2 TDEM At A Glance The Chief reports to the Governor for all emergency and disaster related matters Responsible for a comprehensive state emergency management program Over 200 FTEs serving the six DPS regions Methods of Financing State general revenue: Supports 71 full-time employees. $3.4M annually (salary & operating) EMPG: Supports 94 full-time employees (District Coordinators, command staff and preparedness personnel) Interagency contracts: Supports 9 full-time employees (e.g., WIPP, PANTEX, and Technological Hazards) Recovery Funds: 44 FTE s funded by FEMA s reimbursement of direct disaster administrative costs incurred by grantees and sub-grantees that are properly documented and directly chargeable on a Project Worksheet for a specific project 2

5 EMAC & TIFMAS STATE & FEDERAL MUTUAL AID EMAC Overview Maximizes use of all available resources In accordance with the National Response Framework, enables states to share resources Expedites and streamlines delivery of assistance between member states Protects state sovereignty Provides management and oversight 5
6 EMAC Overview EMAC does not replace federal support or move resources from county to county, city to city, or locality to locality. Resources must be from state to state. County, local, and other personnel and resources must work through the state emergency management office. EMAC Activation 1. Governor issues state of emergency. 2. Authorized representative from the affected state alerts EMAC National Coordinating Group (NCG). 3. Affected State request may request an Advance Team (A-Team) deployment or may use in-house trained staff. 4. A-Team works coordinates with affected state to determine needs/requests/costs and availability of resources via EMAC Operations System 5. States complete requisitions and negotiation of costs. 6. Resources are sent to affected state. 7. Responding state requests reimbursement. 8. Responding state is reimbursed. 6
