5 Outreach and Communication Activities in Corona for the Circle City Project Updated: 1/11/15 AGENCY CONTACT: Summer 2009 City of Corona (City initial briefings about the Proposed Project with each member of the City Council and various members of City staff during route selection. September 21, 2009 Meeting with then City Manager Brad Robbins to discuss proposed project for route and site selection. January 19, 2010 (approx. Contacted Corona Public Works Director regarding underground districts and route selection. February 2010 (approx. All high level City Council members and City staff briefings completed All of the members were attentive and showed interest in the project. City staff mentioned several streets that may be used to bypass Grand Ave. February 2010 (approx. Meeting with Corona Economic Development Director to discuss additional substation properties that may be useful. March 2, 2010 (approx. Stakeholder Briefing Update (1 SCE stated the cluster of sites (19 20A were identified as being part of the redevelopment agency and were to be avoided (2 SCE stated that the circle (Grand Ave is a historic area that the City adamantly opposed the addition of any new overhead facilities. However, the City would need to be approached with the idea of an underground line down Main St (3 Overall, the City is aware of the project and supports upgrading the electrical reliability in the area. April 12, 2010 Agency Workshop for project siting and study area. Included City of Corona, Riverside County Flood Control, Caltrans, and BNSF Railway Company. The City of Corona was represented by current City Manager Darrell Talbert, who advocated undergrounding. Caltrans staff expressed a desire for SCE to take the future expansion of I 15 and SR 91 into consideration when siting the project. Representatives from BNSF Railway Company expressed no major concerns with the study area. Routine SCE company updates provided to affected cities. June 7, 2012 City of Corona briefing to Public Works Director and Principal Engineer by SCE City staff understood the need for the project and stated the proposed substation location was in the best possible place it could be. June 7, 2012 City of Corona briefing to then Assistant City Manager Darrel Talbert by SCE City Manager Talbert said the substation site was in the best possible location in the City; preferred the lines to be underground. Early August 2012 SCE mailed a project information pamphlet to property owners located within 300 feet of the Proposed Project. August 2012 City of Corona briefings after the preferred route was selected. The City expressed approval for the preferred substation location, citing its proximity to commercial and industrial uses. August/September 2012 Open House events in Cities of Eastvale and Corona. Current City Council Member Eugene Montanez and current Public Works Director Nelson Nelson are listed on the sign in sheet 1
6 for Corona Open House. August 30 at Eastvale Elementary and September 4 at Corona Public Library. Open houses were advertised by mailing to 300 list and ads in local newspapers Routine updates provided to affected cities by SCE. May 2014 City of Corona briefings of City staff and elected officials. The City has a high interest in the Proposed Project due to the location of the proposed substation and subtransmission lines. August 15, 2014 Briefing to Corona City Manager Brad Robbins and then Assistant City Manager Darrell Talbert with SCE to discuss the proposed substation site; other possible site locations discussed. April 21, 2015 SCE Reliability Presentation to Corona: During SCE reliability presentation with City Manager Darrell Talbert and Public Works Director Nelson Nelson, City Manager Talbert mentioned SCE s acquisition of the proposed substation site. After some discussion on the project and route, SCE noted that it would begin public outreach soon. Mr. Talbert stated that SCE should present to the City Council during a regular meeting or study session. Per Mr. Talbert, City s management assistant would contact SCE to schedule meeting date. May 2015 Outreach to Corona s management assistant to schedule one on one with Mr. Talbert and City Council presentation. June 18, 2015 (approx. City of Corona outreach to City Manager Darrell Talbert results in his recommendation that we present at the City Infrastructure Committee meeting rather than the City Council meeting (originally scheduled to present to Infrastructure Committee on July 1, but was rescheduled to August 5. August 5, 2015 City of Corona Infrastructure Committee meeting presentation by SCE, attended by Mayor and City Manager. August 6, 2015 Call with then Corona Mayor Eugene Montanez to discuss next steps, City s concerns and meeting with SCE. August 6, 2015 (approx. Outreach to Riverside County Transportation Commission (RCTC to obtain information on underground utilities in E Grand Ave; briefly discuss project with RCTC utilities manager (in response to Corona s request. August 10, 2015 (approx. Call with Corona Mayor Eugene Montanez to firm up date for meeting with SCE and to discuss City s concerns with route. August 14, 2015 One on one meeting with Corona Council Member Dick Haley to discuss Circle City project and go over route; Mr. Haley was most concerned about the timing of construction on Grand Ave. August 19, 2015 SCE Meeting with Corona Public Works Director Nelson Nelson to discuss the future infrastructure committee presentation, go over the route and discuss the City s concerns with the route, including the Grand Ave. construction. August 24, 2015 One on one meeting with Corona City Manager Darrell Talbert to discuss the City s concerns with the route and past outreach activities. August 25, 2015 Outreach to Corona management assistant to schedule one on one meetings with remaining Council Members. August 26, 2015 Meeting with Corona Mayor Eugene Montanez and City Manager Darrell Talbert to review each portion of the route and discuss the City s concerns and suggestions. SCE offered to host City officials on a tour of the route and substation site with SCE engineers. The City rejected the offer. 2
7 August 28, 2015 SCE received correspondence from Corona Mayor Montanez re: CPUC contact information. SCE spoke with Mayor Montanez to tell him that SCE was still into this matter and would likely have an answer for him by the next infrastructure committee presentation. September 2, 2015 City of Corona Infrastructure Committee meeting, 2 nd presentation by SCE, attended by City Mayor, City Manager, and Vice Mayor Jason Scott, as well as department heads, community members and the Chamber Director. SCE reiterated its offer to host City officials on a tour of the route and substation site with SCE engineers. The City rejected the offer again. September 2, 2015 Discussion with Corona Council Member Karen Spiegel and Chamber Director re: undergrounding on Grand Ave during Chamber event. September 4 10, 2015 SCE and City Manager exchange s re: moving filing date and scheduling meeting to discuss City s concerns. September 22, 2015 Project team meeting with RCTC to discuss potential conflicts with 91 Freeway and 15 Freeway projects. October 1, 2015 SCE meeting with Corona Mayor and City Manager Mayor raised question about poles to be located on Third St and said he would send an with his photos and concerns. No was received. October 5, 2015 SCE Meeting with Corona Chamber Director and Council Member Karen Spiegel SCE discussed updates on Circle City, including the City s concerns with undergrounding on Grand Ave. October 8, 2015 SCE management meeting with Corona City Manager, Assistant City Manager and City Attorney representatives. City Manager requested that SCE delay the filing and attend a City Council Study Session in October. October 13, 2015 presentation to Circle City Kiwanis Club (Corona, which included informational slides on the need for the Circle City project and the project route no comments or concerns. October 24, 2015 Corona Norco YMCA event Discussion with Corona Council Member Randy Fox re: project and potential concerns; discussion with Corona Chamber Chairman Dean Seif re: possible presentation to Corona Chamber Legislative Action Committee. Latest Outreach to Corona Officials: November 16, 2015: Call to Corona Council Member Karen Spiegel to request to meet re: Circle City & any other concerns. November 16, to Corona Public Works Director regarding door to door outreach and additional targeted outreach. November 17, to then Vice Mayor Scott regarding request to set up meeting. November 24, 2015 Meeting with Jason Scott to discuss Circle City project; no additional issues raised. December 4, 2015 Brief presentation to the Corona Chamber of Commerce Legislative Action Committee re: Circle City; no additional issues raised. December 7, to Chamber CEO Bobby Spiegel providing an electronic copy of the project summary sheet for distribution to Chamber businesses. 3
