2 The MENA-OECD Initiative The Programme, launched in 2005, aims at improving public governance in the region to build strong institutions and generate inclusive growth. Two-track approach Regional dialogue, peer learning an exchange of good practice on governance related policy issues in MENA-OECD Working Groups. Supporting reform at national level. PA is one of the more active partners in regional dialogue and is implementing a bilateral project since 2009.

3 The MENA-OECD Initiative to Support the Palestinian Authority - MIP Within the framework of the PNDP, the Palestinian Government is aligning with OECD standards and good practice in the policy fields of: Rule of Law Integrity E-Government Main instruments: Policy dialogue between Palestinian and OECD policy makers Policy assessments and recommendations Peer learning and capacity building Fully aligned with donor coordination mechanism and benefiting from critical UN support 3

4 MIP - Public Sector Integrity Fostering integrity and preventing corruption are key components to build trust in government, create a level playing field for businesses and contribute to the country s economic development. Enhancing internal coordination and information sharing within government. Improving the interface with citizens and business. The process: Whole of government perspective Technical assessment Peer reviewed by Italy, Denmark, Estonia, South Korea The implementation: Improving the business climate: one stop shops Paving the way for open and transparent government

7 OECD work on Strategic-State Capability A Strategic State is one in which the government Sets and steers a national long-term vision-based strategy Identifies internal and external challenges through evidence-based decision-making and strategic foresight Tools and practices of a strategic state Leadership by Centre-of-Government institutions Co-ordination and alignment of administrative institutions Integrity and transparency government-wide Institutional networks inside and outside government Learning from sub-national initiatives and from citizens Effective implementation strategies Monitoring of performance to make reform happen

8 Public Governance in the PA Palestinian institutions have clear strategic good-governance goals and practices: Excellent leadership and coordination capacities by the Center of Government Sound programming aligned with strategic objectives of the National Development Plan Progress in professional data collection and statistical capacity for evidence based policy making Increasing effectiveness and efficiency in policy design and programme delivery Enhanced openness, transparency and accountability to citizens Use of networks inside and outside governments Governance reform is incremental, a perpetual work-inprogress to create sound economic environment in the long run Despite the fiscal crisis and urgent need for budgetary support, institution building efforts and public sector reform should not lose momentum
