4 I. PROJECT SUMMARY This Dry Utility Report will identify the current conditions of the Electrical, Telephone, Cable Television and Natural Gas facilities for the property at 6940 Beach Boulevard. We will discuss how these facilities will affect the proposed development of this property and offer suggestions for preparing the site for development. We will look at phasing options and discuss costs associated with these options. The report was developed using the information provided to us at the planning meeting on August 27, OVERALL SITE PLAN: We used the following configuration to determine trench routing and service locations.
5 VICINITY MAP: The project is located at the north-east corner of Beach Boulevard & Orangethorpe Avenue. ESTIMATED LOAD: We used the following information to determine to needed load capacity of each utility for this project:
6 II. ELECTRICAL SUMMARY This project falls under the service territory of Southern California Edison (SCE). We have contacted SCE about your project s electrical needs and have received a Will Serve letter indicating that your project falls under their current projected load growth. We have discussed the projects obligations with SCE and have determined that this project can be served by the surrounding existing facilities. The system will provide you with a 12KV system and can accommodate a 3 phase system. Any off-site upgrades will be completed by SCE. Copies of the Will Serve letter and the SCE facility maps can be found in Pocket 2. RELOCATIONS AND CONVERSIONS: SCE will require 40 scale improvement plans before they can begin to design the relocations and conversions that are needed to prep this site for grading. Once the project is submitted to SCE, a preliminary design will be drawn and presented for the developer s approval. When the preliminary plan is approved and given back to SCE, a final design will be presented along with Easement Documents, Contracts and Invoices. The developer will be responsible for trenching and installing conduit and substructures. SCE will complete the cabling for all work that falls under this category. NEW SERVICE WORK ORDERS: SCE will require 40 scale improvement plans, along with Electrical Sheets that include Electrical Single Lines and Panel Schedules. Once the project is submitted to SCE, a preliminary design will be drawn and presented for the developer s approval. When the preliminary plan is approved and given back to SCE, a final design will be presented along with Easement Documents, Contracts and Invoices. The developer will be responsible for trenching and installing conduit and substructures. SCE will complete the cabling for all work that falls under this category. SCE will be able to provide your project with a 12KV, 3 phase system. STREETLIGHT: You may be required by the City of Buena Park to install streetlights along the north side of Orangethorpe Avenue. You will need to have a City Approved Streetlight Plan and SCE Streetlight Authorization Letter before you can proceed with the design process. Because there is an existing SCE system on the south side of Orangethorpe Avenue, you will not have to install a costly backbone system. You will either have to provide crossings from the existing system to the north side of Orangethorpe Avenue or you will have to run a streetlight only system along the north side of Orangethorpe Avenue. Our cost estimate assumes the latter. 7 III. TELEPHONE SUMMARY AT&T has determined that this project falls within their California Franchise Area. AT&T will provide service for this project. It has been determined that there are sufficient facilities surrounding the project to service this development. AT&T will provide the project with a stub at the property line at their cost. The developer will be responsible for all trenching, conduit and substructure installation on private property. AT&T will utilize a joint trench configuration whenever possible. The Will Serve letter and Facility Maps can be found in Pocket 3. RELOCATIONS AND CONVERSIONS: AT&T will require 40 scale improvement plans and a copy of the SCE Preliminary Electrical Design before they can begin to design the relocations and conversions that are needed to prep this site for grading. You may have to pay a retainer to AT&T before they start the design process. Once the project is submitted to AT&T, a preliminary design will be drawn and presented for the developer s approval. When the preliminary plan is approved and given back to AT&T, a final design will be presented along with Easement Documents, Contracts and Invoices. The developer will be responsible for trenching and installing conduit and substructures. AT&T will complete the cabling for all work that falls under this category. NEW SERVICE WORK ORDERS: AT&T will require 40 scale improvement plans along with a copy of the SCE Preliminary Electrical Design before they can begin the design process. Once the project is submitted to AT&T, a preliminary design will be drawn and presented for the developer s approval. When the preliminary plan is approved and given back to AT&T, a final design will be presented along with Easement Documents, Contracts and Invoices. 