership with NGA Department of Foreign Affairs (DFA), National Economic Development Authority (NEDA), Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Council for the Welfare of Children (CWC), Department of Budget and Management (DBM), Department of Health (DOH), National Nutrition Council (NNC), Department of Education (DepEd), Office of the Presidential Adviser on the Peace Process (OPAPP),

7 Partnership with NGA Department of Justice (DOJ), National Disaster Risk Reduction Management Council (NDRRMC), Department of Labor and Employment (DOLE), Philippine Information Agency (PIA), Food and Drug Administration (FDA), National Anti-Poverty Commission (NAPC), National Statistics Office (NSO), Philippine National AIDS Council (PNAC), Mindanao Development Agency (MinDA), Philippine Commission on Women (PCW) Early Childhood Care and Development Council (ECCDC).

8 Partnership with CSOs UNICEF will significantly expand the partnerships with consortiums, networks, associations of CSOs The idea is to work with networks of cooperating and mutually supportive CSOs that are ready and willing to engage as partners with LGUs in co-production of public goods and services or to provide necessary technical assistance in the form of training, mentoring or other interventions that are aimed to build LGU capacity to deliver.

9 Partnership with Corporate Sector UNICEF recognizes the gains it can realise in partnership with the corporate sector. As such, it will seek to increase the financial and non-financial value of corporate partnerships via a comprehensive engagement strategy: fundraising, resource mobilisation (resources for advocacy, in-kind assistance, technical assistance, etc.) and influencing the conduct of business.

10 Partnership with Corporate Sector UNICEF Philippines engagement will evolve in the next country programme whereby it will begin to explore ways to influence the conduct of business, academia and government towards the protection and promotion of children s welfare. Partnerships not only measured by generated income or resources but by a corporation's deeper commitment as articulated by policies, processes and products that promote the well-being of children.

11 Principles of Partnership GPH-UNICEF CP will greatly increase the chances of sustaining improvements by means of local ownership of public sector reform process by: Following an implementation strategy that lays out clear requirements and expected benefits Employing a cross-sectoral approach that allows LGUs to prioritise problem areas Valuing the decisions of partner LGUs leadership and staff Emphasizing team approaches to problem identification and solution prioritisation Facilitating action on immediately doable and achievable activities

12 Principles of Partnership Using non-monetary incentives to drive sustainable behaviour change Supporting a diversity of solutions so that actions are clearly tailored to local conditions Building alliances with a variety of institutional partners at all levels of local government Strengthening coalitions of government, business, and civil society partners Engaging national government to design policies and support systems consistent with lessons from the field by improving the ability of local governments to advocate their issues and document their successes.