8 IV. CABLE TELEVISION SUMMARY Time Warner Cable (TWC) has determined that this project falls within their territory and will provide service for the project. It has been determined that there are sufficient facilities surrounding the project to service this development. TWC will provide a stub to the property line and the developer will be responsible for providing a trench route to each service point. TWC will provide the conduit and substructure for installation. The Will Serve letter and Facility Maps can be found in Pocket 4. 9 V. NATURAL GAS SUMMARY: Southern California Gas (SCG) has determined that this project falls into their service area and will provide service to this project. It has been determined that there are sufficient facilities surrounding the project to service this development. SCG will provide a stub to the property line and the developer will be responsible for providing a trench route to each service point. The Will Serve letter and Facility Maps can be found in Pocket 5. ABANDONMENT OF SERVICES: There are a number of gas services that need to be terminated. The developer will need to get the owner of each service to official request the service to be abandoned. Once this is completed, SCG will pothole the service s connection point and disconnect the service from the mainline and remove the meter. NEW SERVICE WORK ORDERS: SCG will require 40 scale improvement plans along with the SCE Preliminary Electrical Design. Once the project is submitted to SCG, a design will be drawn and presented for the developer. Before work can be completed, all Invoices, Contracts and Easements must be completed. 10 VI. CURRENT CONDITIONS & CONSTRAINTS BEACH BOULEVARD: (CALTRANS ROAD) There is an existing utility substructure system located on the east side of the street under the sidewalk. This system includes electrical, telephone, cable television and natural gas facilities. The Edison Electrical system includes a Vault located just north of the hotel and it is located on private property. This vault may need to be relocated depending on the final land use layout. There are utility services for the businesses located along the east side of Beach Boulevard that will need to be terminated before grading can commence. The streetlight along the east side of Beach Boulevard may need to be relocated depending on the final land use layout. There is an existing pole line that connects Time Warner Cables lines from the pole line behind the homes on Melrose Street to the underground system on Beach Boulevard. This line looks to be a service run for the properties fronting Beach Boulevard and can be abandoned once the land owners have requested the service to be terminated. This CATV line will not be needed to service the future development. Please keep in mind that Beach Boulevard is a Caltrans Road and any work to be completed within their right-of-way will need to be permitted through them. This may cause increases to your project s schedule. ORANGETHORPE AVENUE: There is an existing utility substructure system located on the south side of Orangethorpe Avenue located under the sidewalk. This system includes electrical, telephone, cable television and natural gas facilities. There is also an overhead utility system located on the same side of the street. This system includes electrical, and communications facilities. There is a utility service system that crosses Orangethorpe Avenue to feed the Gas Station located on the north-east corner of the intersection of Beach Boulevard and Orangethorpe Avenue. This system will need to be abandoned before grading can commence. The conduit should be removed from the private property and left within the road right-of-way on the north side of the street. The crossing can be utilized with the new service work orders. BRENNER AVENUE: There is a gas main located in the west side of Brenner Avenue within the roadway that can be protected in place and later utilized as part of the new service work for this project. There is a utility pole line that runs along the property lines behind the homes on the west side of Brenner. This pole line includes electrical, telephone & cable television facilities. It looks as though these lines can remain behind the existing home until the second phase of construction is scheduled to start. If the three vacant lots located at the south-west corner of Brenner Avenue are going to be use as part of the first phase of construction, the pole line located behind the vacant lots will need to be relocated. The likely relocation would involve under-grounding the system in a trench located in the west side of the Brenner Avenue right-of-way. The system would have to reconnect to the existing pole line via a trench located to the south of 6945 Brenner Avenue. The trench would need an estimated five foot easement that would be to the south of the property line. The overhead streetlight system would be under-grounded at that time as well. MELROSE STREET: There is an underground gas main located on the south side of Melrose Avenue. It runs under the walk and then jogs north and is located under the street. This line should be protected in place and could provide a connection point for the future service work. There is an overhead pole line located behind the homes on the south side of Melrose Street. It looks like this system can remain protected in place during the first phase of the project. The lines will need to be removed before the second phase can begin. There is a Telephone and CATV overhead connection between the pole lines on the north and south side of Melrose Avenue that needs to be maintained.
